PICKENS COUNTY WATER AND SEWER AUTHORITY POLICY AND PROCEDURE MANUAL Policy #8 Leak Adjustments Only the account holder(s) may request an adjustment on their account. To qualify for an adjustment, a customer’s water consumption must be above their average. Consumption on the customer’s side of the meter higher than average must be due to a leak, service line break or other such type of exceptional increase in consumption. Adjustments will not be considered for seasonal usage such as watering of sod, filling of swimming pools, etc. Qualifying leak adjustments are for water consumption greater than 40,000 gallons and/or equal to a balance of $300 or higher. The Water Department shall not be compelled to consider adjustments of any bills not contested within 30 days of the billing date. In the event consumption is shown to extend to the next billing period, an adjustment will be made on the highest usage bill. The remaining balance after an adjustment is the account holder’s responsibility. The Director, Office Manager and/or the Water Board will review the request and approve or deny the request based on the information provided. This is a one-time adjustment per meter location for a two year period. Any future consumption higher than average, late fees or other charges will be the account holder’s responsibility. Accounts with water consumption less than 40,000 gallons and/or equal to a balance of $299.00 or less will not qualify for a leak adjustment. These accounts will be setup on a payment plan to pay off the contested water consumption. Payment agreements must be paid within a 12-month period from date of the payment agreement contract. The contract shall specify that customers must pay the agreed payment in addition to the current water charge. Payment agreements shall be subject to late penalties and/or service disconnection if not paid by the 15th of each month. Customers are allowed one payment plan per year.
