Connections PALMDALE FROM THE DESK OF CITY MANAGER JAMES PURTEE OCTOBER 2, 2018 We Asked. You Answered. City staff is in the beginning stages of conducting a complete update of the City’s website. One of the first steps taken was to ask you, our residents, how we could improve our site to best serve your needs. A survey was conducted online asking respondents to prioritize a list of goals for the website. We received 112 responses from the community, and below were the top goals you identified that will be used to develop our new website: Navigation – Organizing content to make information easy to find and use Task Focus – Making it easier for users to conduct their business Interaction – Increasing engagement with the community; notification subscriptions, communication tools, social media feeds, etc. Service Emphasis – Highlighting the services provided by the City. City Announces Ring Partnership and Rebates The City of Palmdale has announced its partnership with Ring to provide discounts for Palmdale residents who wish to purchase select Ring home security devices. During the promotional period which begins on Wednesday, Oct. 3 at 8 am, residents will have the opportunity to receive a $100 promotional code funded by the City of Palmdale and Ring. The City Council approved $50,000 of funding at its September meeting which will allow 1,000 Palmdale residents to participate in the program on a first-come, first-served basis. The rebate program will incentivize the purchase of Ring video doorbells and security devices which connect to the user’s smartphone or tablet via the free Ring app (iOS/Android). Users are notified when the motion sensor is activated or if someone rings their doorbell. They can choose to view the camera’s live video feed at any time. Optional paid video subscription plans are available to those who want to save their Ring videos to view or share at a later time. Program Details The promotional period begins Wednesday, Oct. 3, and will run for 60 days or until the funding limit is reached. • To participate, Palmdale residents must fill out an application which will be posted on www.CityofPalmdale.org at 8 am on Wednesday, Oct. 3. Ring will e-mail the discount code once daily at 5 pm, Monday through Friday. Promotional codes can only be redeemed on Ring.com. Please note that addresses will be verified to ensure they are within Palmdale city limits. • The one-time promotional code can be used to purchase Ring Video Doorbell 2, Ring Video Doorbell Pro, Ring Spotlight Cam Wired, Ring Spotlight Cam Battery or Ring Floodlight Cam. • Promotional codes are valid for a single-use only and cannot be used towards previously purchased Ring products. • Residents will also need to pay an additional subscription fee to record and save the footage on the Ring mobile app. For more information about Ring’s products, please visit Ring.com/products. Ave. Q-12. Housing rights clinics are held on the third Thursday of every month in Palmdale. The clinics provide an opportunity for residents to ask questions and receive answers about fair housing, late fees, rent increases, reasonable accommodations, therapy animals, evictions, security deposits, disability rights, housing discrimination, repairs and more. The Housing Rights Center is a nonprofit agency that works to provide equal housing access to all residents in the communities it serves. The Center assists homebuyers, rental tenants and housing professionals with free counseling services on fair housing law, public education seminars on housing discrimination and landlord/tenant issues. Kaleidoscope Music & Art Festival Coming October 13 The third annual Kaleidoscope Music & Art Festival returns to the Palmdale Amphitheater on Saturday, Oct. 13 from 10 am to 6 pm. Admission and parking are free. Kaleidoscope is a celebration of visual and performing arts that will feature stages of live music, poetry, spoken word, artisans, vendors and wares, food, craft beer and wine. Featured for 2018 will be 3D wall paintings, Off the Canvas Living Masterpieces, live studio classes, art, ArtLight expo, and the Fresh Made Market, featuring craft culinary and apothecary items. Music on the Tapestry Stage will include the popular High-D Boys, Black Eye Affair, Paddy’s Pig, Stone Soul, Jungle Fire and Grammy® nominee Lisa Haley & The Zydecats. Brown Signs Bill Legalizing Sidewalk Vendors On September 17, Governor Brown signed Senate Bill (SB 946) to decriminalize selling food and other goods on sidewalks and in parks in California. SB 946, which will go into effect January 1, 2019, prohibits criminal penalties for sidewalk vending. Vendors will also be able to clear pending citations and be retroactively relieved of previous convictions by petitioning the court for dismissal of the sentence. Cities will be still able to establish a permit program to regulate sidewalk vending that meets the stipulations outlined in SB 946, but this bill prohibits a local authority from: a) Requiring a sidewalk vendor to operate within specific parts of the public right-of-way, except where that restriction is directly related to objective health, safety, or welfare concerns. b) Prohibiting a sidewalk vendor from selling food or merchandise in a park owned or operated by the local authority. A local authority may, however, prohibit stationary sidewalk vendors — defined as vendors that vend from a single location — from vending in a park only if the operator of the park has signed an agreement for concessions that exclusively permits the sale of food or merchandise by the concessionaire. c) Restricting sidewalk vendors to operate only in a designated neighborhood or area, except where that restriction is directly related to objective health, safety, or welfare concerns. However, a local authority may prohibit stationary sidewalk vendors in exclusively residential areas, but shall not prohibit roaming sidewalk vendors, who stop moving only to complete a sale. d) Requiring a sidewalk vendor to first obtain the consent or approval of any nongovernmental entity or individual before he or she can sell food or merchandise. e) Restricting the overall number of sidewalk vendors permitted to operate in the jurisdiction, unless the restriction is directly related to objective health, safety, or welfare concerns. SB 946 allows a local entity to: • Adopt additional requirements regulating the time, place, and manner of sidewalk vending if those regulations are directly related to objective health, safety, or welfare concerns. • Prohibit sidewalk vendors in areas located within the immediate vicinity of a permitted certified farmers’ market or a permitted swap meet during the limited operating hours of that certified farmers’ market or swap meet. • Restrict or prohibit sidewalk vendors within the immediate vicinity of an area designated for a temporary special permit issued by the local authority, provided that any notice, business interruption mitigation, or other rights provided to affected businesses or property owners under the local authority’s temporary special permit are also provided to any sidewalk vendors specifically permitted to operate in the area. Featuring Jason Arimoto, Fred Sokolow and The Naked Waiters. avukefest.com Counties, Cities Voice Concern Over FCC’s Small Cell Ruling On September 26, the Federal Communications Commission (FCC) voted to approve a new rule on state and local governance of small cell wireless infrastructure deployment. The FCC’s new Wireless Infrastructure Order threatens municipalities’ authority to manage the public rights-of-way and significantly changes how municipalities process and review applications for wireless infrastructure. This Order is part of the federal government’s efforts to expedite 5G small cell deployments. To install these refrigerator-size stations, wireless providers would have to negotiate access to utility poles and other public assets. Instead, the Order approved on September 26 would cap what municipalities can charge for rights of way and limit the amount of time that local authorities can take to review a business’s proposal for deploying wireless infrastructure. This Order also limits allowable local aesthetic requirements, including minimum spacing requirements. The FCC estimated that the new rule will save wireless providers such as Verizon and AT&T $2 billion. Critics however argued that there’s nothing in the order that incentivizes companies to reinvest the money they save on local fees to expand Internet access and that the companies are just as likely to spend the money on share buybacks or paying dividends to stockholders. Over 100 local governments, including the City of Palmdale, filed comments in opposition to the proposed ruling during the FCC’s comment period. The proposal generated significant opposition from mayors and other local officials around the country, who accused the FCC of overriding their authority to regulate the rollout of the new technology. The National Association of Counties and the National League of Cities released the following statement: “The FCC’s impractical actions will significantly impede local governments’ ability to serve as trustees of public property, safety and well-being. The decision will transfer significant local public resources to private companies, without securing any guarantee of public benefit in return. Counties and cities are the stewards of substantial amounts of public rights-of-way, which many telecommunications providers use to construct their own communications networks. By narrowing the window and resources for evaluating small cell applications, the FCC is effectively hindering our ability to fulfill public health and safety responsibilities during the construction and modification of broadcasting facilities.” ---PAGE BREAK--- 6 CITY OF PALMDALE • October 2, 2018 AIRE Award Presented to City The City of Palmdale has been named this year’s recipient of the Antelope Valley Air Quality Management District’s (AVAQMD) William J. “Pete” Knight Memorial Achievement in Reducing Emissions (AIRE) Award. Some of Palmdale’s emission reducing efforts included retrofitting safety lights with efficient high-light-emitting diode lights; installing variable frequency drives on City HVAC units and all City pool pumps; and completing LED retrofits in four City facilities and three parks. The City is currently completing an extensive streetlight acquisition and LED retrofit project. The AIRE Award is given by the AVAQMD to an organization that has been selected from several community nominations, and is based on reducing emissions and protecting air quality. Stay Connected City of Palmdale- Government PalmdaleCity CityofPalmdale City Receives Award for Energy Savings The City of Palmdale received a Beacon Spotlight Award for Energy Conservation from the Institute for Local Government at the League of California Cities Annual Conference and Expo in Long Beach on Thursday, Sept. 13. The City received the Gold Level Beacon Spotlight Award for achieving a 12 percent energy savings. Palmdale City Councilmember Steve Hofbauer, City Manager James Purtee and Assistant City Manager J.J. Murphy accepted the award from Interim Executive Director of the Institute for Local Government Corrie Manning on behalf of the City. The Beacon Program provides a framework for local governments to share best practices that create healthier, more vibrant and sustainable communities. Palmdale and Poncitlán Celebrate Sister City Relationship The City Palmdale hosted a welcome reception on Sept. 25 for guests from the City of Poncitlán, Jalisco, Mexico as both cities celebrated the 44th anniversary of their Sister City relationship. At the event, students from the City’s Gabriel House entertained the guests with their musical talents. The U.S./Mexico Sister City Program was initiated by President Eisenhower in 1956. This program works to develop one-on-one community relations with cities in other countries so that people can cross national boundaries, get to know each other personally, and form mutual respect for and understanding of other cultures. After the first visitation to the City of Jalisco in 1973, the City of Palmdale decided to choose the City of Poncitlán as their sister city because at that time the two cities shared rural similarities and populations. At the direction of City of Palmdale Mayor Robert St. Clair, the City of Palmdale joined the U.S./ Mexico Sister City Program, making the relationship official in 1974. AV Wall Returns to Palmdale Amphitheater The Mobile Vietnam Memorial Wall, also known as the AV Wall, will be on display at the Palmdale Amphitheater from Thursday, Nov. 8 through Tuesday, Nov. 13. Beginning Friday, Sept. 1, the Airpark will be open Fridays through Sundays from 11 am to 4 pm, excluding major holidays and inclement weather. The park is closed on Monday through Thursday. Admission and parking are free. Community Volunteer Resource Fair Stop by the Antelope Valley Mall on Saturday, Oct. 20 from 11 am to 3 pm to visit with local agencies to learn about volunteer, donation and engagement opportunities. The Great ShakeOut On Thursday, Oct. 18 at 10:18 am, millions of people across the world will participate in the Great ShakeOut, an opportunity for families, schools and businesses to practice how to drop, cover and hold on when the shaking starts. Everyone is encouraged to put together their own earthquake preparedness plan and consider being part of the Great ShakeOut. Some simple things we can all do before an earthquake include: • Store critical supplies (water, medication) and important documents (insurance policies, memorial plans and wills). Plan on at least a 3-day supply of food and water. • Secure items that could fall and cause injuries (bookshelves, mirrors, light fixtures). • Look around places where you spend time. Identify safe places such as under a sturdy piece of furniture or against an interior wall in your home, office or school so that when the shaking starts, you Drop, Cover, and Hold On: Drop to the ground, Cover your head and neck with your arms, and if a safer place is nearby, crawl to it and Hold On! Airpark Full Moon Tour The City of Palmdale’s Joe Davies Heritage Airpark at Palmdale Plant 42, located at 2001 Ave. P, will host a Full Moon Tour on Wednesday, Oct. 24 from 6 pm to 11 pm. Admission and parking is free. Picnic tables and BBQs will be available on a first-come, first-served basis. The guided tours will take place at 8 pm. “Enjoy the aircraft displays under the light of the full moon on our free guided tour,” said Palmdale’s Director of Recreation and Culture Keri Smith. “Pack up a picnic dinner and take the family out for a unique evening under the stars among aircraft displays that reflect Palmdale’s rich aerospace heritage.” For more information, please call 661/267-5611. ---PAGE BREAK--- 9 CITY OF PALMDALE • October 2, 2018 Free Household Hazardous Waste Recycling Event The City of Palmdale will host a free household hazardous waste recycling event on Saturday, Nov. 3 from 8 am to 1 pm at the City Maintenance Yard located at 39110 3rd St. East. Funded by a grant from CalRecycle, Palmdale residents will be able to safely dispose of their household hazardous waste and electronic equipment at no cost. Items accepted at the event include household batteries, fluorescent light bulbs, small kitchen appliances, computers, tablets, printers, televisions, VCRs, telephones, fax machines, stereos, speakers and electronic games. Please note that no paint or used oil will be accepted at this event. “Many electronic items contain lead, copper, and other heavy metals,” said Palmdale’s Management Analyst Mica Schuler. “These materials are reusable when recycled but are potentially toxic if not properly disposed of, so our collection events offer a safe way to dispose of unwanted electronics and helps protect public health and safety.” The previous household hazardous waste recycling event, held on Sunday, Sept. 23, was a huge success. The City’s designated e-waste collector Pacific Auto Recycling received a total of three 40-yard bins filled almost to capacity of e-waste and other hazardous waste items, totaling an estimated 18 tons. A permanent hazardous waste collection center (AVECC) is located at the Antelope Valley Public Landfill, 1200 West City Ranch Road, and is open on the first and third Saturday of each month from 9 am to 3 pm. In addition to the waste items mentioned above, this permanent facility also accepts non-controlled pharmaceuticals, needles or syringes, antifreeze, car batteries, cleaning supplies, cosmetics, paint, used motor oil and pesticides. Backtrack & Bites Concert to Benefit Palmdale Playhouse Dressing Room Project The Palmdale Community Foundation will host a special Backtrack & Bites Benefit Concert on Saturday, December 8 at 7:30 pm at the Palmdale Playhouse to raise funds in support of a new Playhouse dressing room building. Tickets for the fundraiser are $45 and include a festive holiday musical performance by a cappella sensation Backtrack, delicious hors d’oeuvres and wine tastings.
