Clarks Creek Elodea Task Force Workshop 1 Brainstorming Minutes MINUTES OCTOBER 17, 2012 11:00 A.M. - 9:00 P.M. PUYALLUP CITY HALL – RETAIL SPACE MEETING CALLED BY MARK A. PALMER, CITY ENGINEER TYPE OF MEETING FACILITATION – Workshop 1 FACILITATOR JIM MERRITT FAIA, MERRITT ARCH NOTE TAKER JEANI ESPINOSA, BRIAN PATNODE ATTENDEES All Stakeholders Agenda topics: Brainstorming Goals/Objectives Constraints/Opportunities Challenges/Issues Historic Issues/Site Issues Wants/ Needs Historical Reports DISCUSSION Randall Tucker of Streamside Technologies gave a presentation on a possible solution prior to the workshop. Details of the presentation can be found on the City’s website. www.cityofpuyallup.org. Round table introductions were made with participants giving a brief description of their expectations. CONCLUSIONS Notes were taken based on participant’s goals and expectations. A brief description of comments is listed below for each participant. DISCUSSION Each stakeholder and agency representative spoke briefly to explain their issues, perceived challenges, and provided background information based on their expertise. MEMBER’S COMMENTS AND CONCERNS: Chris Beale., City Planning – gave an update on the Shoreline Master Program (SMP) Joy Rodriguez, City of Puyallup – Stormwater management concerns; will complete JARPA/HPA; solution should be affordable. Cindy James., Dept. of Ecology – Reduce the total maximum daily load (TMDL). Gina Piazza, WDFW – Protect fish life and habitat. Jenny Wu, EPA – Lead for TMDL; taskforce is an opportunity to educate. Mark Palmer, City of Puyallup – Need a short term solution, preferably by December. Bill Sullivan, Puyallup Tribe – Concerned about natural resources. Ann Coon, Advocate/Citizen – Fix the Creek – Restore the Creek Sarah Mostenbocker, Pierce County – Need a reasonable time frame. Sharon, Puyallup Tribe – Diminish unintended consequences. Melissa Buckingham, Pierce Conservation District –Past restoration on Creek. Char Naylor, Puyallup Tribe – Consider historic condition; Set realistic goals with costs; restoration projects; propagation; 750 tons per year of sediment deposited in the Creek. TanyaLee Erwin, WSU – Manages stormwater center. Laura Johannes, Advocate/Citizen – Concerned about property. John Palmer, City Council – need new permits. Hans Zieger – Legislative Representative - How can the State help?. Other General comments: Could possibly focus on Elodea as a short term fix; cut once; hand pull;.
