This includes the provision of services, equipment, and supplies to support expedient operations associated with an emergency; and for the approval and acquisition of equipment and supplies not available through normal purchasing channels and ordering time frames. 3.2 Scope ESF-7 acts to meet the Logistics and essential elements of information needs of operations by establishing a framework for the integration of internal and external logistics support entities through increased collaboration in planning, sourcing, acquisition and utilization of resources. 4.0 Concept of Operations 4.1 General During an emergency or disaster, the ESF 7 Logistics and Resource Support Coordinator will serve as the principle point of contact for operations associated with ESF 7 Logistics and Resource Support. The ESF Coordinator will oversee all ESF 7 Logistics and Resource Support operations. If a disaster warrants EOC activation, some or all of ESF 7 Logistics and Resource Support personnel may be activated. The scope, scale, and magnitude of the threat/incident will dictate which support agencies that will be requested for operations in the EOC. The primary source of equipment, supplies, and personnel shall be from existing county/city-owned resources and local sources outside the impacted area. Support, which cannot be provided from these sources, will be obtained through commercial sources and/or donated resources. Logistical support necessary to save lives will receive first priority. The ESF 7 Coordinator will provide the foundation and is responsible for assisting in procurement activities necessary to support the emergency operations of Pickens County, Georgia agencies. To the extent practical, county contracts will be established with local vendors to ensure expedient emergency purchases. All procurements will be made in accordance with current county ordinances and ---PAGE BREAK--- Page 7 of 16 Emergency Support Function 7 Resource and Logistics Support regulations. ESFs requiring assistance in procuring needed items will contact ESF 7, which will locate a source, a point of contact, a price and a schedule by which the material will be available. The Pickens County Board of Commissioners Chairman or designee will review and authorize all disaster-related purchase requests. The Pickens County, Georgia Director of Administration or designee is responsible for advising the county government concerning financial matters in support of disaster operations. The Director of Administration or designee will work closely with the ESF 7 Coordinator in ensure documentation is in order. 4.2 Preparedness a. Develop procedures for responding to and complying with resource requests. b. Coordinate with local public, private and Non-Governmental organizations to establish and maintain a listing of available resources to include services and donated goods for use during an emergency or disaster event. c. Coordinate the development of pre-planned contracts as necessary to ensure prompt support from vendors during an emergency or disaster event. d. Provide training to ESF-7 Resource and Logistics Support entities on Pickens County emergency procurement procedures for acquiring supplies, resources and equipment. e. Utilize hazard vulnerability data to develop a listing of resource inventories and pre- identify anticipated resource requests by ESF. f. Establish procedures for the reimbursement of private vendors for services rendered during an emergency or disaster event. g. Establish a process for the notification of volunteer organizations when an emergency or disaster event is either threatening or has already occurred within Pickens County. h. Develop and execute Memorandums of Understanding (MOUs) between Pickens County and supporting agencies/organizations as appropriate. i. Participate in and/or conduct exercises to validate local resource capability. j. Ensure all ESF-7 support entities integrate NIMS principles throughout planning activities. ---PAGE BREAK--- Page 8 of 16 Emergency Support Function 7 Resource and Logistics Support 4.3 Response Phase a. Conduct a rapid needs assessment and review Community Lifelines to identify potential resource needs. b. Contact appropriate support entities whose personnel, equipment or other identified resources may be necessary to support operations. c. Establish a process to ensure the tracking and accountability of requested resources. d. Locate, procure and issue county agencies the necessary resources to support emergency operations. This includes coordination to identify prospective staging area warehouses available for lease to replace damaged or destroyed facilities. e. Execute county contracts and/or MOU’s as needed. f. Coordinate with GEMA/HS to establish procedures for deploying state resources and personnel to support emergency operations at warehousing facilities, staging areas and any other area where a need exists. g. Coordinate the establishment of a staging area for volunteers to unload, store or disperse donated goods. h. Coordinate with ESF-13 Law Enforcement to evaluate the security requirements necessary at warehousing facilities. i. Provide necessary information for public release to ESF-15 External Affairs to be disseminated to the general public. 4.4 Recovery a. Coordinate the continued support of delivery of services to emergency response entities and disaster survivors throughout the emergency or disaster event. b. Conduct procurement activities as long as necessary until all identified procurement needs have been met. c. Assess the continuing volunteer services needs of disaster survivors. d. Ensure that ESF-7 team members and/or their agencies maintain appropriate records of costs incurred during the incident. 4.5 Mitigation a. Representatives from applicable ESF 7 agencies may be assigned to the EOC or alternate location, as best suited to meet incident needs to coordinate resource support. 4.7 ESF Role Aligned to Core Capabilities Core Capability ESF-7 Logistics Planning Conduct a systematic process engaging the whole community as appropriate in the development of executable strategic, operational, and/or tactical-level approaches to meet defined objectives. Operational Coordination Establish and maintain a unified and coordinated operational structure and process that appropriately integrates all critical stakeholders and supports the execution of core capabilities. Logistics & Supply Chain Management Deliver essential commodities, equipment, and services in support of impacted communities and survivors, to include emergency power and fuel support, as well as the coordination of access to community staples. Supply Chain Integrity and Security Strengthen the security and resilience of the supply chain. Within the county EOC, the ESF 7 coordinator will serve a dual role as the ESF coordinator and the primary agency coordinator for ESF 5 Emergency Management and Planning. 5.1.1 ESF Coordinator Responsibilities Pickens County Emergency Management Agency ☐ Serve as the principle point of contact with ESF-7 Logistics from the EOC. Coordinate ESF meetings to ensure constant state of readiness. Provide training to support entities regarding planning for and operating Points of Distribution. Provide rapid identification of internal resources that could potentially be utilized to fulfill resource requests during disaster response operations. Coordinate the expedient leasing of real property to facilitate disaster logistics operations during a disaster response. Coordinate expedient renting, purchasing and contracting of critical equipment, supplies and services needed during an emergency or disaster response. Provide for the rapid establishment and operation of temporary field logistics facilities during an emergency or disaster response. Pickens County School District ☐ Provide support staffing to EOC as requested. ☐ Provide resources related to transportation and use of district facilities. 6.0 Direction, Control, and Coordination 6.1 Information Collection and Dissemination ESF 7 Resource and Logistics Support will coordinate with ESF 5 Emergency Management/Planning in the development of EOC Incident Action Plan (EOCIAP) to ensure resource availability to support EOC objectives, and on-scene command ---PAGE BREAK--- Page 13 of 16 Emergency Support Function 7 Resource and Logistics Support objectives. Moreover, ESF 7 will participate in the evaluation of community lifelines and status of basic human needs in order to determine what resources will be required. 6.2 Communications The ESF 5 Emergency Management will provide planning assistance to all ESFs listed in the EOP. All ESFs will strive to develop operationally ready SOGs for inclusion in the EOP. ESF 7 agencies will meet as necessary to develop, review and refine SOGs that discuss specific operational processes and procedures. 6.3 Administration, Finance, and Logistics ESF 7 will develop, review, refine and maintain lists of all resources currently available and under the control of the primary or support agencies listed in the EOP. The development of these lists may be completed by several organizations and professional groups, which currently operate within this ESF. These resource lists should be compliant with the resource typing standards outlined in the National Incident Management System 2017 (NIMS). Resource requirements will be primarily determined by on scene Incident Commanders, working with the Emergency Operations Center. Resource requests flow from the Incident Commander to the EOC and may be forwarded to the State Operations Center (or through the GEMA/HS Field Coordinator) as required. Existing local resources, intrastate mutual aid, donations, Voluntary Organizations Active in Disasters (VOADs) and Non-Governmental Organizations (NGOs) provide the initial source of personnel, vehicles, equipment, supplies, and services to fulfill resource requests. 6.4 Requests for State or Federal Resources Any agency or municipal organization requesting state resources during an emergency or disaster must forward that request to ESF 5 Emergency Management.
