The mission of ESF-10 is to provide a comprehensive mechanism to ensure the appropriate utilization of hazardous materials resources in response to an actual or potential discharge and/or uncontrolled release of hazardous materials during disasters or emergencies. This, however, is not a tactical response document. ESF-10 Hazardous Materials serves as the mechanism to provide support to local jurisdictions during hazardous materials operations 3.2 Scope ESF-10 acts to meet the hazardous materials and essential elements of information needs of operations by assessing potential impacts to the health of individuals and the environment. 4.0 Concept of Operations 4.1 General During an emergency or disaster, ESF-10 may be activated to support operations and assist with the development of a common operating picture. The scope, scale and magnitude of the threat/incident will dictate which support agencies will be requested for the support of ESF-10 in the EOC. 4.2 Preparedness a. Prepare an inventory of existing threats using SARA Title III and Tier II information. b. Plan for response to hazardous materials incidents. c. Develop plans for communications, warning and public information. d. Develop procedures for identification, control, and clean-up of hazardous materials. e. Develop and maintain a listing of private contractors capable of performing emergency and/or remedial actions associated with a hazardous materials incident. f. Maintain current inventories of local assets capable of responding to a hazardous materials incident. g. Develop plans and/or mutual aid agreements regarding hazardous materials incidents with local agencies, other county agencies, contiguous states, federal agencies, and private organizations as required. h. Collect and utilize licensing, permitting, monitoring, and/or transportation information ---PAGE BREAK--- Page 7 of 14 Emergency Support Function 10 Hazardous Materials from the appropriate local, county, state, or federal agencies and/or private organizations to facilitate emergency response. i. Establish a structure for reliable communications between supporting entities and the EOC. j. Coordinate the development of MOUs with appropriate agencies/organizations for the provision of hazardous materials personnel and resources to support an emergency or disaster response. k. Ensure all ESF-10 personnel integrate NIMS principles. 4.3 Response a. Maintain a current list of available fire service agencies and resource capabilities. b. ESF 10 will coordinate, with the Unified/Incident Command, all hazardous substance response specific efforts and provide information to the EOC for coordination of all other municipal efforts. c. Provide 24-hour response capability and dispatch personnel to an incident scene as necessary. d. ESF 10 will assess the situation to include: the nature, amount and location of real or potential releases of hazardous materials; pathways to human and environmental exposure; probable direction and time of travel of the materials; potential impact on human health, welfare, safety, and the environment; types, availability, and location of response resources, technical support, and cleanup services; and priorities for protecting human health, welfare and the environment. e. After reviewing reports, gathering and analyzing information and consulting with appropriate agencies, determine and provide, as available, the necessary level of assistance. f. Provide protective action recommendations, as the incident requires. g. Provide for monitoring to determine the extent of the contaminated area and consult with appropriate support agencies to provide access and egress control to contaminated areas. h. Consult with appropriate local, state, or federal agencies and/or private organizations with regard to the need for decontamination. Coordinate with ESF 8 regarding decontamination of injured or deceased personnel. i. Coordinate decontamination activities with appropriate local, state, and federal agencies. j. Coordinate with appropriate local, state, and federal agencies to ensure the proper disposal of waste associated with hazardous materials incidents; and assist in monitoring or tracking such shipments to appropriate disposal facilities. ---PAGE BREAK--- Page 8 of 14 Emergency Support Function 10 Hazardous Materials 4.4 Recovery a. Terminate operations when the emergency phase is over and when the area has been stabilized by response personnel. b. Provide technical support to recovery agencies related to hazardous materials. c. Inventory lost or damaged equipment and record any personnel injuries or equipment accidents. 4.5 Mitigation a. Support planning for mitigation measures. 4.6 ESF Role Aligned to Core Capabilities Core Capability ESF 9 Search & Rescue Environmental Response/Health and Safety Conduct appropriate measures to ensure the protection of the health and safety of the public and workers, as well as the environment, from all-hazards in support of responder operations and the affected communities. Situational Assessment Provide all decision makers with decision- relevant information regarding the nature and extent of the hazard, any cascading effects, and the status of the response. Operational Coordination Establish and maintain a unified and coordinated operational structure and process that appropriately integrates all critical stakeholders and supports the execution of core capabilities. 5.0 Organizational and Assignment Responsibilities 5.1 ESF Coordinator The ESF 10 Hazardous Materials coordinator is the Pickens County Fire Chief or designee. Within the county EOC, the ESF-10 coordinator will serve a dual role as the ESF coordinator and the primary agency coordinator for all Hazardous Materials operations. ---PAGE BREAK--- Page 9 of 14 Emergency Support Function 10 Hazardous Materials 5.1.1 ESF Coordinator Responsibilities Pickens County Fire-Rescue Coordinate with other ESFs to consolidate reports of hazmat responses. Maintain contact with municipal liaisons to collect and relay information. Establish a protocol for prioritizing hazmat responses. Coordinate with each supporting agency through at least quarterly ESF meetings to ensure planning functions are carried out to support this ESF. Plan for, coordinate with and assign responding mutual aid resources as appropriate. Provide support staffing to the EOC for the following position: ESF 10 Hazardous Materials. 5.2 Responsibilities 5.2.1 Pickens County Fire-Rescue Pickens County Fire-Rescue is the lead agency responsible for Hazardous Materials Response within unincorporated areas of Pickens County, the City of Nelson inside Pickens County and the Town of Talking Rock. Pickens County Fire-Rescue provides Hazardous Materials support services to the City of Jasper Fire Department following established mutual and automatic aid agreements. 5.2.2 City of Jasper Fire-Rescue The City of Jasper Fire-Rescue is the lead agency responsible for Hazardous Materials Response within the City of Jasper. The City of Jasper Fire-Rescue provides Hazardous Materials support services to Pickens County Fire – Rescue following established automatic and mutual aid agreements. ---PAGE BREAK--- Page 10 of 14 Emergency Support Function 10 Hazardous Materials 5.2.3 All Support Agencies Support Agency Assignment of Responsibilities All Support Agencies • Coordinate the training of all first responder agency personnel in basic hazmat awareness to assist in recognition of and first-step protection measures for response to hazmat incidents. • Coordinate the planning required to identify and plan for known risks within the community and provide education to the public and continually improve the reaction capabilities of local emergency response agencies. • Respond to hazardous material incidents of all types and sizes that warrant a response. • Make initial assessments as to the severity/magnitude of the situation. • Coordinate appropriate decontamination efforts, as needed. • Attend ESF meetings to ensure planning and coordination functions are conducted to support this ESF. • Provide additional resources as available to support ESF-10 response and recovery efforts. • Identify Agency staff representatives to support this ESF and other operational practices during emergency and disaster operations. • Coordinate pertinent disaster recovery information with ESF 15. • Identify damages and/or losses and prepare an action plan for recovery activities. • Maintain records of expenditures and document resources utilized during response and recovery operations. • Develop appropriate Plans, Procedures, Mutual Aid Agreements, Checklists, Go- ---PAGE BREAK--- Page 11 of 14 Emergency Support Function 10 Hazardous Materials Kits, and other supporting documentation as needed to facilitate execution of the Agency’s responsibilities to this ESF. • Prepare to support the EOC as necessary. • Participate in drills, exercises, and other preparedness events to evaluate the Agency’s readiness to support this ESF. • Document disaster related activities related to this ESF. • Prepare to collect and maintain records of expenditures and document resource utilized during response and recovery operations Pickens County Emergency Management Agency • Coordinate the collection, analysis, and validation of data to create a constantly updated situational picture. Pickens County Fire Rescue Bent Tree Fire Rescue Bethany Salem Fire-Rescue Big Canoe Fire-Rescue Hinton Fire Rescue City of Jasper Fire Rescue Yellow Creek Fire-Rescue • Provide support to hazardous materials operations through the utilization of available resources and personnel to the affected jurisdiction. • Participate in Mutual Aid agreements to support County Firefighting operations and augment resources. Pickens County Sheriff City of Jasper Police • Provide crowd control, traffic control, and scene security for incidents. • Provide personnel to join the Unified Command. • Provide evacuation notice to areas as assigned. ---PAGE BREAK--- Page 12 of 14 Emergency Support Function 10 Hazardous Materials 6.0 Direction, Control, and Coordination 6.1 Information Collection and Dissemination ESF 10 Hazardous Materials will report all activities to the ESF 5 Emergency Management Situation Unit for inclusion in the development of incident action plans and situational reports. All public information reports regarding ESF 10 Hazardous Materials activity will be coordinated with EOC ESF 15 External Affairs. In addition to the EOC, ESF 10 Hazardous Materials may provide personnel to field operations established in Pickens County, Georgia including but not limited to Joint Information Centers (JIC), and any other incident facility established to meet operational demands for each particular incident requiring the activation of the EOP. 6.2 Communications The ESF 5 Emergency Management will provide planning assistance to all ESFs listed in the EOP. All ESFs will strive to develop operationally ready SOGs for inclusion in the EOP. ESF 10 Hazardous Materials will meet as necessary to develop, review and refine SOGs that discuss specific operational processes and procedures. 6.3 Administration, Finance, and Logistics In conjunction with ESF 7 Resource Support, ESF 10 Hazardous Materials will develop, review, refine and maintain lists of all resources currently available and under the control of the primary or support agencies listed in this plan. The development of these lists may be completed by several organizations and professional groups, which currently operate within this ESF. These resource lists should be compliant with the resource typing standards outlined in the National Incident Management System 2017 (NIMS). Resource requirements will be primarily determined by on scene Incident Commanders, working with the Emergency Operations Center. Resource requests flow from the Incident Commander to the EOC and may be forwarded to the State Operations Center (or through the GEMA/HS Field Coordinator) as required. Existing local resources, intrastate mutual aid, donations, Voluntary Organizations Active in Disasters and Non- Governmental Organizations (NGO) provide the initial source of personnel, vehicles, equipment, supplies, and services to fulfill resource requests. ---PAGE BREAK--- Page 13 of 14 Emergency Support Function 10 Hazardous Materials 7.0 ESF Annex Development and Maintenance 7.1 Development & Maintenance ESF Annexes will be updated as required and when events or exercises identify a needed change.
