NOTICE OF PUBLIC HEARING BY THE PLANNING COMMISSION OF THE CITY OF PALMDALE A Public Hearing will be held by the Planning Commission of the City of Palmdale in the City Hall Council Chamber at 38300 Sierra Highway, Suite B, Palmdale, California, on April 11, 2019, at 7:00 p.m. The Planning Commission will review and consider the following item: Zoning Ordinance Amendment 19-002; an application by the City of Palmdale, to amend Palmdale Municipal Code Section 17.86.020 to allow exterior roof ladders within all City zones. Planner: Matthew Alcuran, Assistant Planner The project is exempt from the requirements of the California Environmental Quality Act (CEQA) and the City’s CEQA Guidelines. The project qualifies under the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Pursuant to CEQA Guidelines Section 15061(B)(3), where it can be seen with certainty that there is no possibility that the activity in question may have significant effect on the environment, the activity is not subject to CEQA. The proposed ZOA does not propose any physical change to the environment itself. The amendment only clarifies PMC Section 17.86.020 with regards to exterior roof ladders for fire life safety. Furthermore, the amendment ensures consistency with the Fire Department and the General Plan. Any development applications subject to these provisions will be reviewed for CEQA compliance under a separate entitlement. On a case-by-case review of each project, the appropriate environmental document will be prepared to address project-specific impacts. Therefore, the amendment will not have a significant effect on the environment. Copies of the application, maps, plans, environmental documents, and other pertinent materials related to this application are available for public review at the Planning Division (38250 Sierra Highway). On the Monday prior to the meeting date, staff reports for these applications will also be available at the Planning Division counter, the Public Library (700 East Palmdale Boulevard), Department of Recreation and Culture (38260 10th Street East), and City Hall (38300 Sierra Highway, Suite Prior to the hearing, the public is invited to submit written comments on this matter to the Planning Division ([PHONE REDACTED]). If you challenge the Planning Commission decision in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this notice, or in written correspondence delivered to the Planning Division at, or prior to, the public hearing.
