Pahrump Public Land Advisory Committee January 9, 2024 DRAFT MINUTES On January 9,2024, Pursuant to NRS, a meeƟng of the Pahrump Public Lands Advisory Committee was held 5pm 12, 2023, at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048 1. Pledge of Allegiance and Call to Order. 5pm. 2. Roll Call. Mike Zaman, Robert Adams, Jim Hannah, Frank Slaghuis, Timothy Davidheiser, Commissioner Deb Strickland. 3. Approval of the agenda for January 9, 2024. Robert Adams asked item #12 be removed because applicant withdrew his application. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) None. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of December 12, 2023. Jim Hannah pointed out the November 14, 2023, draft minutes were in the backup. The Secretary distributed the December 12, 2023 draft minutes by email. Jim Hannah moved to accept, 2nd by Frank Slaghuis, yes by all. 6. Announcements (First). Deb Strickland will meet Thursday on Fairgrounds reversionary clause with BLM PFO Manager Pay. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Robert Adams asked about Southside TH progress. Trail inventory would improve grant approval and NCPW completing ROW application for Battleborn Trail. 8. For Possible Action - Discussion, deliberation, and possibly design a trailhead on Nye County property in Johnnie scoped on the November 13, 2023, field trip. Deb Strickland suggested we ask for County owned parcels in Johnnie from Johnson St. to Water St and ask BOCC for funds for a professional design. Jim Hannah suggests a letter to BOCC asking for the area for a TH. Jim Hannah moves we ask BOCC for County owned parcels from Water St. to Johnson St. and NDOT ROW to BLM boundary. 2nd by Frank Slaghuis. Yes by all. 9. For Possible Action - Discussion, deliberation, and possible decision to approve Battleborn Trail logo artwork and information to be posted in 2 kiosks installed at ---PAGE BREAK--- Pahrump Public Land Advisory Committee January 9, 2024 DRAFT MINUTES the new cattleguards where Poleline Road crosses US-95 visited on the November 13, 2023, field trip. Robert Adams commented we can’t change copyrighted emblems followed by discussion of the 2 emblems in the backup. Chairman Zaman suggest we continue this to the next meeting. Jim Hannah suggested Nye County be on the decals. Jim Hannah moved to continue. 2nd by Mike Zaman. Yes by all. 10. Discussion: Shooting range report. Deb Strickland stated pushback to price and money set aside for the project went elsewhere. Robert Adams suggested presenting the item with design drawings. Tabled for now. 11. Discussion of renewable energy projects presentation made at the October 18 PPLAC meeting to identify and mitigate eco-system, use, and non-use view shed) to recommend suitable and non-suitable areas and recommend project footprint and aesthetic design parameters. Robert Adams stated this is the 3rd meeting agenda this has been on. Frank Slaghuis stated parameters should be site specific. Jim Hannah said there needs to be overall standards. Mike Zaman addressed water considerations. Deb Strickland addressed impact fees. Jim Hannah suggests passive approach staying in the loop. Robert Adams suggests driving the loop. Continued to the next meeting. 12. For Possible Action - Discussion, deliberation, and possible decision to recommend BOCC approve of the following applicate, Brain Jacobs) to fill one of two Alternate Seats.
