This support annex also addresses training and exercise specific to the EOC. 2.2 Scope This support annex is specific to the Pickens County, Georgia primary EOC and back up EOC. 2.3 Authority 2.3.1 O.C.G.A 38-3 Emergency Management. 2.3.2 Pickens County, Georgia Code of Ordinances Chapter 22 Civil Emergencies. 2.4 Objectives 2.4.1 Describe procedures to ensure the maintenance and readiness of the Pickens County EOC. 2.4.2 Define the location of the primary and secondary locations for the Pickens County EOC. 2.4.3 Describe the reasons for EOC activation, authority to activate the EOC and steps for EOC activation. 2.4.4 Describe operational concepts including planning, maintenance of a common operational picture and resource management within the EOC. 2.4.5 Describe the processes for EOC deactivation and after-action processes. 2.4.6 Describe EOC specific training and exercises. 2.5 Situation Pickens County is located in north central Georgia and contains 232.1 square miles, 148,544 acres, and as of 2020 33,216 people. Pickens County is vulnerable to a wide range of hazards including natural, technological, and human caused. Any of these hazards could require a coordinated multi-discipline, multi-jurisdictional response and activation of the Pickens County Emergency Operations Plan (2025). ---PAGE BREAK--- Support Annex A Page 8 of 24 Emergency Operations Center 2025 2.6 References Local Emergency Operations Plan. FEMA 3rd Edition (2018). 3.0 Concept of Operations The Pickens County EOC is an important element in the overall local emergency management program. The EOC is the location where trained personnel, agency administrators, organizational representatives and elected officials come together to address identified threats, sudden incidents, and planned events to provide a coordinated approach to supporting incident operations and providing all hazards-based risk communications to the public. The EOC may support multiple spatially disparate incident command posts, area command, field personnel operating without established command posts, and incident facilities such as points of distribution and disaster shelters. The EOC may direct tactical operations when no on scene command is established such as during debris removal or utility restoration. Table 3.0: EOC Responsibilities Collecting, analyzing, and sharing information. Supporting resource needs and requests, including allocation and tracking. Keep agency administrators and elected officials informed. ---PAGE BREAK--- Support Annex A Page 9 of 24 Emergency Operations Center 2025 3.1 EOC Location & Backup Location The primary EOC is located at 1266 East Church Street, Jasper, Georgia 30143. The backup EOC is located at the Pickens County Sheriff’s Headquarters 2985 Camp Road, Jasper, Georgia 30143. Both locations have emergency power supply and redundant internet service providers and sources. 3.2 EOC Readiness The Pickens County Emergency Management Agency Director is responsible for ensuring the readiness of the primary EOC. A weekly checklist is completed and maintained. Any issues found associated with EOC readiness are immediately reported to the proper vendor or department and tracked until the issue is resolved. The Pickens County Emergency Management Director works with the Pickens County Sheriff’s Office to ensure readiness of the backup EOC. 3.3 Activation Authority Once a threat is identified or an incident occurs requiring extensive preparedness activities, a coordinated response, extensive risk communications, and/or a high level of situational awareness, activation of the emergency operations center should be considered. The following positions have the authority to activate the EOC: 3.3.1 Chairman of the Pickens County Board of Commissioners Following consultation with members of the Multi-Agency Coordination Group and/or the Emergency Management Director, the Chairman can order EOC activation. The Emergency Management Director shall select the activation level based on the situation and initiate the EOC activation checklist. 3.3.2 Director of the Pickens County Emergency Management Agency Following consultation with the Commission Chairman or the Public Safety Director the Director of Emergency Management may activate the EOC based on a threat or actual occurrence. 3.3.3 Pickens County Sheriff The Pickens County Sheriff may request that the Emergency Management Agency Director activate the EOC based on a threat, actual incident, or support a Law Enforcement operation. ---PAGE BREAK--- Support Annex A Page 10 of 24 Emergency Operations Center 2025 3.3.4 Mayor of Jasper, Mayor of Nelson, or Mayor of Talking Rock The Mayors of Jasper, Nelson and Talking Rock may request that the Emergency Management Director activate the EOC based on a threat or actual occurrence that affects their specific city if the EOC is not already activated. 3.4 Activation Triggers Activation triggers are not intended to indicate the only time the EOC will be activated but provide stakeholders with information on what situations will result in automatic EOC activation. The decision on positions to be staffed will be made by the Emergency Management Director based on the specific threat or occurrence. EOC initial activation levels are for guidance only and may be increased by the Emergency Management Director based on available information. The level of activity within an EOC often grows as the size, scope, and complexity of the incident grow. If ongoing operations require more robust planning, coordination, analysis, or resource support the EOC Director may increase the activation level, bringing additional staffing to the EOC. ---PAGE BREAK--- Support Annex A Page 11 of 24 Emergency Operations Center 2025 Table 3.5 EOC Activation Levels 3.6 EOC Organization The Pickens County EOC is organized using the National Incident Management System 2017(NIMS) Incident Support Model combined with Emergency Support Functions (ESFs). This organization allows the EOC to focus efforts on information, planning, situational awareness, and resource support. Based on the number of people trained and available to staff EOC positions in Pickens County, the Incident Support Model has been modified to ensure that the situational awareness and advanced planning functions are in direct contact with the EOC Director. Incident Action Plans (IAPs) represent concise, coherent means of capturing and communicating the EOC’s objectives and assignments for operational coordination and support activities. All EOC activations should have a plan; however, not all activations need written IAPs. The necessity for written plans depends on each activation and the complexity, command decisions, and legal requirements of on scene commands being supported by the EOC or area wide events being managed by the EOC. Formal IAPs are not always developed for the initial operational period of no-notice activations. However, if an activation is likely to extend beyond one operational period, becomes more complex, or involves multiple jurisdictions and/or agencies, preparing a written IAP becomes increasingly important to maintain unity of effort and effective, efficient, and safe operations. Written Incident Action Plan required for 2nd and all subsequent operational periods. 1 Full Activation Written Incident Action Plans required for all operational periods. ---PAGE BREAK--- Support Annex A Page 14 of 24 Emergency Operations Center 2025 3.7.1 EOC Planning Cycle The Pickens County EOC will use a formal planning cycle with established meetings and deliverables to mark their progress through the planning process and enable coordination of the entire team. The “Planning P” is a graphical representation of the sequence and relationship of the meetings, work periods, and briefings that comprise the EOC planning cycle. Figure 3.7.1 Planning P The leg of the planning P describe the initial stages of the EOC activation. During this stage, activation notifications are made an EOC staff work to gain awareness of the situation. These steps are only completed one time at the beginning of the activation. ---PAGE BREAK--- Support Annex A Page 15 of 24 Emergency Operations Center 2025 3.7.2 Advanced Planning Advanced planning is one of the most important tasks of the EOC. During the initial hours of activation, all focus is on the matters at hand. As soon as it appears likely that the activation will extend past 24 hours the EOC Director should consider assigning the advanced planning function to a position within the EOC already activated. Advanced planning efforts should focus on the 48-to-72-hour time period. 3.8 Situational Awareness Maintaining a high level of situational awareness is a process critical to successful EOC operations. Effective data collection and management, and the validation and analysis of the data collected are the keys to situational awareness. Robust situational awareness is the only way the EOC can create and maintain a common situational picture. Once data is collected, validated, and analyzed it becomes information. Not all information is useful. EOC staff should determine what information is needed to develop an accurate common operating picture. This information is known as Essential Elements of Information (EEI). EEI provides context, informs decision-making, and contributes to the common situational picture. Significant events, resource requests, and information critical to decision support must flow freely across the EOC. Typically, actionable information and calls for service are received by the Pickens County E-911 Center. During EOC activations the E-911 Center processes calls for service and dispatch resources based on normal established procedures. ESF-2 within the EOC monitors dispatch activities and documents significant events and resource requests into WEBEOC. ESF-2 will also use face-to-face communications to ensure EOC staff are familiar with resource requests and significant events that are in need of action. All other EOC positions will monitor WEBEOC and input resource requests and significant events received directly from the field or other sources. 3.10 Situation Reports EOC Situation Reports are produced and distributed at the end of each EOC Operational Period. However, the schedule for situation reports may be increased by the EOC Director based on the situation. EOC Situation Reports offer a snapshot of the incident/activation status during the past operational period and contain confirmed or verified information regarding the explicit details (who, what, when, where, why, and how) relating to the activation. The EOC Situation Report should also include: ☐ Summary of the incident ☐ Fatalities or Injuries ☐ Lifeline Impacts ☐ Utility Status ☐ Road Closures ☐ Executive Orders ☐ Shelter Status ☐ EOC Positions Activated and Status ☐ Any other important Information 3.11 EOC Deactivation Deactivation authority rests with the EOC Director. EOC deactivation may not occur when the response phase transitions to recovery. It is likely that many EOC positions will be required through short-term and intermediate recovery. When the order is given to demobilize, additional instructions will be provided explaining each positions scheduled time for release. Dependent upon the incident recovery rate, the EOC may deactivate all positions at a predetermined time or make use of phased releases for a step-down approach. Each position is responsible for the completion of their duties as ---PAGE BREAK--- Support Annex A Page 17 of 24 Emergency Operations Center 2025 they are outlined in the position checklists prior to their dismissal. The EOC Director will oversee the demobilization process and confirm that the EOC is returned to a normal state before departure. This includes ensuring the following tasks are completed: • Follow up with all discrepancies reported during the activation. • Conduct an inventory of office supplies, blankets, pillows, cots, and other consumables. • Replenish inventory as needed. • Schedule a focused cleaning in the EOC: vacuuming of the carpet, cleaning the tables, etc. • Follow up any after-action report observations. Once the EOC is fully returned to normal operations and all positions deactivated the policy group and all stakeholders shall be notified through approved notification methods. 3.12 After Action Process EOC operations will be debriefed and evaluated after every activation. At minimum, the EOC Director, activated personnel should participate in the debriefing. In compliance with NIMS, a formal After-Action Report (AAR/IP) with an Improvement Plan will be completed following each activation. Following the AAR/IP, all plans related to the incident will be updated to reflect changes and improvement identified. ---PAGE BREAK--- Support Annex A Page 18 of 24 Emergency Operations Center 2025 5.0 Plan Maintenance and Validation This section includes information on when to review and update this support annex and who is responsible for doing so. This section includes schedule for conducting training and exercise to test procedures in the annex. 5.1 Support Annex Review and Update The Pickens County EOC Support Annex was developed through management and oversight of the Pickens County, Georgia Emergency Management Agency (EMA). As the owner of the support annex, Pickens County EMA is responsible for reviewing the annex annually. This annex should be updated based on deficiencies identified during after-action reviews and the annual review. 5.2 Training and Validation It is essential that a comprehensive training and exercise program to inform and educate decision makers and stakeholders about the support annex be implemented. All staff that occupy positions within the EOC must accomplish certain minimal trainings standards. As supervision increases in the EOC, staff will be required to obtain additional training. Training standards were established to conform to and exceed FEMA and GEMA minimal requirements. Personnel responsible for staffing positions within the Pickens County EOC shall receive initial training on this support annex and equipment within the EOC. Additional training shall be provided on systems such as WEBEOC annually. EOC exercises will be organized by emergency management to validate the support annex. Exercises will be scheduled as part of the multiyear training and exercise program for Pickens County and include tabletop exercises, drills, functional exercises, and full-scale exercises.
