Notice of Availability Air Force Plant 42 (AFP 42), loc- ated in Palmdale CA, has pre- pared a draft Environmental As- sessment (EA) and draft Finding of No Significant Impact (FONSI) to analyze the impacts of the Pro- posed Action to replace the exist- ing air traffic control tower (ATCT) at AFP 42 with a modern, code- compliant ATCT.
