PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES January 12, 2021 Pursuant to NRS, a meeting of the Pahrump Public Lands Advisory Committee was held on January 12, 2021 at 5:00pm by teleconference. 1. Pledge of Allegiance and Call to Order. The meeting was called to order at 5:00pm, and the Pledge was recited. 2. Roll Call Jim Hannah, Robert Adams, Rick Tretter, Commissioner Strickland, BLM LE Ryan Gallagher, Tina Kuglin. 3. Approval of the Agenda for January 12, 2021. No objections. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee of, December 8, 2020. Move to approve by Robert Adams. 2nd by Mike Zaman. Yes, by all. 6. Announcements (first) Commissioner Strickland, AC liaisons will be chosen at Jan. 20 BOCC. 7. Committee Comments (This item limited to announcements or topics/issues proposed for the future.) None. 8. For Possible Action – Discussion and deliberation to accept the application to the Pahrump Public Lands Advisory Committee to fill one vacancy. The applicant is Tina Bond-Kuglin. Move to approve by Robert Adams. 2nd by Jim Hannah. Yes, by all. 9. For Possible Action – Discussion and deliberation to address graffiti on public land. Move by Robert Adams to meet Saturday, Jan. 16, at Smiths Parking for graffiti tour. 2nd by Mike Zaman, Yes by all. 10. For Possible Action – Discussion and deliberation to obtain SNPLAMA (Southern Nevada Public Land Mgmt. Presentation – Progress of shooting range plan on 40-acre County parcel near Mesquite and Higley. Per Commissioner Strickland this will be on BOCC Jan. 20 agenda. 12. For Possible Action – Presentation, discussion, and deliberation of SSTH (Southside TH) management and development plan. Discussion of plan turned to discussion of trail etiquette. Robert Adams moved to February meeting. 2nd by Mike Zaman. Yes, by all. 13. For Possible Action – Presentation, discussion, and deliberation regarding Great America Outdoors Act grant funding. Moved by Maker, Robert Adams, to further meeting. 14. For Possible Action – Discussion and deliberation regarding recommendations for the Copper Rays Solar Project. Moved by Maker, Robert Adams, to further meeting. 15. For Possible Action – Discussion and deliberation to set time and place for next meeting. Robert Adams moved to meet February 9, 2021. 2nd by Rick Tretter. Yes, by all. 16. For Possible Action – Discussion and deliberation to participate in Pahrump Days, February 18-21. Pahrump Valley Days – Rodeo, Fair, Rodeo Tickets. Town will pay $275 cost of booth. 3 ½ days of shifts to cover. Possible BOCC event approval at Jan. 20 meeting. 17. For Possible Action – Discussion and deliberation to investigate Shadow Mountain trail hazards. Item pulled by maker, Ryan Gallagher. Move to remove by Robert Adams. 2nd by Mike Zaman.
