PAHRUMP TOURISM ADVISORY COMMITTEE MINUTES ITEM # SUBJECT January 14, 2021 Pursuant to NRS, a meeting of the Pahrump Tourism Advisory Committee was held at 8:00AM on January 14, 2021 in the Nye County BOCC Chamber 2100 E. Walt Williams Dr. Pahrump, NV 89048. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 8:03 a.m. by Chairman James Horton in the Nye County Board of County Commissioner’s Chambers. 2. Roll Call Attendees: PTAC members - James Horton, Karen Spalding, Jack Sanders, Vicki Gladsjo and Kellie Graham. Tourism Director - Arlette Ledbetter with Alexandra Crow and Frank Carbone, Nye County BOCC. Debbie Davis was excused. 3. Approval of the Agenda for January 14, 2021 Chairman James Horton announced agenda item #10 would be moved to the March agenda. There were no other changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item. (FIRST) County Commissioner Frank Carbone introduced himself and complimented the PTAC on the work they have done. He indicated he is seeing a lack of enthusiasm within the Pahrump community and asked for our assistance. James explained our role as advisors to the BOCC and spoke of our need to hear from the BOCC with feedback and input. 5. FOR POSSIBLE ACTION: Discussion and Deliberation of Minutes of the Pahrump Tourism Advisory Committee meeting of September 17, 2020. Jack Sanders moved to approve the minutes of the September 17, 2020 meeting as submitted. Karen Spalding seconded. Motion was approved unanimously. 6. ANNOUNCEMENTS (FIRST) Committee member Karen Spalding commented on the new “Welcome” magazine as to how well it is laid out and easy to read. Discussion took place as to where these magazines are distributed. Many have seen them in several businesses and would like to see them included in the welcome bags given to new residents. 7. FOR POSSIBLE ACTION – Discussion and Deliberation regarding the Tourism Director’s updates, activity reports and projects. Arlette Ledbetter reported that due to COVID and tourists coming in from other countries there is even less interest in traveling. Flights are in danger and hope the vaccines will make travelers feel more comfortable. Arlette announced that the Committee was awarded $60,000 of Travel Nevada’s $1.64 million grant money. The grant money will be mostly used for advertising at places like “Las Vegas Weekly” and “Road Trip”. The new advertising sign, “Mask Up Pahrump” has been a big hit. As well the mural painted on the side of the Bob Ruud Center has received a large amount of positive feedback, especially when it was mentioned that grant money covered a lot of the cost and not taxpayer money. Arlette explained Room Tax Collection was down 23% for 2020 and the Occupancy Report for 2021 is still being examined and a report will be given at the March meeting. Currently, June bookings are flat. It appears RVing continues to be the mode of travel for many. Jack Sanders pointed out that RV sales have increased 1000%. Sanders Winery takes part in a program, Harvest Host, which definitely has shown an increase. The OHV group is promoting the fairgrounds. Currently the interest is in ATV type toys for peewees to adults. Lastly, the “Welcome to Pahrump” signs are up. Home Depot has offered to place rock landscape around the signs with solar lights. Alex Crow reported the positive viewing of our social media accounts on Facebook, Twitter and Instagram. The email account is sent out to 9000 people and she tries to highlight a different winery, RV resort, hotel and restaurant each time. Alex also included specials that are happening at Pahrump businesses. In conclusion, she also has started a “Staycation” campaign. 9. For DISCUSSION ONLY- Update Report by Bob Adams, the Pahrump OHV Tourism Ambassador. In Bob’s absence, no report. 10. FOR POSSIBLE ACTION – Discussion and Deliberation regarding the Committee’s mission and vision statements and any changes or updates thereto. FOR POSSIBLE ACTION – Discussion and Deliberation to fill the Committee seat vacated by Bonnie Bates and two Committee seats due to the expiring terms of James Horton and Karen Spalding, with respect to any an all applicants for such seats. James explained the importance of all Committee members making it a priority to attend all Committee meetings which occur every other month. Individuals who have submitted their resumes and applications are Tim Burke, Sandra Godfrey, Kevin Hiles, James Horton and Karen Spalding. Karen Spalding moved to recommend to the Nye County BOCC approval of James Horton to fill a seat on the PTAC for a term from January 1, 2021 to January 2025. The motion was seconded by Jack Sanders. Motion was approved unanimously. Jack Sanders moved to recommend to the Nye County BOCC approval of Karen Spalding to fill a seat on the PTAC for a term from January 1, 2021 to January 2025. The motion was seconded by Vicki Gladsjo. Motion was approved unanimously. Karen Spalding moved to recommend to the Nye Country BOCC approval of Tim Burke to fill a seat on the PTAC for a term from January 1, 2021 to January 2025. The motion was seconded by Jack Sanders. The motion passed unanimously. it is noted, Tim Burke, if approved by the Nye County BOCC, will be an alternate and will attend the March meeting. 12. GENERAL PUBLIC COMMENT (SECOND) None 13. ANNOUNCEMENTS (SECOND) Vicki Gladsjo informed the Committee that the Silver Tappers were successful in placing wreaths on the graves of the Veterans laid to rest at the Chief Tecopa Cemetery. The program is called, “Wreaths Across America” and takes place every December 19th. There were several Veterans who came to help place the 245 wreaths. The Silver Tappers have plans to do it each year. 14. ADJOURMENT The next PTAC meeting is scheduled for March 11th beginning at 8:00 a.m. Location to be determined. Hwy 160 Pahrump, NV 89060. 1. Pledge of Allegiance and Call to Order The meeting was called to order by Chairman James Horton at 8:05 am in the conference room at 400 N. Hwy 160. James Horton stated that the meeting will be concluded by 9:30 am. 2. Roll Call Attendees: PTAC members - James Horton, Karen Spalding, Bonnie Bates, Catherine Tillett, Jack Sanders, and Kellie Graham. Tourism Director - Arlette Ledbetter with Alexandra Crow. Robert Adams, OVH Tourism Ambassador. PTAC Liaison – John Koenig, BOCC. Guests – Gene Frank, Park & Recreation Advisory Committee; Rob and Peggy Szydowski, RPS Media Concepts; Christine Butler, Copy She Wrote, LLC.; Vicki Gladys, PTAC Applicant; Deanna O’Donnell, KPVM; James Wilson, Pahrump Art Council and Ginger Forbes, Pahrump Art Council. 3. Approval of the Agenda for February 6th, 2020 James Horton requested to move item #12 up in the agenda and move Tourism Director’s bi- updates to last. 4. FOR POSSIBLE ACTION: Discussion and Deliberation of Minutes of the Pahrump Tourism Advisory Committee meeting of November 7, 2019 James Horton requested to change the header on #8 to reflect the way it was in that agenda for that meeting. Karen Spalding motioned to approve the minutes with that one correction. Jack Sanders seconded. Motion was approved unanimously. 6. ANNOUNCEMENTS (FIRST) No Announcement. 7. COMMITTEE COMMENTS (This item limited to announcements or topics/issues proposed for future workshop/agendas) Commissioner Koenig reminds everyone about the upcoming Open Meeting Law Training Class on February 28th. Arlette stated that she will send a reminder prior to the training. ---PAGE BREAK--- Page 3 PAHRUMP TOURISM ADVISORY COMMITTEE MINUTES ITEM # SUBJECT March 12, 2020 8. FOR POSSIBLE ACTION – Presentation by Eugene Frank of Parks and Recreation Advisory Committee regarding the status of the Valley Electric Community Center project. Eugene Frank from the Parks and Recreation turned over the presentation to Ginger Forbes, of the Arts Council. Ginger Forbes President of the Arts Council gave a presentation on the community center and meeting spaces. The different activities in the facility including art classes, art displays and even a movie theater. James Horton asked about the proposed location. Ginger Forbes stated that the location would be different than the Fairground with an estimate cost of 100 Million. Jack inquired about estimates and compared the project to the Smith Center. Karen had a question on funding and the number of buildings. Ginger stated that she was meeting the CEO at Valley Electric today and was on the February 27th agenda. Karen inquired, if the Arts council may require a letter of Support for the PTAC board. Ginger agreed with this request. 9. For Possible Action– Discussion and Deliberation regarding Tourism Director’s update, activity reports and projects Arlette presented her executive summary for this quarter. She stated that revenue was really good with a 6% increase in room tax and spoke about the impact of International travelers. Alexandra gave a recap on the Quartzsite RV Show 2020 and gave an update on the International Press Trip Fam Tour. Commissioner Koenig was invited to attend the tour. Arlette stated that the marketing recap will be emailed to the committee. 10. For Possible Action – Discussion and Deliberation regarding Robert Adams, Pahrump OHV Tourism Ambassador update and report. Bob reported on the current OHV trails, maps and designated routes. Bob stated the urgency to designate the trails. 11. For Possible Action – Discussion and Deliberation regarding options for new/replacement of welcome to pahrump highway signs, with any related recommendations being subject to BOCC approval. James Horton stated that no discussion is needed at this moment. Please address all suggestions or questions to the Tourism Director Arlette. 12. Discussion and Deliberation to nominate, for BOCC approval, up to six committee members with terms that expire in January 2020, and to further recommend that 2-3 of those members be appointed to a five year term (instead of a four-year term), to create a staggered term schedule. James recommend that two or three committee members be appointed to a five-year term instead of a four-year term subject to board of commissioner’s approval. James stated that five positions were opened and that there were four candidates. James named the four applicants that submitted their application, Jack Sanders, Debbie Davis, Catherine Tillet and Vicki Gladzjo. Vicki Gladzjo introduces herself and the reasons why she would like to be part of the team. Karen motions to ---PAGE BREAK--- Page 3 PAHRUMP TOURISM ADVISORY COMMITTEE MINUTES ITEM # SUBJECT March 12, 2020 accept Vicki Gladzjo, Jack Sanders, Catherine Tillet and Debbie Davis as our members. Bonnie seconds the motion. Commissioner Koenig informs the board to decide which candidate would be for a four-year term or five-year term. James agreed. Karen Spalding amended her motion to have Jack Sanders and Debbie Davis on the five-year term. Bonnie Bate seconds the motion. Motion approved unanimously. 13. For Possible Action – Discussion and Deliberation to select officers, Chair, Vice Chair and Secretary, with terms expiring in January 2021. Karen Spalding made the motion that Debbie Davis continues to assume the position of Secretary. Jack seconds the motion. Motion passed unanimously. Jack Sanders made the motion that Karen Spalding continues to assume the position of Vice Chair and that James Horton continues to assume the Chair position. Bonnie Bates seconds the motion. Motion approved unanimously. 14. GENERAL PUBLIC COMMENT (Second) Ginger Forbes announced that the Arts Council will be having an Art Sale Feb 13th from 6:30 to 8:30 at the Bob Ruud. Karen asked Jack, if we could place wine trails now that we have multiple wineries. Jack responded that we will have to work with sign ordinances. Bob announced the Nye County Republicans will have a parade on February the 23rd. 15. ANNOUNCEMENTS (Second) 16. ADJOURNMENT Adjournment at 9:32 am.
