PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES Commissioners Chambers 2100 E. Walt Williams Dr. Pahrump, NV 89048 November 9, 2023 6:00 PM 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Jimmy Lewis, Ryan Williams, Matt Mattoon, Charles Ballew, Brad Harris, Deb Strickland, Jimmy Martinez 3. Approval of the agenda for November 9, 2023. Jimmy Lewis removed agenda item number 6. Ryan Williams motioned to approve the agenda. Brad Harris second. There was no opposition. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) There was no public comment. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of October 12, 2023. Jimmy Lewis noted the correction of “Ryan Lewis” to “Ryan Williams” in rollcall. Ryan Williams motioned to approve the minutes, Brad Harris second. There was no opposition. 6. For Possible Action – Discussion and deliberation regarding either reviewing new committee member applications, promoting alternates to voting members of the OHV Advisory Committee, or retiring resigned members. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Jimmy Martinez provided an update regarding the progress of installing the perimeter fencing. Fencelines have been measured, marked and posts have been cut. Post setting is scheduled to begin next week. Additional scheduling regarding the perimeter sound wall and culvert finalization will be determined at a later date via coordination with Tom Bolling. Debra Strickland noted that track construction is a priority – the committee discussed possible avenues to explore. Debra Strickland noted that community block grants have been utilized to add amenities to the Fairgrounds property along with additional improvements to non-OHV Park areas. 8. Announcements Debra Strickland announced that the Public Lands advisory committee is meeting at 11am on 11/13/2023 at Country Place and HWY160 to convoy North to Johnnie. They are proposing to build a trailhead in that area. Ryan Williams announced that he found a grant for equipment - Nevada Outdoor Recreation Infrastructure Grant - up to $75K. Debra Strickland recommended that information be forwarded to the Grants Administrator. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Jimmy Martinez noted that minimal funding has been spent on materials. Manhours and surveying costs are to be determined. 10. For Possible Action – Discussion and deliberation regarding the creation of a management and operating plan, possibly via the creation of sub-committees. The committee discussed the creation of two sub-committees: Design and Operations. Jimmy Lewis announced that the Design sub-committee will consist of Jimmy Lewis, Ryan Williams and Brad Harris. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Jimmy Lewis motioned to set the next meeting for Thursday December 7th @ 5:30 in the Veterans Memorial Building. Ryan Williams seconded. There was no opposition. 12. GENERAL PUBLIC COMMENT (Second) There was no public comment. 13. ADJOURNMENT Meeting adjourned.
