Palmdale City Library POLICY # 220 - RULES OF CONDUCT Approved by the Board of Trustees May 08, 2024 — Policy Statement: It is the policy of the City Council, and the Library Board of Trustees to maintain a safe environment in and around the library facility for all. Our goal is to provide a positive experience where all visitors are ensured open access to Library services and programs. The library is a limital public forum which allows for the imposition of regulations, restrictions and Rules of Conduct. Regulations: 1. Be considerate and respectful of all Library users and staff and behave in a manner that does not disturb other persons. Unacceptable conduct includes, but is not limited to: A. Loud, disruptive and other behavior that would disrupt a reasonable person using Library services and result in a loss of use, privacy, or library use expectation by any others using the library. B. Damaging, stealing, or rearranging library property C. Sleeping D. Use of any tobacco, alcohol, or marijuana product E. Soliciting or panhandling F. Possession of illegal substances or weapons, including but not limited to firearms, knives, razors, box cutters, pepper spray, or chemical aerosols G. Littering, including but not limited to food, packaging, wastepaper, and wrappers H. Excessive displays of affection I. Using obscene, vulgar, insulting, or threatening language or gestures J. Physical threats or engaging in a fight or physical altercation K. Any activity prohibited by law L. Depositing or attaching any material or display without the prior consent of the (title) 2. Treat library property (materials, computers, furnishings, and equipment, etc.) with respect. 3. Enjoy meals outside of the library; covered drinks and reasonable snacking is permitted. 4. Please keep food, liquids, magnetic devices or disruptive electronic devices away from computers. 5.Shoes and clothing are required, with upper and lower body appropriately covered at all times. 6. Persons whose bodily hygiene is offensive so as to constitute a nuisance to other persons shall be required to leave the building. ---PAGE BREAK--- 7. Supervise children at all times and assist them in observing appropriate conduct. 8. Silence your cell phone or other electronic device and do not use any electronic device that disturbs others use of the library. 9. Permitted and prohibited personal equipment: Leave bicycles outside. You are not permitted to enter with large shopping carts or other wheeled conveyances, with the exception of medically necessary equipment or strollers and wheelchairs carrying people. Wheeled baskets, rolling carts, and rolling backpacks that take up more than approximately 15 X 15 square inches of floor space are prohibited. 10.Do not block or obstruct entrances, exits, or aisles. Always carry or keep personal items with you. Do not enter the library with more than two backpacks, suitcases, large parcels, or any combination of the above. 11.Personal items should not be left unattended. The City and library are not responsible for lost or stolen goods. 12. Restrooms are for hand washing and toilet use. Bathing, laundering, shaving, smoking or self-medicating with non-prescription substances is not permitted. 13. Pets or animals other than service animals or animals present for Library approved events or programs are not allowed in the Library. Service animals are dogs which are trained to do work for an individual with a disability, as defined by the Americans with Disabilities Act. Service dogs must be leashed and kept under the direct control of the handler at all times. Service dogs that act aggressively towards Library patrons or staff or towards other service dogs are not permitted in the Library. 14. comply with staff requests in regard to Library policies. Law enforcement will be requested to assist library staff as the staff deems necessary. 15. Special requests for filming, tours, use or meetings must be made no less than twenty-four (24) hours before the event is desired to occur. Library staff may condition or deny such requests. The staff decision is appealable to the Library Board of Trustees at the first, reasonable, regular meeting of the Library Board of Trustees. Noncompliance with the Rules of Conduct may result in expulsion from the Library and/or suspension of library privileges.
