PAHRUMP OHV PARK ADVISORY COMMITTEE DRAFT MINUTES May 05, 2022 Pursuant to NRS, a meeting of the Pahrump OHV Park Advisory Committee was held on May 05, 2022 at 5:00pm in the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order The pledge was recited. 2. Roll Call Dal Shemp, Brad Harris, Doug Powell, Jimmy Tyler, Erica Muxlow, Deb Strickland, Tom Bolling, Jimmy Martinez, Bob Adams 3. Approval of the agenda for May 05, 2022. Erica motion to approve agenda, Dal Shemp second 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Amy Nelson: No one has contacted me yet about the Bob Adams: OHV Commission has established another grant round and the application is due on July19th. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of April 07, 2022. Jimmy Tyler motion to approve minutes. Erica Muxlow second. There was no opposition. 6. Announcements (first) Erica Muxlow: The candidates that we reviewed in the last meeting will be reviewed by the Board on May 17th. 7. Committee Comments. (This item limited to announcements or topics/issues proposed for future workshops/agendas) Land Committee: Tom Bolling confirmed that we should be cutting the corner fence posts to be 6” out of the ground. Operations Committee: Brad Harris expressed concern about the method of watering the tracks, including possible use of sprinkler systems and how this will impact track design. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Jimmy Martinez reported that T-posts are in short supply, and we are still waiting on quotes. However, we do have drill pipe available which can be used for the posts. The drill pipe would be cut to 8’ length with 2’ in the ground, and 6’ above. 9. For Possible Action – Discussion and deliberation regarding the budget. Tom Bolling will provide a status on how the budget has been spent and what we can expect moving forward. Tom Bolling reported that the budget has been spent in the following way: $2,000 permit $6,305 equipment $2,360 fuel $10,665 Total used from the grant $11,285 Labor used from the County match Erica Muxlow motioned to set the limit for the fencing project not to exceed $10,000 and authorize Jimmy Martinez to purchase a pallet of concrete and the materials needed for all fencing needs. Jimmy Tyler second. There was no opposition 10. For Possible Action – Discussion and deliberation regarding Advisory Board updates on their respective areas. There were no updates. 11. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Erica Muxlow motioned to set the date of the next meeting to June 9th at 5pm at the County Commissioner’s Chambers, Dal Shemp second. There was no opposition. 12. General Public Comment (second). Amy Nelson stated that she has run into problems in the past on another track project with poof dirt and conveyed that there is a delicate balance when watering the track. Failing to take care in watering and smoothing out the tracks can result in serious injuries, which she has seen first-hand. 13. Announcements (second). There were no announcements. 14.
