City of Pasco Landscape Standards Rev. 7/20 1 LANDSCAPING These are the City of Pasco landscape standards. These standards take precedence over WSDOT standards; otherwise, the contractor shall adhere to the current WSDOT standards. No landscaping project will be accepted from the contractor until the project has been inspected and approved by the Parks Department. IRRIGATION SYSTEM General This work shall consist of installing a sprinkler irrigation system in accordance with these specifications, the details shown on the Plans and as directed by the Engineer. Location of the pipe, sprinkler heads, valves, and other equipment shall be as shown on the Plans and shall be of the size and type indicated. No changes shall be made except as approved by the Engineer. The Contractor shall be responsible for producing an "AS-BUILT" plan of the completed irrigation system and shall furnish said plan to the Engineer upon completion of the project. Final release of retainage shall not be paid to the Contractor until the "As-Built" plan has been received and accepted by the City. Materials Pipe and Fittings Plastic Pipe: Plastic pipe shall be Simpson polyvinyl chloride (PVC) Class 200 or Schedule 40 for 4” or larger, 3” or smaller shall be Schedule 40, and shall meet the requirements of ASTM D1784-69 or D2241-73. Fittings to be used on PVC pipe shall be Schedule 40 PVC Type I. Fittings to be used for the swing joints shall be Schedule 80 PVC nipples and Marlex Streets ells and 90 ells. All plastic pipe fittings to be installed shall be molded fittings manufactured of the same material as the pipe and shall be suitable for solvent weld slip joint right tight seal, of screwed connections. No fittings made of other material shall be used except brass saddle tees and crosses. Galvanized Pipe: Galvanized pipe shall be standard weight, hot dipped galvanized iron or steel pipe, threaded or coupled. The pipe shall meet the current requirements of ASTM Designation A120. All pipe fittings shall be standard threaded galvanized malleable iron fittings. ---PAGE BREAK--- City of Pasco Landscape Standards Rev. 7/20 2 Irrigation Boxes Backflow Preventer Box: Unless otherwise shown on the Plans or specified in the Special Conditions, the backflow preventer box shall be a Carson Jumbo size irrigation valve box with a bolt down lid. Control Valves Box: Unless otherwise shown on the Plans or specified in the Special Conditions, the Control Valve Box shall be a standard Carson size irrigation box with bolt down lid. Control Systems Equipment Automatic Controller: The automatic controller shall be the ESP-LXD Decoder Controller manufactured by Rain Bird and installed in a metal weatherproof cabinet recommended by the manufacturer unless otherwise noted. It shall be equipped with a Rain Bird IQ Radio Network card and a Rain Bird IQ 900 MHZ Spread Spectrum radio. Control Wires: The control wires shall be AWG size 14 Type "UF", 600 volt solid copper, single conductor wire with PVC insulation and bear UL approved for direct underground burial feeder cable. Insulation shall be a minimum of 4/64-inch thick of an approved thermoplastic compound for positive waterproof protection. All wiring to and from the controller shall be through color-coded plugs and sockets. Master Valve/Flow Sensor: shall be a Netafim Hydrometer Digital (ER) Register. This shall be located as near to the water main tap or the point of connection as possible. Electric Valve Boxes: The electric valve boxes are to be a standard size Carson valve box with a bolt down lid, unless otherwise noted on the plans. Automatic Remote Control Valves, Electric Solenoid Type: The automatic remote control valves, where shown on the plans, shall be Rain Bird PESB Series. ---PAGE BREAK--- City of Pasco Landscape Standards Rev. 7/20 3 Irrigation System Equipment Gear Driven Sprinklers: Where so indicated on the plans, the gear driven sprinklers shall be Rain Bird SS heads as indicated on the plans, in the bid proposal, and/or in the special conditions. All sprinklers shall come equipped with a check device/riser operational up to 10' in elevation difference and be supplied with standard nozzles. Lawn Spray & Shrub Bed Pop-Up Sprinklers: Where so indicated on the plans, the lawn spray and shrub bed sprinklers shall be 1804- PRS Series Rain Bird pop-ups, in the event of an elevation change the 1804- SAM-PRS Series Rain Bird pop-ups shall be installed. The actual model number for the pop-ups and nozzles shall be as indicated on the plans, in the bid proposal, and/or in the special conditions. Swing Joint Assembly: All impact rotor pop-up, gear-driven pop-up, and lawn spray pop-up sprinkler heads shall have an adjustable double swing joint riser assembly made up of at least three standard 90 degree street ells and a riser as recommended by the manufacturer and/or as shown on the Plans. The shrub spray bubblers shall have an adjustable swing joint assembly made up of at least two standard 90 degree street ells as shown on the Plans. The horizontal nipple connected into the side outlet of the main line shall be a minimum of three inches in length. All other nipples for the swing joint riser assembly shall be of the length as required for proper installation of the sprinkler heads. Water Main Tap: Unless otherwise stated in the special conditions, the City of Pasco will perform all taps with materials provided by the contractor. Main line Isolation Valves: Shall be Kennedy gate valve with operating nut, valve box and adapters as required. The isolation valve will be located at the point of connection. Lateral Line Isolation Valves: Shall be gate valves with wheel handles. They shall be located just before each electric control valve in their own round valve box. Particulate Filter: If the water source requires a particulate filter it shall be a Sonntag particulate filter located immediately after the master valve unless otherwise noted on the plans. The filter is to be the same size as the main line as not to restrict flow. Sand Filter: If the water source requires a sand filter it shall be an Amiad sand filter installed after the particulate filter unless otherwise noted on the plans. The filter is to be the same size of the main line as not to restrict flow. As-Builts: Upon completion of all construction, the Contractor shall submit two paper sets, one Mylar and one digital copy of "AS BUILT" Plans. The Plans shall include the square footage of turf, the number of heads and gallons per minute for each lateral line, the total number of trees and cultivar. ---PAGE BREAK--- City of Pasco Landscape Standards Rev. 7/20 4 Workmanship Pipe and Fittings PVC Pipe: All live main lines shall be a minimum of 24 inches below finished grade measured from the bottom of the pipe. Lateral or section lines shall be a minimum of 18 inches below finished grade, measured from the bottom of the pipe. In the event that rock is encountered, the minimum depth of the pipe may be reduced, subject to the approval of the Engineer. PVC plastic pipe couplings and fittings shall be handled and installed in accordance with the manufacturer's recommendation. The outside of the cut ends of the PVC pipe shall be chamfered to a minimum of 1/16-inch at approximately 22 degrees. Pipe and fittings shall be joined by solvent welding or per manufacturer's recommendation. Slip fitting socket taper shall be so sized that a dry unsoftened pipe end, conforming to these special provisions, can be inserted no more than halfway into the socket. Plastic saddle and flange fittings shall not be permitted. Only Schedule 80 pipe may be threaded. Pipe joint material used must penetrate the surface of both the pipe and the fittings, which will result in complete fusion at the joint. Use solvent and cement only as recommended by the manufacturer. On plastic to metal connections, work the metal connection first. Use a non-hardening compound on the threaded connections. Wrench pressure should be firm but not excessive. Connections between metal and plastic are to be threaded utilizing female metal threaded adapters only not male adapters. Galvanized Pipe: All galvanized pipes shall have sound, clean cut standard pipe threads, well fitted. All pipes shall be reamed to the full diameter and burrs removed before assembly. Threaded joints shall be made up with the best quality pure lead paste, applied smoothly and evenly to the male thread only. All screwed joints shall be made tight with tongs and wrenches without the use of handle extensions. Any joints that leak shall be cleaned and remade with new materials. Caulking or thread cement to make joints tight shall not be permitted. Trench Excavation and Backfill: Pipe trenches shall be no wider at any point than is necessary to lay the pipe or install equipment. The top six inches of topsoil, when such exists, shall be kept separate from the subsoil, and shall be replaced as the top layer when backfilling the trench. Trench bottoms shall be of sand and/or suitable materials free from rocks, stones, or any other materials, which could damage the pipe. Backfill materials shall be free from rocks, large stones, and any other unsuitable materials, which could damage the pipe. All trench backfill shall be water settled. The Contractor shall submit in detail to the Engineer for approval the procedure to be used. The Contractor shall dispose of, at his/her own expense, any and all excess material not suitable to be used as backfill. Flushing and Testing: All main supply lines shall be flushed completely of foreign particles before placing control valves. After flushing and when the valves are in place, all supply lines shall be hydrostatically tested at one hundred fifty (150) psi static pressure with the valves closed. When the ---PAGE BREAK--- City of Pasco Landscape Standards Rev. 7/20 5 test pressure is applied for a period of not less than 30 minutes with a pressure loss of not more than five psi then the section tested may be considered acceptable. Control System Equipment General Requirements: A fused disconnect and one reset circuit breaker shall protect the controller from damage due to excessive current. Installation shall meet all City and State standards. It is the contractor’s responsibility to obtain all permits and pass inspections. For outdoor installation, the controller shall be housed in a locking weatherproof type cabinet constructed of heavy gauge steel or aluminum with a corrosion resistant enamel finish inside and out. When required, as shown on the plans or as called for in the specifications, the controller cabinet shall be installed on a pedestal recommended by the manufacture. Automatic Controller: Electrical service for the controller shall be as shown on the Plans and as specified in the Special Conditions. The controller shall be installed as shown on the Plans. All installation and testing shall be per manufacturer's recommendations. Any adjustments and settings shall be done as required to produce a complete and properly functioning controller. Control Wire: All electric control wires shall be installed in the piping trenches wherever possible. Wires shall be placed in the trench to one side of the main line pipe. Wires shall be "snaked" into the trench as loose as possible and with as much slack as possible to allow for expansion and contraction of the wires. If it is so desired, rather than leaving slack in the wire, expansion joints in the wire may be provided at 200 foot intervals by making 5 to 6 turns of the wire around a 1/2-inch pipe. Where it is necessary to run wire in a separate trench, the wire shall have a minimum cover of twelve inches. All wire connections at remote control valves, either direct buried or in control boxes, and at all wire splices, the wire shall be left with sufficient "slack" so that in case of repair the valve bonnet or splice may be brought to the surface without disconnecting the wires. Each remote control valve (or group of remote control valves) which is to be connected to one station of a controller shall have wire sizes as shown in the wiring diagrams on the Plans or as specified in the Special Conditions. All remote control valves, which are connected to the controller, shall be connected to a common ground wire of the size as specified or as shown on the Plans. All splice insulation shall consist of electrical conductors twisted and bonded by approved pressure connectors and contained in a rigid clear plastic epoxy filled mold. Splices shall be permitted only at junction boxes, valve boxes, pole bases, or at control equipment. Spare Wires: There shall be two spare wires, of different color than the main electric control wires, installed in the piping trench the entire length of the main pipe terminated in the control box. If the main pipe runs in multiple directions there shall be two spare wires for each direction of the main pipe. ---PAGE BREAK--- City of Pasco Landscape Standards Rev. 7/20 6 Automatic Remote Control Valves: Control valves shall be installed as per the manufacturer's recommendations, as shown on the Plans or directed by the Engineer. Valves shall be set horizontal so that the adjusting nut and solenoid are directly on top and accessible for repair and operation. The setting of the valve(s) within the electric valve box shall be set level, centered and a minimum clearance of three inches. All valves within the system shall be set to the same opening and closing rate unless justified by existing conditions or directed by the Engineer. Valves shall be kept clean and protected from damage during construction. Electric valve box(s) shall be set level and firmly positioned onto four foundation bricks with a minimum of three inches of pea gravel for bedding material, unless otherwise shown on the Plans. Irrigation System Equipment Sprinkler Heads: All sprinkler heads shall be set perpendicular to finished grades unless otherwise designated on the Plans or otherwise specified. All sprinklers having adjustable pin nozzles shall have the pins adjusted for proper and adequate distribution of water over the required coverage pattern. All final adjustments of the sprinkler coverage pattern shall be made when the system is finally and completely checked out. All nozzles on stationary sprinklers or stationary spray heads shall be tightened after installation. All sprinklers having an adjusting screw, adjusting stem, or adjusting friction collar shall be adjusted on a lateral line or circuit as required for the proper arc of coverage, radius, diameter, and/or gallonage discharge. Backflow Preventer: A, Wilkins 950 XLT, backflow prevention assemblies, as required by city code, shall be installed on all pipelines directly connected to the city's domestic water supply. The Backflow Prevention Device (BPD) is to be installed to allow for adequate space for maintenance and testing. The BPD should be inspected and tested as soon as possible after the installation to assure satisfactory operation. Installation shall be as per the manufacturer's recommendations or as directed by the Engineer. All lines shall be thoroughly flushed prior to installing the BPD. The unit shall be tested by a backflow prevention device tester certified by the Department of Social and Health Services (DSHS) prior to installation. Certification of passing this test must be supplied with the BPD. After the entire irrigation system is complete, the contractor shall perform a standard backflow device test on the BPD. The BPD shall not be accepted until said test is performed and approved by the city. After the BPD has been tested and approved, the irrigation system may be put into operation. Blow Out: There shall be a Rain Bird 33k quick coupler installed to the main line immediately after the BPD and at the end of the main line. If there is no BPD then install immediately after the point of connection isolation valve. The quick coupler is to be in its own round valve box three inches below grade. The riser for the quick coupler shall be made of galvanized pipe, connected to the main line. The connection shall be made with the use of a Romac Service Saddle, for pipe three inches or smaller use Romac Model 101S, for larger pipe use Romac Model 202S. ---PAGE BREAK--- City of Pasco Landscape Standards Rev. 7/20 7 Water Meter: Unless otherwise shown on the Plans, the Contractor shall install the water meter in the backflow preventer vault. The meter shall be set plumb with the meter dial facing directly up. The meter shall always be installed below grade. Water Main Tap: Unless otherwise shown on the Plans or specified in the Special Conditions, the city shall make all cut-ins or taps to the existing water main. The Contractor shall supply all materials necessary to make the cut-in or tap to the existing water main and shall provide all excavation and backfilling. Trees Species: All trees shall be preapproved prior to planting. No monoculture variety will be approved. Planting: The hole shall be the depth of the root ball and twice as wide. Prior to backfilling the root ball shall be scored vertically every 6 inches and the feeder roots teased. Backfill shall consist of a 2/3rd mixture of peat moss and compost remaining balance of fill shall be native material with no rocks larger than 1 inch in diameter or construction debris. The tree is to be watered in to insure there are no voids. The root flare is to be 1 inch above grade. Each tree shall have at least two tree stakes using Tree Lock Tie. The stakes shall be positioned in the direction of the prevailing wind. These stakes are to remain for one year in good repair. Each tree shall have a 36 inch tree ring having 3 inches of mulch. Irrigation: Each tree shall have two root zone watering emitters, either Rain Bird RWS-M- BG02 or Hunter RZWS-18-50, spaced equally apart within the tree well. Tree irrigation shall be on its own zone. Pruning: All trees shall be pruned to ISA standards before acceptance. Warranty: All trees shall have a one year warranty period starting from final acceptance. Nursery Stock Planting: All plantings shall be planted to industry standards using a weed barrier fabric covered with mulch unless otherwise noted. Irrigation: All nursery stock shall have individual emitters on a drip system. Warranty: All nursery stock shall have a ninety day warranty period starting from final acceptance.
