PUBLIC NOTICE CITY OF PALMDALE DEPARTMENT OF ADMINISTRATIVE SERVICES INVITING PUBLIC REVIEW AND COMMENT ON THE DRAFT 2019-2020 ACTION PLAN AND THE 2019-2020 PROPOSED EXPENDITURE OF COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) FUNDS AND HOME INVESTMENT PARTNERSHIPS (HOME) FUNDS Notice is hereby given to the general public that the City of Palmdale has prepared a Draft 2019-2020 Action Plan in accordance with the requirements of the U.S. Department of Housing and Urban Development (HUD). Preparation of an Annual Action Plan (Plan) is required whenever funding is received under any of the following programs: Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), Housing for People with AIDS (HOPWA), and Emergency Shelter Grant (ESG). The City of Palmdale receives funding from HUD under the CDBG and HOME programs. The Annual Action Plan is part of the City’s grant application to the Department of Housing and Urban Development (HUD). The Action Plan allocates the funding to specific programs and projects for a given year. The One-Year Action Plan will appropriate CDBG and HOME funding to specific programs and projects for the 2019-2020 fiscal year. The funding sources for Consolidated Plan projects and programs include CDBG, HOME, Section 8, and Housing Asset Funds. The goal of programs and projects to meet the needs of low- and moderate-income residents are summarized as follows: 1) preservation of the City’s existing affordable housing stock through rehabilitation, 2) assist low-to-moderate income households secure affordable housing through rental and home ownership through a variety of programs, 3) provide assistance and housing options through SAVES for the homeless, and for those at risk of homelessness, 4) continue to further fair housing, and 5) continue to develop and improve economic opportunity. The City anticipates receiving an estimated allocation of CDBG funds in the amount of approximately $1,200,000, and HOME funds in the amount of $350,000 in fiscal year 2019-2020. Together with prior year resources available, an estimated $1,850,000 is available for projects in this Action Plan. Individuals wishing to express their views concerning the above-referenced documents and proposed activities may provide written comments to the City on or before 5:00 p.m. on May 7, 2019 to the City of Palmdale, Department of Administrative Services, 823 East Avenue Q-9, Suite A, Palmdale, CA 93550. The City Council will hold a public hearing on May 7, 2019, at 7:00 p.m. at the City Council Chamber, 38300 Sierra Highway, Palmdale, California to hear public comments and review these documents and the proposed CDBG and HOME expenditures. It is the objective of the City to comply with Section 504 of the Rehabilitation Act of 1973, as amended, the Americans with Disabilities Act (ADA) of 1990 and the ADA Amendment Act of 2008, the Fair Housing Act, the Architectural Barriers Act, and the City’s adopted Limited English Proficiency Plan (LEP) in all respects.
