PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES February 22, 2022 Pursuant to NRS, a meeting of the Pahrump Public Lands Advisory Committee was held on February 22, 2022, at 6:00pm at the Board of County Commissioners Chambers. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 5:05pm. 2. Roll Call Frank Slaghuis, Robert Adams, Mike Zaman, Jim Hannah, Commissioner Strickland, Nick Pay, Roy Gallagher. 3. Approval of the agenda for February 22, 2022. No objections. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of January 11, 2022. Move to approve by Jim Hannah, 2nd by Frank Slaghuis. Yes, by all. 6. Announcements (first) DS OML classes 2/25,3/2, 3/8 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) None. 8. Presentation – Report by BLM (Bureau of Land Management) on the status of proposed actions and projects located on lands managed by the BLM’s Pahrump and Las Vegas Field Offices. Applications for 10 gw of projects on the 5gw Green Link line. For Possible Action – Discussion, deliberation, and possible decision to move Frank Slaghuis from an alternate position to a full member. Move to approve by Robert Adams. 2nd by Jim Hannah. For Possible Action – Discussion, deliberation, and possible decision to make a recommendation to Board of County Commissioners regarding the 1.3-mile ROW gap between the north end of Higley Road & south end of N. Crest Ave. Move by Robert Adams to establish community workshops. 2nd by Jim Hannah. Yes, by all. 12. For Possible Action – Discussion, deliberation, and possible decision to make recommendation to Board of County Commissioners regarding pending Bill, Comprehensive Land Use Planning and Zoning, Chapter 17.10 regarding Special Use Permits by adding “where the combined systems are designed to collectively produce more than one megawatt aggregate per day” to Chapter 17.10.020: Permit For Construction Of An Aboveground Utility Project Located In A Master Plan Designated Utility Corridors. 31 SUP for solar proj & pwr lines.pdf Robert Adams moved we protect current uses and establish setbacks. 2nd by Jim Hannah, yes by all. 13. Presentation and discussion with Pahrump Public Lands Advisory Committee regarding the Nye County Lands Bill efforts. After committee discussion – Public Discussion. Presentation made following the backup material. 14. For Possible Action – Discussion, deliberation, and possible decision to set time and place for next meeting.
