PAHRUMP ADVISORY COMMITTEE Pahrump Environmental Management Advisory Committee February 3, 2023 scheduled - 11:30 AM / actual – 11:53 AM 1. Pledge of Allegiance and Call to Order. 2. Roll Call: John Pawlak, Debra Perna, Bill Stremmel, Robert Adams Dale Griffith Absent: Mike Smith Guests: Heather Freeman, Gina Meredith 3. Approval of the Agenda for February 3, 2023 Bill S. – 1st Debra P. – 2nd 5 – yay / 0 - nay 4. GENERAL PUBLIC COMMENT none 5. For Possible Action – Discussion and deliberation of Minutes of the Pahrump Environmental Management Advisory Committee (PEMAC) meeting of January 6th, 2023. Debra P. – 1st Dale G. – 2nd 5 – yay / 0 – nay 6. Announcements (first) Chair John P. expressed frustration over the Community Center having been reserved for today’s meeting, but the door being locked. He said that in the future we would be meeting in the boardroom of the Library where meetings have often ended up, anyway. There was unanimous approval by the other members for this permanent change-of-venue. Chair John P. said the new liaison from the Board of County Commissioners would be taking a class on Friday mornings and be unable to attend. 7. Committee Comments none 8. For Discussion Only – regarding new committee member additions. Chair John P. said that he was waiting for an email from Mike Smith asking to be released from Committee membership, which would create a second vacancy. John P. said he reminded the Town office to run an ad in the newspaper to fill the position. 9. For Discussion Only – regarding Earth Day / Arbor Day event for April 22, 2023. The worldwide theme is “Investing in our planet” online @ Chair John P. noting Reno’s failure to organize their annual Earth Day celebration this year, asked members for their informal affirmation to go ahead with the event in Pahrump. There was unanimous consent to proceed with current plans. Debra P. will be staffing a booth for VEA next to one for Sol Power. Debbie Woodland will be representing Great Basin Water Company, Tamilin Taylor - NYECC, and Elaine Smith - Joe/s Sanitation. Debra P. suggested that John P. bring his small solar oven to place on the SolPower table. Chair John P. said he had called U.S. Fish & Wildlife Service but could not get a commitment for a representative from Ash Meadows. He also reported funding problems with the Southern Nye County Conservation District and said he will “hit up the Town” for any shortfall. Gina Meredith said Heather Freeman “takes a lot of people with her” as Master Gardener and with connections to organizations like 4H. Gina also said that the Girl Scouts sometimes partner with 4H on sustainable projects to win scholarships. ---PAGE BREAK--- Guest Heather Freeman arrived late.>> Heather Freeman said there could be an A-frame advertising the event at the Farmers’ Market, but that vendors cannot sell anything at our event. John P. agreed that coordination with the Farmers’ Market was a good idea while noting possible contention with that event for attendees. Hot dogs could be prepared in the kitchen inside the Community Center before shifting outside to complete cooking, which will be handled by John Klenke. John P. said that Mr. Klenke will have data for the current depth and quality of water drawn by County well no. PV-4 next to his home, and may also have data on the depth though perhaps not water quality at other wells around the valley. 10. For Discussion Only – regarding OML meeting attendance. A flyer from the County: “2023 Open Meeting Law and Ethics Training” was distributed. 11. For Possible Action – Discussion and deliberation of any 2023 work plan additions. There was a motion to request guidance from the new liaison Commissioner Boskovich whose absence skipped deliberation: Bill S. – 1st Debra P. – 2nd 5 – yay / 0 – nay. 12. For Possible Action – Discussion and deliberation regarding environmental issues in Southern Nevada and within the Town of Pahrump to include comments to the Board of Nye County Commissioners. Bill S. – 1st Debra P. – 2nd 5 – yay / 0 – nay. John P. suggested that a vertical pulley system in mines could be preferable to using lithium for battery storage, citing the negative impact of lithium mining around Nevada. 13. For Possible Action – Discussion and deliberation regarding nuclear issues in Southern Nevada and within the Town of Pahrump to include comments to the Board of Nye County Commissioners. [ action/deliberation dropped so no vote needed.] none 14. GENERAL PUBLIC COMMENT (Second) Heather Freeman said that the annual E-waste collection will be Saturday, March 4th at the library. She said that people may register for a free fruit tree @ Heather also announced upcoming Zoom-only classes at the UNR Extension. 15. ANNOUNCEMENTS (Second) A Devils Hole workshop co-sponsored by the U.S. Geological Survey and Amargosa Conservancy is scheduled for April 26-28th at the Inn in Amargosa Valley. Volunteers are being sought for planting around pupfish ponds in Shoshone: Feb.24-25th. 16.
