Connections PALMDALE FROM THE DESK OF CITY MANAGER JAMES PURTEE February 6, 2019 Board of Library Trustees Position Open The City is accepting applications for one expiring term on the Board of Library Trustees. The term for this position will expire June 2021. The deadline to apply is Thursday, Feb. 14 by 6 pm. The Library Board is responsible for establishing all Library policies and fees, helping with future planning and goal-setting, and acting as a liaison with groups such as the Friends of the Library, City of Palmdale and others. The Board also helps advocate for the Library with elected officials and community stakeholders. Applications for this unpaid position are available on the City’s website at www. CityofPalmdale.org and at the City Clerk’s office, 38300 Sierra Hwy., Suite C. Qualifications include City resident, demonstrated interest in the Palmdale City Library, and ability to attend regular meetings of the Board on the second Tuesday of each month at 5:30 pm. City Cautions to Stay Clear of Lighted Streetlight Poles Approximately 1% of the current streetlight poles could have a wiring issue As a result of a recent inspection and identification of potential wiring issues, Palmdale residents, businesses and visitors are being asked to stay clear of lighted streetlight poles when it rains. To date, the City has inspected and ensured the safety of more than 1,000 of the 13,000 potentially-affected streetlights. To determine the scope of the streetlights that could potentially have wiring issues, the City has contracted with additional inspection crews and requested mutual aid to expedite the remaining inspections and remedy the issue. The City believes that approximately 1% of its streetlight poles could have a wiring issue that may result in persons or animals receiving a shock when the lights are on and it is raining. It should be noted that this issue does not impact poles that have traffic signals and/or crosswalk buttons. In an abundance of caution, the City is asking residents to please stay away from streetlight poles, especially during rain events — this includes pets as well. The wiring issue is a potential concern when the streetlights are on and it is raining. “Our City crews, contractors and mutual aid agencies are working overtime to complete all of the inspections and render every one of the streetlights safe,” explains Chuck Heffernan, Public Works Director for the City of Palmdale. “We are working with all parties involved to address and complete any necessary repairs as quickly as possible.” In an effort to get the word out about the need to stay away from streetlight poles, the City has embarked upon a communications outreach campaign that included: Nixle alerts to registered cell phones, social media, email blasts, web posting, public service announcements for radio and television, and information flyers at all City facilities. Candidates must be 17 years old by July 1, 2019 to be considered for employment. Qualified applicants will be organized, demonstrate the ability to exercise independent judgment, problem solve, listen and follow direction, and demonstrate initiative in an energetic work environment. Lifeguard applicants must possess a lifeguard training certificate and pass a pre- screening swim test. Opportunity Zones Program The Opportunity Zones program is a new community development program established by Congress in the Tax Cut and Jobs Act of 2017 to encourage long-term investments in low-income and rural communities. This program is the first federal effort of its kind to aid those communities in more than a decade. The program provides a tax incentive for investors to reinvest unrealized capital gains into newly created Opportunity Funds that are dedicated to investing into Opportunity Zones designated by the governor of each state, and approved by the U.S. Treasury Department. The new program creates a mechanism that enables private investors with capital gains tax liabilities to receive competitive tax breaks for investing in Treasury Department-approved Opportunity Funds for at least 10 years. There are six census tracts designated as Opportunity Zones in Palmdale. President Trump signed Executive Order 13853 on Dec. 12 to create a new White House Opportunity and Revitalization Council. This Council is chaired by Housing and Urban Development Secretary Ben Carson and comprised of a vice chair (Assistant to the President for Domestic Policy Andrew Bremberg) and 16 other federal officials, including 13 cabinet members. The Council will: • Engage with all levels of government on ways to better use taxpayer dollars to revitalize low-income communities; • Improve revitalization efforts by streamlining, coordinating, and targeting existing federal programs to economically distressed areas, including Opportunity Zones; • Consider legislative proposals and undertake regulatory reform to remove barriers to revitalization efforts; and • Present President Trump with a number of reports identifying and recommending ways to encourage investment in economically distressed communities. After Hours Emergencies 267-5338 Opportunity Zones Program continued from page 2 The Treasury Department also announced its plan to come out with additional guidance to regulate the operational aspects of the funds for Opportunity Zones in Jan. 2019 with an IRS hearing on an Opportunity Zones tax break initially scheduled for Jan. 10. However, the Jan. 10 hearing was canceled due to the government shutdown. The IRS said it will announce a new date once funding has been restored to the Treasury Department. Businesses had been hoping to move quickly this year to take advantage of the lucrative opportunity zone provisions of the 2017 tax overhaul law, but in order to proceed with investments they need the Treasury Department to finalize guidance on exactly how the tax breaks will work. AVBOT Outlook Conference The Antelope Valley Board of Trade’s annual Business Outlook Conference will take place on Friday, Feb. 22 from 7 am to 12:30 pm with the theme of “The Future: Unleashed!” Guest speakers will include Charles Wilson, executive director and CEO of the Southern California Water Coalition, a non-profit, non-partisan, public education partnership between cities, counties, business, industry, agriculture and water agencies, dedicated to securing reliable, affordable, quality water for Southern California; Erik Neandross, CEO of Gladstein, Neandross & Associates, a national consulting firm specializing in advanced clean alternative fuel technologies for commercial transportation; Bill Allen, CEO of the Los Angeles Economic Development Corporation, and keynote speaker Janine Driver, New York Times best-selling author and an expert on body language who will present information on how to read and use body language to better communicate. Partnership with Gabriel’s House, Music and Kids Underway The City has a new partnership with local nonprofit Music and Kids to provide support and community outreach for its Gabriel’s House program. “Music and Kids will be the engine that provides qualified instructors to develop and implement arts-related activities through our Gabriel’s House program,” said Palmdale’s Director of Neighborhood Services Mike Miller. For more than five years, Gabriel’s House has provided free musical instruments, equipment and instruction to youth ages 8 to 18, thanks to generous financial donations by groups such as the Warnack Foundation and the AV Business Expo. Instructors have graciously volunteered their time. Under the new partnership, Music and Kids will take the lead in providing quality instruction and programming at no charge to participating youth. “Especially for music lessons, where individualizing the lesson is so important, having students learning in a one-on-one environment with a paid, qualified instructor provides a much more stable program for both students and teachers,” said singer-songwriter and recording artist Chuck Murphy, who founded Music and Kids in 2016. Fundraising efforts are underway to provide adequate staffing to meet the needs and provide learning opportunities for students. Through fundraising and sponsorships by local, regional and national businesses and foundations, Music and Kids is bringing money into the local economy by providing funding for teachers to work with talented students. These lessons allow students to develop their vocal and instrumental talents, and their music theory knowledge and performance skills. Filters must not exceed $15 and are limited to two filters per household, filters carried by AutoZone, and subject to stock on hand. Filter vouchers must be redeemed during the event. For a list of used oil and filter collection centers, call 1-800-CLEANUP or download the my-waste™ app. City Partners with AVPH on Neighborhood House Programming A new partnership has begun between the City and Antelope Valley Partners for Health (AVPH) for programming and daily management of the Neighborhood House program. “Palmdale’s Neighborhood Houses serve as a meeting place for community- based organizations, coordinated activities for children, and provide a variety of services and programs offered by community groups,” said Palmdale’s Director of Neighborhood Services Mike Miller. “This new relationship has created great possibilities for the community to connect through activities and services that are free to residents of the neighborhood.” Current programming at the houses includes afternoon activities for grades 1 through 6, Monday through Friday consisting of character building, art, athletic activity, special guests, healthy snacks and more. Adult activities include Zumba, citizenship, English, embellish your beauty, painting, healthy cooking, sewing, handcrafts, dance classes, parenting classes, support groups, special workshops, coffee and coloring, and much more. For families, there are health and wellness classes, parent and child art groups, Parent Café, folklorico dance, art classes for kids and at-risk youth support groups. Community gardens are also available at two Neighborhood Houses. “AVPH is excited and optimistic about the new partnership and management of the Palmdale Neighborhood Houses,” said Director of Development Cheyanne Capelo. “We look forward to working with the City of Palmdale and community members to bring additional services and support to the homes and gardens.” The City’s Neighborhood Houses include Yucca at 503 E. Ave. Q-3 (with a Community Garden); Tumbleweed at 1129 E. Ave. R-4; Manzanita at 38627 32nd St. East, and Hammack at 1012 E. Ave. Q-5 (with a Community Garden). Community Cleanup Event at Barrel Springs Trail The “Season of Service” continues on Saturday, March 2 with a Community Cleanup event at the Barrel Springs Trail, located at 1300 Barrel Springs Road in Palmdale. The event is in partnership with Palmdale Water District. Registration will take place from 8 to 8:30 am on location. Work will begin at 8:30 am. Participants are encouraged to bring work gloves and rakes. Volunteers under age 16 must be accompanied by an adult. Ave. Q-9, is hosting a Friendship Drive now through Feb. 11 to collect new socks and hygiene items for distribution to local homeless individuals and families. Items such as socks, shampoo, toothpaste, toothbrushes, combs, wash clothes, body wash and deodorant may be dropped off at SAVES Monday through Thursday between 9 am and 6 pm. Donation pick-up may be available for large group donations. Volunteers are needed to assemble the donated items into hygiene kits at SAVES on Wednesday, Feb. 13 from 3 to 5 pm. The hygiene kits will be distributed during the Antelope Valley Homeless Connect Day on Thursday, Feb. 14, a collaboration between Los Angeles County service providers and non- profit agencies that will provide free services to homeless people in need of assistance. Employee Spotlight: Mike Behen Mike Behen, Public Works Transportation Division and Strategic Initiatives Manager, has been a key player on the team that is working to bring much needed funding for important infrastructure projects in the City of Palmdale. One of Mike’s biggest successes came a few years ago when he and City Engineer Bill Padilla led the effort to prevent $200 million in Measure R funding from leaving the Antelope Valley. Because of their efforts, 11 roadway improvement projects on State Route 138/14 Freeway, including five in Palmdale, are in various stages of planning or construction. The latest win was a $5.1 million construction grant under the State’s Active Transportation Program for much needed improvements to Avenue R. Previous grants for this $10 million project have been for planning, design and the purchase of property for road right-of-way. “This project is personal for me,” Mike said. “These improvements will make things better for all of our residents, and especially those using the new sidewalks and bicycle lanes.” Mike is also a key asset in the City Manager’s efforts to bring a regional airport back to Palmdale, coordination with California High Speed Rail, and potential service to Las Vegas by Virgin Trains USA. Although he is quick to give the team credit for any win, there’s no doubt that Mike’s leadership and tenacious efforts, and the personal relationships maintained with other agencies, have been a significant influence on Palmdale’s grant winning success. More than 150 attendees enjoyed a free popcorn bar, information booth on park events, field games and an arts and crafts section. 8 CITY OF PALMDALE • February 6, 2019 City Awarded Grant for Street Safety Improvement The City was recently awarded $5.1 million from the State’s ATP program for construction related to the Ave. R Complete Streets Project. This project will improve safety and comfort for children and adults walking and bicycling to school and other destinations along Avenue R. It will create continuous sidewalks and Class II bike lanes, higher visibility pedestrian crossings, continuously available ADA ramps, and signage that communicates the presence of active transportation users to motorists. The improvements require moving utility poles and acquiring right-of-way, a process that is already well underway. The expected benefits of the project are better and safer roadway conditions for the 6,000 students who attend the five public schools that depend on Avenue R for access from their catchment areas. The project will achieve active transportation goals by improving safety for pedestrians and cyclists, increasing the number of children and adults who cycle or walk along Avenue R, improving public health, and reducing greenhouse gas emissions. Would you like to create lasting memories? If you answered ‘yes’ to these questions, you fit the criteria we look for in our best volunteer coaches. With our core principles of fun, inclusivity, safety and good sportsmanship, being a coach in our leagues is not only a breeze it’s a blast and a very rewarding experience! All of our youth programs are coached by volunteers: basketball, softball, T-ball, coaches pitch, baseball and volleyball. Coaching in our league is only a 2 to 3-hour commitment each week, and you get to pick the practice location and times. Games are played during the week and on Saturdays. We also have plenty of resources for our coaches, including a thorough Coaching Guide, weekly practice plans and game tips, and Recreation & Culture staff members to assist.
