Pledge recited. 2. Roll Call. Jimmy Lewis, Brad Harris, Charles Ballew, Skip Hadduck, Joe Toste, Doug Martin, Mitch Peterson. 3. Approval of the agenda for October 2, 2025. Change, eliminate item 10, to be discussed covered in item 7. Motion to approve by Brad Harris, second by Mitch Peterson. 4. For Possible Action – Discussion and deliberation of minutes of the Pahrump Off Highway Vehicle Park Advisory Committee meeting of September 4, 2025. Motion to approve by Brad Harris, second by Doug Martin. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). No comment. 6. COMMITTEE COMMENTS (This item is limited to announcements, brief discussions of public comments, correction of factual inaccuracies, direction to staff, or topics proposed for future committee meetings. deliberation of topics not on the agenda is prohibited by the Nevada Open Meeting Law). Brad Harris – Promote electric bikes for the youth track. Jimmy Lewis – Hay bales to mark the course (contact Josh Fisher), contact Jimmy Martinez regarding logs for the skills section. Request equipment from United Rentals to mix in organic materials. 7. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Debra Stickland – Stephanie Urga said on hold for going out to bid. 8. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Debra Strickland - Motion to allow additional backup (image from agenda of the Oct.7th BOCC meeting). Brad Harris motioned to approve, second by Mitch Peterson. Conceptual plans for the Pahrump Fairgrounds Utilities presented, showing proposed water and power lines (Valley Electric Association) to be routed to the OHV Park site. Jimmy Lewis to communicate to the group when to call or attend Nye County Board of Commissioners meeting to speak in support of infrastructure improvements on the fairgrounds project. 9. For Possible Action – Discussion and deliberation regarding track design bidding with different track builders to use latest Off Highway Vehicle Park grant funding. Jimmy Lewis – Stephanie Urga had to go over with the District Attorney and the Grant Administrator, due to the cost being over $50K. Debra Strickland said the track construction is out for bid. Jimmy Lewis asked for a follow-up status of the bid to see the timeline. 10. Superintendent Darren Tuck to speak on the progress and plans for the fairgrounds project’s infrastructure. Skipped as part of the agenda change. 11. For Possible Action – Discussion and deliberation regarding the scheduling of the next youth track ride day. Jimmy Lewis - Motion to set the date for 10/17 at 3:00PM-6:15PM (or dusk), second by Brad Harris. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Jimmy Lewis motioned to set the date and time of the next meeting to November 6, 2025, at 5:30 in the Veterans Memorial Building, second by Brad Harris. No opposition. 15. GENERAL PUBLIC COMMENT (Second). Laurie McLaughlin – Mentioned instructing better track etiquette i.e. track cutting. Jimmy Lewis suggested perhaps making signs for rules. Arnold – Reminder about vacancy on the committee and Skip Hadduck needs to resubmit to continue on the committee. 16. ADJOURNMENT.
