Dear Resident, The speed in which winter has turned to spring, and spring to summer is an indication of just how fast things are going around here in Palmdale. It’s hard to keep up with everything that’s going on, but we’re ready and excited about what’s happening in our City. Our crime rate is now the lowest it’s been in decades. Projects such as the Amargosa Creek recharge and 14 Freeway widening are going full speed ahead. We’re preparing to do a complete rebuild of Pearblossom Highway and major improvements on Avenue R. We’ll be creating a new General Plan — with your help — which will set the stage for the next 20 years. And we’ll be launching a new, friendlier and customizable website very soon. But it’s not all work and no fun in Palmdale. This summer is off the charts when it comes to quality entertainment and variety. DryTown is now in its 14th year providing cool fun and a host of special evening events. Our fireworks show, summer concerts and Family Movie Nights will delight tens of thousands of residents. Music in the Parks will provide free entertainment at Poncitlán Square and Domenic Massari Park for eight weeks. Twilight Tours of Joe Davies Airpark will continue, while our annual National Night Out, a community favorite, will be bigger and better than ever. Both meetings begin at 7 pm. The Palmdale Planning Commission meets on the second Thursday of the month beginning at 7 pm. The Board of Library Trustees meets on the second Tuesday of each month at 5:30 pm. The City Council, Planning Commission, and Board of Library Trustees meetings are held in the Council Chamber, 38300 Sierra Highway, Suite B. Pearblossom Highway to Get Complete Redo Travelers on Pearblossom Highway will be the major beneficiaries of a complete rebuild of the roadway that will begin later this summer. After suffering damage from heavy use by large trucks and traffic in general, the new roadwork will cover approximately three miles, from 25th St. East to 55th St. East. It will be completely torn out and rebuilt, making it stronger and better than before, with an expected lifespan of 40 years. Additionally, a median barrier will be installed approximately ¼ mile west of 30th St. East to 200’ east of 25th St. East/Barrel Springs Rd., with K-Rail barrier placed on the north side of Pearblossom Highway near Barrel Springs Elementary School. The project will be done in three sections, with detours and partial to full closures expected. It will cost $9.8 million and is being funded through tax revenues from Measures M and R, gas taxes and a federal grant of $200,000 for the design. Los Angeles County is providing funding for the stretch of road under its jurisdiction. Ave. R Improvement Project Underway The Avenue R Complete Streets Project, which will provide street improvements on Ave. R from Sierra Highway to 25th St. East, is now underway. The City is currently working with property owners and businesses by assisting with costs for relocation and rental assistance. “Residents will soon start to see properties fenced off and structures being removed,” said Public Works Director Chuck Heffernan. The project will include creating two lanes each direction, adding a two-way left turn center median, developing ladder-style crosswalks to increase visibility, adding Class II bike lanes and more. The City will use Measure M funds to cover a portion of the overall construction costs, estimated to be $5.6 million, with remaining construction funds expected to be offered by the State of California. To report emergencies, residents may call 267-5338 after 6 pm and before 7:30 am Monday through Thursday and all day Friday, Saturday and Sunday. Emergencies include sewer overflows, roadway/right-of-way hazards, downed tree limbs, downed signs, potholes, or broken sprinkler lines in City parks or landscaped areas. ---PAGE BREAK--- June-August 2019 I Commerce I 5 Crime Rate Drops Again in Palmdale 2018 Crime Rate Finishes at a Decades Low 192 The City of Palmdale and Los Angeles County Sheriff’s Department (LASD) Palmdale Station have announced a 9.35% decrease in the number of Part I crimes reported for all of 2018 resulting in a crime rate of 192 crimes per 10,000 population for the year. It marks the lowest crime rate in Palmdale in nearly a quarter of a century. After the crime rate reached 467.71 in 1996, the City set a goal to push the crime rate below 300 by 2009, which was successful. The goal was reset to drive the rate below 200, and was accomplished in 2018. “The continued efforts of our community policing, which combine the skills, talents and contributions of our deputies, City staff, and community members working together, are making our community safer,” said Palmdale Sheriff’s Station Captain Ron Shaffer. “We continue to receive and appreciate the support of our local elected officials.” “Our City Council continues to make public safety their top priority,” said Palmdale City Manager Jim Purtee. “It’s reflected in our annual budget and a myriad of community partnerships. We’re seeing the fruits of our efforts and programs through measureable results in the field. We have a lot more work to do, but we are working hard to make sure our residents and business owners feel and know they are living and working in a safe community.” Partnerships are Key Partnership with the community has had a positive impact on bringing crime down. “Our Neighborhood Watch program has brought neighbors, City staff and law enforcement together to help keep crime out of our neighborhoods,” said Palmdale Public Safety Supervisor Kery German. “There have been many instances where observant neighbors have helped solve or prevent crimes through ‘seeing something and saying something.’” In addition, the City’s Crime Free Multifamily program, which focuses on apartments and multifamily dwellings, added several new properties, with a common goal to keep them safe and viable for residents. “All in all, a huge ’thank you‘ goes to our dedicated deputies, our community members and our community partners who continue to come together as a team and work hard for our community,” said Director of Neighborhood Services Mike Miller. ---PAGE BREAK--- 6 I Commerce I June-August 2019 PALMDALE 2045 Envision What is a General Plan? Palmdale General Plan Overview What topics will the General Plan cover? The General Plan serves as the City’s primary guide for land use and development decisions and is a key tool for influencing and improving the quality of life for residents and businesses. As such, it serves as the “blueprint” for future development and conservation of a community. The General Plan will help the City plan for important community issues such as new growth, housing needs and environmental protection and sets the stage for future social, physical and economic development of the City. It addresses issues that impact the entire City, such as how land is used, where buildings are constructed, and the locations of roads and parks. State law requires that each city in California adopt and maintain an “up-to-date” General Plan and address specific core topics. The Palmdale General Plan Update will cover these requirements but will also address additional elements that are important to the community. Topics will include land use; community design; mobility; housing; equity, resilient, and healthy communities; economic development; conservation and open space; parks and recreation; historic and cultural resources; public facilities and infrastructure; noise; air quality; sustainability; safety; military readiness; and implementation. The City of Palmdale is undertaking a comprehensive update to its General Plan for the first time in more than 25 years. Now is the time to look forward to the next several decades and chart a course for the City’s future, including: • • • • • • • Creating a vision for growth and development and improving the overall identity and quality of life in Palmdale; Ensuring equitable distribution of services, goods and amenities in the City; Capitalizing on major infrastructure investments such as High-Speed Rail and the Airport; Addressing transportation challenges such as traffic congestion, the bicycle network and transit; Planning for natural emergencies including earthquakes and wildfires; Increasing opportunities for location of parks and open space areas; Expanding opportunities for the City to pursue grants and other funding sources for parks and infrastructure improvements. The major steps in the process are as follows: PALMDALE I commerce Take the General Plan survey at Palmdale2045.org ---PAGE BREAK--- 8 I Commerce I June-August 2019 City Council Authorizes Palmdale CCA Program On March 19, 2019, Palmdale City Council adopted a resolution authorizing an interfund loan to fund the formation of a Community Choice Aggregation (CCA) Program, and authorized staff to work with California Choice Energy Authority (CalChoice) consultants to file all the necessary documents for the formation of a CCA. A CCA is an alternative to the investor-owned utility company (IOU) where the CCA purchases power on behalf of its residents and other constituents. Currently, CCAs are only possible in Massachusetts, Ohio, Illinois, New Jersey, New York, Rhode Island and California. In California there are 19 existing or potential CCAs including but not limited to Marin Clean Energy in Marin, Clean Power Alliance in Los Angeles County, and Lancaster Choice Energy. On April 2, 2019, Council passed an ordinance and adopted a resolution to allow the City to form a CCA through Lancaster Choice Energy. The consulting services are provided by CalChoice and the City expects to begin servicing residential customers in September 2020. Residents of the City of Palmdale are automatically opted in per federal regulations, but they have the option to revert back to Southern California Edison (SCE) service at no cost to them during the two months before and the two months after service begins. Residents should not notice a transition in service. SCE will continue to deliver the energy, and continue to bill customers for service. However, once the program is implemented, the energy will be procured by the City of Palmdale and rates will be set by the Palmdale City Council. Celebrate National Night Out Join family, friends and neighbors for an evening of fun and safety at Palmdale's National Night Out on Tuesday, July 30 from 6 to 9 pm at Domenic Massari Park, located at 37716 55th Street East. Admission is free. Enjoy activities for both kids and adults, live music and a variety of food, ice cream and snack vendors, along with many public safety displays from our first responders and other agencies serving Palmdale and the Antelope Valley. National Night Out is a nationwide crime and drug prevention awareness campaign designed to generate support for and participation in local anti- crime efforts. It strengthens neighborhood spirit and law enforcement-community partnerships, and sends a message to criminals that neighborhoods are organized and fighting crime. Lights On for Safety In celebration of National Night Out, the City is asking Palmdale residents to participate by turning on their outside lights and spend evenings outside with neighbors throughout the month of August. It's easy to do, just text PALMDALE to 22828. Streetlight Update In February 2019, the City released a statement instructing residents to steer clear of streetlights citywide. To date staff and contract crews have inspected more than half of the lights throughout the City, and rendered all the lights safe. In addition to the physical inspections, staff contracted with Power Survey Company which completed specialized inspections throughout the City, locating any areas that were an immediate cause for concern. These areas were addressed expeditiously, rendering the lights safe, and staff continues to physically inspect individual lights for issues. Power Survey Company was started in 2006 and is based out of Secaucus, New Jersey. They began their work for the City in mid-February, and completed their inspections within four weeks. Staff is working diligently to complete the inspections of the remaining lights in the safest and most effective manner possible. Power Survey donated their fee to a local charity as a goodwill gesture to the City of Palmdale for its quick response to this emergency. Rebates Offered for Converting Front Yards to Waterwise Landscapes Palmdale Water District (PWD) is offering residential property owners who are its customers cash rebates to remove any grass and/or convert their front yards to waterwise, drought friendly xeriscape landscapes. The 2019 Waterwise Landscape Conversion Program allows for a maximum of $2,000 per qualifying residence. The standard rebate offers $1.50 per square foot up to $1,500 per household. An additional 50 cents per square foot, up to $500, per household may be awarded for projects that are completed within 45 days. The was formerly known as Cash for Grass, which started in the early 2010s. The name was changed because the new rebate applies to more than just removing grass. It now includes converting yards that may not have grass on them. Interested customers need to submit applications before starting any renovation. PWD pays the rebate only after a post-inspection verifies the program’s requirements have been met. No money will be paid in advance and all work is the responsibility of the applicant. In 2018, 31 residences converted their front yards, removing a total of 43,761 square feet of grass, and received PWD rebates totaling more than $60,000. Program funding is limited, and applications are processed in the order they are received. To apply for the or for more information, visit palmdalewater.org, contact Linda Trevino at [EMAIL REDACTED], or call 456-1001. ---PAGE BREAK--- 10 I Safety I June-August 2019 Animal Care & Control Conducting Field Compliance Checks The Department of Animal Care and Control (DACC) will be canvasing in Palmdale over the next few months. The uniformed DACC officers involved in canvasing are all assigned to a special team that handles field licensing only; they do not work at our local shelters. Officers will be going door-to-door to make sure all dogs and cats four months of age and older are licensed and vaccinated. If they find animals that have not yet been licensed they will be able to process the license in the field or leave information at the door or with residents with instructions to register online, by mail or in person. Spay/neuter and microchipping of all dogs and cats four months of age or over is mandatory in the City of Palmdale. Fees and penalties are significantly reduced for animals that are in compliance. PALMDALE I safety Use of Fireworks in Palmdale Only Safe and Sane fireworks are allowed in Palmdale city limits except for the designated No Fireworks Zone where even Safe and Sane are illegal. The No Fireworks Zone includes the Anaverde housing development and anywhere south of the California Aqueduct, as well as neighborhoods located on the south side of Rancho Vista Boulevard along the following lines: beginning at the intersection of Rancho Vista Boulevard and 30th Street West, areas south and west of Rancho Vista Boulevard, north to Avenue N-8; south and west of Avenue N-8 from Rancho Vista Boulevard to 55th Street West; west of 55th Street West; and south from 55th Street West to 60th Street West (Godde Hill Road). If you are unsure whether you live in the No Fireworks Zone, you may visit www.CityofPalmdale.org, click on the Fireworks map link, and enter your address. You may also contact the City’s Code Enforcement office at 267-5234 or Public Safety at 267-5181 and staff will assist you. Illegal fireworks are not allowed anywhere in Palmdale or the Antelope Valley. These are the type that explode or shoot up in the air, and they are dangerous and cause a real threat to life and property. There are hefty fines for using illegal fireworks or using fireworks in No Fireworks Zones. These fines begin with a $2,500 fine for a first offense, $5,000 for a second offense and $10,000 for a third offense. Fireworks Safety Here are some important safety tips for residents who use Safe and Sane fireworks in legal areas of the City of Palmdale: • Always read directions and use common sense. • Have an adult present. • Use outdoors only — away from buildings, vehicles, dry grass and other flammable objects. • Light one at a time, then move quickly away. • Keep others at a safe distance. • Never point or throw fireworks at another person. • Never alter or take apart fireworks. • Do not give to young children under any circumstances. • Have a bucket of water handy for emergencies and for dousing misfired and spent fireworks. • Never attempt to relight or fix malfunctioning fireworks. For Pets • Shelters see a 30-60% increase in lost pets each year between July 4 and 6. • Make sure your pets are microchipped and have a collar with your current contact information. • Even pets that are usually kept outdoors should be brought inside. A staple at Legacy Commons, Carlos’ helpful nature and friendly attitude make him a welcoming presence to both newcomers and regular participants. “Carlos can be counted on for a ready smile and a helping hand, making everyone’s day a little brighter,” said Recreation Coordinator Laura Rice. Carlos is another example of the dedication and generosity that makes Palmdale a place to call home. PALMDALE I engaged Grant Awarded for Complete Streets Project The City’s application to the Southern California Association of Governments (SCAG) Sustainable Communities Program for the Avenue Q from Sierra Highway and 20th Street East Complete Streets Project was recently approved by the SCAG Regional Council. This $250,000 award will allow the City to develop multimodal connectivity from the east side of Sierra Highway to the existing Palmdale Transportation Center (PTC) and future high speed rail station. The project will also evaluate how to connect the High Desert Corridor bike plan, which ends at 20th St. East, down to Ave. Q and over to the PTC. “We are in the midst of a transportation infrastructure explosion,” said Palmdale City Manager Jim Purtee. Staff is currently working with SCAG to select a project consultant. The project is anticipated to take approximately 14 months. This introduction to the water without a parent emphasizes water adjustment, safety and fun. Private Swim Lessons Certified instructors provide 30 minutes of one-on-one instruction with you or your child to learn specific swimming goals geared to the individual’s ability and age. Level 1 Swim Lessons An introduction to water skills, this class is for children with little or no experience with swim lessons. Participants become familiar with the aquatic environment and learn elementary skills such as blowing bubbles, submersion, assisted floating, gliding and arm/leg action to build on as they progress through the swim program. Level 2 Swim Lessons This course is for children who can swim independently for a short distance and have no fear of the water. Participants must be able to enter the pool unassisted, retrieve an object from below the surface of the water, flutter kick, maintain a floating position on front and back with assistance, recover to a standing position unassisted, and exit the pool unassisted. This class builds on fundamental aquatic locomotion, safety and rescue skills presented in Level 1 with an emphasis on swimming skills. Level 3 Swim Lessons This class focuses on coordinating freestyle and elementary proper breathing, swimming distances of up to 25 yards, and beginning diving. Students must be able to jump from the side of the pool unassisted, swim freestyle at least 10 yards unassisted, be comfortable in deep water, retrieve an object under the water, float on front and back unassisted, and tread water. Children must be comfortable in water over their head, class is taught in four feet of water. Level 4 Swim Lessons This class coordinates breast stroke, sidestroke and butterfly, freestyle and flip turns, and diving skills to increase swimming endurance. Students must be able to dive from the side of the pool in a compact position unassisted, swim freestyle at least 25 yards unassisted using breathing, be comfortable in deep water, tread water, perform open turns on front and back, and show competency in breast stroke, butterfly and sidestroke kick. Level 5 Swim Lessons This class focuses on endurance and coordinates and refines key strokes presented in previous levels, teaching students to use them with greater ease, efficiency, and power over a greater distance. Students must be able to dive from the side of the pool in a stride position unassisted, swim freestyle at least 50 yards unassisted using breathing, be comfortable in deep water, tread water, perform flip turns on front and back, and show competency in breast stroke, butterfly and sidestroke. Parent/Child Swimming A parent or other adult will receive guided demonstration to help their child become more comfortable in the water though song and play. Parents learn how to work with their child to introduce bubble-blowing, assist with arm and leg motion, and holds for front and back float with safety information. The saying “what was old is new again” is certainly true when it comes to Palmdale’s newest swimming pool. After years of creative planning and financing, the highly anticipated opening of the brand new Courson Park pool and pool house is set for July. The new complex features an eight-lane 25 yard competition pool which will offer family recreation swim opportunities, lap swim programs, group and private swim lesson sessions; the City’s first splash pad with multiple spray and play features; and a brand new state-of- the-art pool house with changing rooms and office space. Originally a Los Angeles County pool that was acquired by the City in 1962, its condition declined to the point where repairs were no longer possible. Plans for a complete rebuild were made possible through an arrangement with the development of the new Courson Arts Colony West apartments. Courson pool is now one of four City pools, joining McAdam Park, Oasis Park and Marie Kerr Park in offering quality swimming and aquatics experiences for residents of all ages. Adaptive Aquatics Online registration opens June 13 at 7 pm. Designed for children with neurological, developmental and cognitive challenges, this class teaches independent swimming and water safety. Students are gradually introduced to the water during private lessons, allowing them to better focus their attention. It offers large and small rooms at an affordable rate for different needs. The Manzanita Ballroom is an elegant and spacious room with a seating capacity of 300 people that can accommodate seminars, receptions, meetings, weddings, quinceañeras, celebrations, and holiday parties. Amenities include a dance floor, kitchen, stage and audio-visual capabilities. Outside catering can be brought in. Tables include round or banquet style with chairs to accommodate different room layouts. The Manzanita Ballroom audio-visual system has recently been upgraded to include Wi-Fi. The room offers two large projectors and screens for slideshows and presentations with conveniently located laptop inputs. The audio system includes hard wired and wireless microphone capabilities. Facility staff is friendly and courteous. Rooms can be reserved in a 45-day booking window on a first-come first-served basis. Meeting rooms are available on Mondays, Tuesdays and Fridays from 12-6 pm, Wednesdays from 8 am-10 pm, and Thursdays from 8 am-6 pm. Once every six months the ballroom is available during the same hours, except Fridays. Current 501(c) status is required. No events in July or August. Palmdale’s Adopt-a-Plane program allows interested groups to “adopt” one of the aircraft displayed at Joe Davies Heritage Airpark at Palmdale Plant 42. Groups who adopt a plane commit to cleaning the aircraft display on an as-needed basis, typically once per month. Groups should consist of 6-10 people for most planes. Cleaning is done between 7-10 am on select Saturdays; other days are subject to approval. All cleaning tools and materials are supplied by the City of Palmdale. Adult supervision is required for minors. Adoptions are available on a first-come, first-served basis. Kristel won $500 and her logo will be featured on promotional materials, signage, media and merchandise for the Inkwell event. “Our selection committee was very pleased at the number and quality of submissions received,” said Palmdale Recreation Coordinator Laura Rice. “We unanimously chose this design as it best told the story of the event. We’re happy to call it the official logo of Inkwell: Palmdale’s Book & Art Festival.” “I am so excited and honored to have my logo selected as the official design,” Kristel said. “I’m proud of the artistic opportunities the City of Palmdale is affording the community.” Kristel is a graphic designer with over 15 years’ experience. A graduate of California State University Northridge, she specializes in brochure design, magazine and multipage layout, flyers, posters, logo/brand identity, T-shirt design, event branding and more. Standing Room Only at Public Art Master Plan Workshop On April 16, the Palmdale City Council held a workshop to review and discuss the draft Public Art Master Plan. Project consultants Gail Goldman and Lesley Elwood reviewed some of the key components of the plan with the City Council. A diverse audience of supporters attended, many dressed in red in support of the arts, the color of passion! Residents spoke during the public comment period, giving valuable feedback and expressing how art has positively influenced their lives.
