INTRODUCTION The City of Puyallup (City) was awarded a grant from the Washington State Department of Ecology (Ecology) for the Fiscal Year 2012 Statewide Stormwater Grant Program. The grant was awarded to the City for the Clarks Creek Targeted Outfall Retrofit Project. The amount of the grant is $551,000 with Local Agency funding of $183,667, for a total project amount of $734,667. The grant funding is to be used to “address water quality of the State of Washington by installing sedimentation and filtration devices at Clarks Creek outfalls, effectively treating and reducing pollutant loading to the TMDL-affected Clarks Creek.” As part of this grant-funded project, the City of Puyallup has already undertaken a project to retrofit five outfalls to Meeker Creek as a part of the Meeker Creek Channel Restoration Project. An Eco-Storm Plus system was selected to treat an approximately 16-acre residential basin prior to discharge to the creek. Meeker Creek discharges to Clarks Creek. The current project will treat up to an additional 52 acres of residential and street land uses primarily north of the 7th Avenue SW trunk line that discharges to Clarks Creek near DeCoursey Park. In all, seven basins tributary to 7th Avenue SW were analyzed for water quality treatment. Of the seven, four were selected for retrofit design. The basins selected maximize the treatment retrofit area and will provide the maximum water quality benefit to Clarks Creek. Ultimately available funding will limit the number of water quality devices installed, and one basin will be bid as an additive, awarded based on available funding. 2. BASIN DESCRIPTION Clarks Creek is located within the lower Puyallup River watershed. Clarks Creek drains approximately 13 square miles with an average flow of 60 cubic feet per second (cfs) (Ecology Publication No. 07-10-110 May 2008). The 7th Avenue SW trunk line basin is approximately 146 acres in size and discharges near DeCoursey Park to Clarks Creek. The basin is flat and is underlain primarily by Puyallup Fine Sandy Loam with Sultan Silt Loam mapped in the eastern third of the basin. A soil map produced by the Web Soil Survey (National Resources Conservation Service [NRCS]) is included in Appendix A. Treatment at the end of pipe immediately prior to discharge is infeasible due to the size of the basin and space available to install a treatment system. Therefore the design team approached the project by segregating sub-basins tributary to the 7th Avenue SW trunk line. Six basins were delineated on the north side of 7th Avenue SW and one basin was delineated on the south side. An exhibit showing the seven basins is included in Appendix B. The basins were delineated based upon the land areas fronting existing enclosed storm sewer systems within existing roads and alleys as depicted in the City’s geographical information systems (GIS). SITE DESCRIPTION The initial project investigation site was comprised of seven basins tributary to the 7th Avenue SW trunk line that discharges to Clarks Creek (see Exhibit in Appendix This wider study area was investigated to determine a range of costs for various treatment alternatives so that a robust analysis could be completed that would result in maximizing the area retrofitted for treatment. The basins all include residential land uses with typically non-pollution-generating roof areas and pollution-generating lawns, driveways and streets/alleys. The project assumptions for each basin were: Delineate basins with existing enclosed storm sewer systems that discharged to the trunk line in 7th Avenue SW to consolidate runoff to a single point for treatment; Assume that an underground vault type treatment Best Management Practice (BMP) will be necessary due to the urbanized condition of the site; Assume space is adequate that the existing enclosed storm sewer system at the point of treatment can be excavated and retrofit with a flow diversion device and off-line water quality treatment system with General Use Level Designation (GULD) for basic water quality treatment; Our analysis of the options for treatment for all seven basins included several GULD-approved systems for basic water quality including Linear Modular Wetlands, Jellyfish, StormFilters and Filterra systems. The estimated construction costs for these systems ranged from $900,000 to well over $1 million dollars, greatly exceeding the available funds for the project. The complete analysis of the alternatives is discussed further in Section 5. Given the funding constraints, the City has elected to focus the available funds on Basins 1, 3, 4, and 7. Further, the improvements for Basin 7 will be bid as a bid additive to allow the City to maximize the use of funds to retrofit areas tributary to 7th Street SW for water quality treatment. ---PAGE BREAK--- Clarks Creek Targeted Outfall Retrofit Project Stormwater Pre-Design Report City of Puyallup June 2015 │ 214-1895-047 (78) 3 4. MINIMUM REQUIREMENTS A summary of the Minimum Requirements for the project according to the 2005 Stormwater Management Manual for Western Washington is provided in Table 2. Table 2. Compliance with Minimum Requirements Minimum Requirement Project Compliance Preparation of Stormwater Site Plans Stormwater Site Plans will be produced by the City of Puyallup concurrently with the preparation of contract plans and specifications for bidding. Construction Stormwater Pollution Prevention Temporary erosion and sediment control (TESC) measures will be provided during construction. TESC plans will be developed and included by the City of Puyallup in the contract plans. Source Control of Pollution This project will provide source control of pollution during construction. The roadway is not classified as a high-use site, therefore continued source control is not required after construction. Preservation of Natural Drainage Systems and Outfalls The project will retrofit existing enclosed storm sewer systems and will not divert runoff from its current course. Onsite Stormwater Management The project will not change the existing land cover. All improvements will be constructed below ground surface and existing land cover will be restored to its previous condition following installation. Runoff Treatment Water quality treatment will be provided by MWS-Linear Modular Wetlands, which are an approved GULD treatment device. Flow Control Flow control is not required because all improvements will be constructed below ground. Restoration of existing paved surfaces for installation of utilities is exempt from flow control. No additional impervious surfaces will be created by the project. Wetlands Protection Drainage patterns are not proposed to be altered. In addition, water quality treatment will be provided to protect the natural environment. Basin/Watershed Planning The project is consistent with and is a direct response to the efforts by Ecology and the City of Puyallup to improve water quality in Clarks Creek. Operation and Maintenance The City of Puyallup will own, operate, and maintain the proposed stormwater management facilities. The Public Works Department will follow the manufacturers’ recommendations for ongoing maintenance for the MWS Linear Modular Wetland systems installed as a part of this project. ---PAGE BREAK--- Clarks Creek Targeted Outfall Retrofit Project Stormwater Pre-Design Report City of Puyallup 4 June 2015 │ 214-1895-047 (78) 5. ALTERNATIVES CONSIDERED During the conceptual stormwater analysis performed for the Project and development of the stormwater management approach, several alternatives were considered. However, the alternatives were determined to not be practicable based on several factors such as availability of right-of-way, technical infeasibility, and anticipated construction cost. The following alternatives were considered but not selected for further analysis or design: Given the urban developed nature of the basins upstream of the outfall, treatment BMPs such as bio-retention and wet ponds were deemed infeasible. The space required for such treatment methods would require significant right-of-way acquisition, which was not included in the scope of the project. There are three underground vault type systems that have GULD approval for basic water quality treatment that the City analyzed and they include MWS-Linear Modular Wetland, StormFilters, and the Filterra System. We prepared construction estimates for each system for all seven basins based on input from the manufacturers. The data estimates are provided in Appendix C. The cost to treat all seven basins exceeded the available funds for the project. Finally, the City settled on the current alternative included in this report, which will treat Basins 1, 3, and 4 and possibly Basin 7 if funds are available with MWS-Linear Modular Wetlands. The MWS-Linear Modular Wetland was determined to be the most effective system for this project because the system can function with as little as 6 inches of hydraulic grade across the system and the TAPE results include GULD for basic, enhanced, and phosphorous removal which will benefit water quality attainment goals for Clarks Creek. The inclusion of a bid additive for Basin 7 is expected to lower overall costs by including that schedule of work in the basis of award thus encouraging bidders to provide an estimate based on the economy of scale for all schedules rather than just the base bid. 6. DESIGN ANALYSIS Water quality will be provided by MWS-Linear Modular Wetland units. These proprietary systems have been sized by the manufacturer Modular Wetland Systems, Inc. Parametrix has contacted the manufacturers and provided the water quality design information included in Table 3 in order to prepare the 90% plans, specifications, and cost estimates included in this report. The 15 Minute Offline Water Quality flow rate from WWHM4 was used to size each of the MWS-Linear Modular Wetlands. Each wetland unit will be preceded by a flow diversion structure to limit the flows to the water quality unit and divert higher flows Calculation spreadsheets supporting the design of these diversion structures is included in Appendix E. It is proposed that a MWS-L-8-12-V unit be installed near the intersection of 16th Street SW and 7th Avenue SW as shown on Sheet C1 in the plans enclosed in Appendix F. The MWS-L-8-12-V unit has a treatment capacity of 0.346 CFS which exceeds the calculated treatment flow rate of 0.34 CFS. Basin 3 Basin 3 drains to the storm sewer system in 14th Street SW which then conveys the runoff south to 7th Avenue SW. It is proposed that a MWS-L-8-12-V unit be installed near the intersection of 14th Street SW and 7th Avenue SW as shown on Sheet C2 in the plans enclosed in Appendix F. The MWS-L-8-12-V unit has a treatment capacity of 0.37 CFS which meets the calculated treatment flow rate of 0.37 CFS. Basin 4 Basin 4 drains to the storm sewer system in 9th Street SW which then conveys the runoff south to 7th Avenue SW. It is proposed that a MWS-L-8-16-V-UG unit be installed near the intersection of 9th Street SW and 7th Avenue SW as shown on Sheet C3 in the plans enclosed in Appendix F. The MWS-L-8-16-V-UG unit has a treatment capacity of 0.462 CFS which exceeds the calculated treatment flow rate of 0.43 CFS. Basin 7 Basin 7 drains to the storm sewer system in 11th Street SW which then conveys the runoff south to 7th Avenue SW. It is proposed that a MWS-L-8-24-V unit be installed near the intersection of 11th Street SW and 7th Avenue SW as shown on Sheet C4 in the plans enclosed in Appendix F.
