The Nevada Open Meeting Law, NRS Chapter 241, declares legislative intent that all public bodies lincluding Boards) exist to aid in the conduct of the people’s business and that it is the intent of the law that the member who takes action in violation Open Meeting law, with knowledge of the violation, is guilty of a misdemeanor and may be prosecuted. Wrongful exclusion of any person from a meeting of the public body is also a misdemeanor. Any time a majority of Board members gathers together in a place that has not been legally posted per Open Meeting law requirements, they cannot discuss or deliberate on an action. Walt Williams Drive, Suite 100 Pahrump, NV 89048 RE: Pahrump Parks and Recreation Advisory Committee Commissioners, My name is Bruce Downs and I am interested in being on the Pahrump Parks and Recreation Advisory Committee. I have recently moved to Pahrump from Aurora, Colorado, and feel it is important to be involved in the community. I would bring a new perspective to the committee and look at issues openly. Previously, I was appointed and served on the Colorado Operators Safety Advisory Board that oversees training in Colorado, and was involved in the writing of the Rules that govern training in the state for compliance with Statute. I have been recognized by the Safety Foundation for developing and implementing Operation Save A Life, a awareness program for drivers of all ages, and have been involved in nonprofit organizations both in Colorado and on the national level for over 20 years. That involvement has included being the State Coordinator for ABATE of Colorado for 5 of those years, while also being a volunteer lobbyist for the organization working to influence policy and laws at both the state and federal level. On the national level I have assisted with the Riders Foundation national meetings, presented seminars, and been awarded their highest award for volunteerism. I have a varied background and would look at issues as to what is best for the community while also considering both short and long term goals, costs, and benefits. I appreciate your consideration. Respectfully, Bruce Downs
