PAHRUMP ARENA ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump NV 89048 February 12, 2026 7:00 p.m. / 19:00 1. Pledge of Allegiance and Call to Order. Robert called meeting to order at 7:00 p.m. 2. Roll Call. Robert Tibbits, Darius Mann, Tawny Wald, Scot Tibbits, Kamal Mann, Peugh, Aliyah Mann, Michelle Chappel, Christina Cothery, Shawna Krebs, Maryan Hollis, T Pitman. 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item. (First). None. 4. Approval of the Agenda for February 12, 2026. Darius makes a motion to approve, Kamal seconds, No discussion no public comment, 5-0 5. For Possible Action – Discussion and deliberation of the Minutes of the Pahrump Arena Advisory Committee meeting on January 22, 2026. During Public Comment, under item Mayan Hollis spoke, stating her disagreement with the minutes as written. Citing that in her opinion, they are incorrect as written, and have offered a detailed list in writing, which she provided. Tawny asked if it was required that they respond to that, or make adjustments, as the rest of the board witnessed the minutes as written. Board consensus was no. Darius makes a motion to approve as written, Scot seconds, 5-0 6. Announcements (First) Barrel Race Frugal Horseman February 28, 2026, Nevada Western Heritage Foundation (NWHF) Ranch Horse March 8, 2026, Circus March 12, 2026, Panels are Down. ---PAGE BREAK--- PAHRUMP ARENA ADVISORY COMMITTEE MEETING MINUTES ITEM # SUBJECT February 12, 2026 7. Liaison/ Nye County Staff/ Town of Pahrump Staff Comments (This item limited to announcements/ topics/ issues proposed for future workshops or agendas). Nothing. None were in attendance. 8. For Possible Action – Discussion and deliberation regarding arena reservations and follow up on existing reservations. Darius says Jimmy told him in conversation that he liked the condition that H.S. Rodeo left the grounds in. Fall Fest brought in roughly $31,700.00 total of that, Fall Fest Rodeo brought in $9,862.00. Frugal Horseman Arena Reservation Request for February 28, 2026, Darius Motions, Tawny seconds. 5-0 9. For Possible Action – Discussion and deliberation regarding arena upgrades, repairs, and equipment purchases. None 10. For Possible Action – Discussion and deliberation regarding purchasing a tractor. Scot thinks we need to purchase one. Different Models discussed, Kamal discussed a possible Grant the town may be able to obtain, Darius has researched a used 5125 M and has found prices in the $130,000.00 range. With new tractor a new widow would also be needed, Darius says he would prefer if Jimmy were present for this discussion, Tawny requests that the item be tabled until Jimmy or other liaison/staff present & more info available about what funds will be required to move to the Fairgrounds, if needed, prior to making a large equipment purchase. Item tabled. 11. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). Meeting on February 26, 2026, at 7:00 pm to discuss possible fairground arena designs, and clarify location. Reviewing and voting on any submitted applications. Seating Alternates. Scot discussed concerns about loading dock, unsafe to use without repair. Darius discussed possible mobile dock options. Tawny asked to limit further discussion until it is added as an agenda item. To be added on agenda for March 12, 2026. March 12, 2026, agenda items to be added: Small Arena Gate Repair or replace into stripping chute, Roughstock sliders repair or replace, Outgate on small arena needs dugout Leaning, possibly needs repaired, Loading Dock Repair or Replace, Bring back agenda item 10.
