PUBLIC NOTICE CITY OF PALMDALE NEIGHBORHOOD SERVICES DEPARTMENT COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) and HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME) PUBLIC HEARING REGARDING REPROGRAMMING OF FUNDS FOR THE 2014-2015 PROGRAM YEAR AND THE PRIOR YEAR ACTION PLANS In accordance with the City’s Citizen Participation Plan and the requirements of the U.S. Department of Housing and Urban Development, this notice is to invite public comment and review of the City of Palmdale’s proposal to amend the 2014-2015 and prior Action Plans by the City Council on June 22, 2015 to reprogram CDBG Unprogrammed funds to increase 2014- 2015 Affordable Housing Development funding and to reprogram HOME funds from 2012-2013 Multi-family Rehabilitation and Program Income to 2014-2015 Multi-family New Construction. To update scope of the CDBG Affordable Housing Development Project and activity includes providing a loan for the acquisition of land by a Developer, and/or the cost of development for the purpose of new construction of affordable housing. The location of this activity is East Avenue Q-11 to East Avenue Q-12 and 9th Street East to 10th Street East, Census Tract 9105.01 Block Group 1.This activity is eligible for CDBG funds pursuant to 24 CFR 570.201(a) with a Low Moderate Housing (LMH) National Objective. Subsequent to public comment and review, the action, if approved by City Council, will reprogram funds in the 2014-2015 Action Plan and prior Action Plans as follows: From: Unprogrammed CDBG funds ($300,000) 2012-2013 HOME Multi-family Rehabilitation ($141,801) HOME Program Income ($11,300) Total ($453,101) To: 2014-2015 CDBG Affordable Housing Development $300,000 2014-2015 HOME Multi-family New Construction $153,101 Total $453,101 Individuals wishing to express their views concerning the above proposed activities are invited to attend the public hearing on June 22, 2015 at 5:00 p.m. at City Council Chambers, 38300 N. Sierra Hwy, Suite B, City of Palmdale, or submit written comments to the City of Palmdale, Neighborhood Services Department, 38250 N. Sierra Hwy, Palmdale, CA 93550 no later than June 22, 2015 at 2:00 p.m. This notice is prepared in compliance with the City’s approved Citizen Participation Plan and Implementing Regulation 24 CFR 91.105.
