PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES January 19, 2022 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on January 19, 2022 at 6:30pm at the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order. The pledge was recited at 6:30 PM 2. Roll Call Members Present: Chair Helen W. Schneider, Vice-Chair Vanessa Simmons, ABSENT, Secretary Bonnie Darrell, and David Harris, Pamela Hiler, Brian Hayes, Mark Broedling, Commissioner Donna Cox, ABSENT, Town of Pahrump: Courtney Kenney. Advisor: Jimmy Martinez. Guests: Dorothy Van Zuilen PVSA President, William Gonsalvas Pickleball Advocate, Kay Gonsalves Pickleball Advocate, Helen Mullings Pickleball Advocate, William Simpson Red Ride Schutzhund, Mark Cochran Table Pahrump Tennis Advocate, Amy Carlson Pahrump Jr. Trojans Soccer, Richard Swingle PVLL. 3. Approval of the Agenda for January 19, 2022. Pam Hiler motioned to approve the agenda as written, Mark Broedling 2nd the motion. Approved 5-0. 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) None. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Helen Mullings, Pahrump Pickleball Advocate, spoke on behalf of the group she was with. Her concerns are that there are no dedicated Pickleball Courts in Pahrump. There are many people who would like to participate. She passed out a handout regarding Pickleball, it’s health benefits for all ages, and ease of play, please see attached. Helen Schneider commented that we have talked about having Pickleball courts in Phase 2 of Kellogg Park. Jimmy Martinez stated that we do have two marked Pickleball Courts at Petrack Park, but no nets to play. Also, new courts are expensive. Mark Cochran spoke about the need for an indoor Table Tennis area. He is looking for an area to play and have games. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of November 17, 2021. Pam Hiler made the motion to accept the minutes with this correction, Bonnie Darrell 2nd the motion. Announcements (first) Courtney Kenney mentioned that the forms for field allocations must have all the information filled out. The number of participants is being left off. The Committee makes decisions about field allocations based on the number of participants first. 8. For Possible Action – Discussion and deliberation to accept the applications to the Pahrump Park and Recreation Advisory Committee, due to two expiring terms. The applicants are; David Harris and Helen Schneider. Pamela Hiler made a motion to accept the applications of David Harris and Helen Schneider, Bonnie Darrell 2nd the motion. Helen Schneider abstained in the voting. Motion passed 4-0 to accept the applicants. 9. For Possible Action – Discussion and deliberation to elect the Chair, Vice-Chair, and Secretary positions for the Pahrump Park and Recreation Advisory Committee. Pamela Hiler made a motion to nominate Helen Schneider to be the Chair of the PPRAC, Mark Broedling 2nd the motion. Motion passed 4-0. (Helen Schneider abstained) Pamela Hiler made a motion to nominate Vanessa Simmons to be the Vice-Chair of the PPRAC, Bonnie Darrell 2nd the motion. Motion passed 5-0. Pamela Hiler made a motion to nominate Bonnie Darrell to be the Secretary of the PPRAC, Helen Schneider 2nd the motion, motion passed 4-0. (Bonnie Darrell abstained) Alternates will be Brian Hayes and David Harris. 10. For Possible Action – Discussion and deliberation of any Park Reservation Requests. Courtney Kenney spoke about the requests for upcoming events Petrack Park. Chili Cook Off March 25-27, Music Festival March 31 - April 3, A Circus in May, possibly the first Saturday (still waiting on approval) and Adventure Rider Rally April 23 sponsored by the Bearded Lady - A Rally. 11. For Possible Action – Discussion and deliberation of the field allocation requests for Spring of 2022. We received seven reservation requests for field allocations. Pahrump Jr. Trojans Soccer Club application did not need to be modified. Pahrump Valley Little League did not need to be modified. The other requests overlapped with each other. Girls of Troy Softball modified their request to Simpkins Park from Petrack. Pahrump Youth Soccer modified their request to one field from two fields. Pahrump Valley Adult Softball agreed to use B field at Petrack at 7:30 or 8PM instead of an earlier time. Pahrump Valley Obedience Club agreed to move from Petrack Park to Simpkins Park Outfield. Red Ridge Schutzhund Club agreed to move to Simpkins Park Infield instead of Outfield. Bonnie Darrell made a motion to accept the Field Allocation Requests with the Corrections made at our meeting. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Lake View Golf Course. After committee discussion – Public Discussion. Jimmy Martinez stated that the Golf Course is handled by a separate Management Company and this course does not fall under our jurisdiction. Dave Harris stated that he will be on a Neighborhood Committee, course is in his neighborhood, and will keep the PPRAC updated on the course during Public Comments. 13. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Jimmy Martinez spoke: Environmental study is complete, 619 pages. There are Grants out there. OHV Grant is moving forward, hopefully construction will begin soon. Waiting for a grant for the well and sewage system. This includes beginning the dirt track. Mark Broedling stated that the dirt track construction should begin within 90 days. Jimmy Martinez stated that the water tower would be moved over, and type 2 gravel will be used for the driveway and parking. 14. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. Jimmy Martinez spoke: Restrooms are open, and the dog park is usable but not officially open. Ribbon cutting ceremony has not been set. Benches and drinking fountains have been ordered and the parking lot is open. Walking Trails have started. Helen Schneider asked Jimmy Martinez about the building that Commissioner Donna Cox mentioned that was donated to the Town of Pahrump for the Parks Department. He stated that he has not heard anything about the donation. 15. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). After committee discussion – Public Discussion. Jimmy Martinez spoke about the parks: Ian Deutch – Still waiting on Skate Park resurfacing funding from the grant. Field One will be aerated, Field two will not be due to cost. Simpkins – Prepping for Spring Seasons Blosser – There is an issue with the fountain. It needs parts and they are on backorder. There is an issue with fencing. Dogs are going under the fences and escaping and running into the street. Probably looking at concrete curbing on the fence line. Petrack – Prepping for the Spring season. Pool is getting prepped. Flood Damage was $100,000 in repairs. Tennis Courts are complete. Mark Brodeling asked Jimmy Martinez if the Fire Extinguishers will be returned to the Club House at Ian Deutch before the season starts. None. 18. ADJOURNMENT The meeting adjourned at 7:42 PM. Bonnie Darrell made the motion, it was seconded by David Harris and approved 4-0.
