PUBLIC NOTICE CITY OF PALMDALE DEPARTMENT OF NEIGHBORHOOD SERVICES NOTICE INVITING PUBLIC REVIEW AND COMMENT ON THE DRAFT 2015-2019 CONSOLIDATED PLAN AMENDMENT NO. 1, DRAFT 2015-2016 ACTION PLAN AMENDMENT NO. 1, AND THE 2016-2017 DRAFT ACTION PLAN FOR THE PROPOSED EXPENDITURE OF COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) AND HOME INVESTMENT PARTNERSHIPS (HOME) FUNDS Notice is hereby given to the general public that the City of Palmdale has prepared a Draft 2015-2019 Consolidated Plan Amendment No. 1, Draft 2015-2016 Action Plan Amendment No. 1 and Draft 2016-2017 Action Plan in accordance with the requirements of the U.S. Department of Housing and Urban Development (HUD). The City receives CDBG and HOME funds from HUD and must prepare the aforementioned documents as a condition of funding. 2015-2019 Consolidated Plan Amendment No. 1 This amendment is necessary to add the following two new goals to the Strategic Plan:  Promote Economic Opportunity (5,000 people to be served)  Tenant-Based Rental Assistance (45 households to be served) These new goals are in addition to those adopted as part of the Consolidated Plan in 2015, including 1) Affordable Housing Development; 2) Fair Housing Services; 3) Homelessness Prevention and Assistance; 4) Special Needs Services; 5) Public Facilities and Infrastructure; 6) Affordable Homeownership; 7) Affordable Housing Preservation, and 8) Planning. 2015-2016 Action Plan Amendment No. 1 This amendment is necessary to cancel the following projects:  Affordable Housing Development: Community Housing Development Organization (CHDO) (1 household) $57,553  Affordable Housing Preservation: Single Family Rehabilitation Program (1 households) $287,765 In place of the canceled projects and using an additional $138,459 of unallocated HOME funds, this amendment adds the following new projects:  Tenant-Based Rental Assistance (15 households) $307,376 of HOME funds  Affordable Housing Preservation (4 households) $176,401 of Community Housing Development Organization (CHDO) Reserve funds Draft 2016-2017 Action Plan The City anticipates receiving $1,461,099 of CDBG funds and $423,195 of HOME funds from HUD for the 2016- 2017 program year. Together with prior year unallocated resources, the City proposes to allocate $1,461,099 of CDBG funds and $805,464 of HOME funds in the 2016-2017 Action Plan to specific projects for the purpose of meeting the goals established in the Consolidated Plan, as amended. Avenue Q-11 / 10th St. E. $ 457,821 TOTAL $ 805,464 In compliance with the City’s approved Citizen Participation Plan and the Consolidated Plan implementing regulation 24 CFR 91.105, this notice is given to invite public review and comment of the City of Palmdale’s Draft 2015-2019 Consolidated Plan Amendment No. 1, Draft 2015-2016 Action Plan Amendment No. 1, and Draft 2016-2017 Action Plan inclusive of the proposed CDBG and HOME expenditures. Individuals wishing to express their views concerning the above-referenced documents and proposed activities may provide written comments to the City on or before 5:00 p.m. on May 4, 2016 to the City of Palmdale, Department of Neighborhood Services, 38250 Sierra Highway, Palmdale, CA 93550. The City Council will hold a public hearing on May 4, 2016, at 7:00 p.m. at the City Council Chamber, 38300 Sierra Highway, Palmdale, California to hear public comments concerning the draft documents and proposed CDBG and HOME expenditures prior to approving the draft documents and proposed CDBG and HOME expenditures and authorizing submission to HUD. It is the objective of the City to comply with Section 504 of the Rehabilitation Act of 1973, as amended, the Americans with Disabilities Act (ADA) of 1990 and the ADA Amendment Act of 2008, the Fair Housing Act, the Architectural Barriers Act, and the City’s adopted Limited English Proficiency Plan (LEP) in all respects.
