PAHRUMP ARENA ADVISORY COMMITTEE In accordance with Federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its Agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, religion, sex, gender identity (including gender expression), sexual orientation, disability, age, marital status, family/parental status, income derived from a public assistance program, political beliefs, or reprisal or retaliation for prior civil rights activity, in any program or activity conducted or funded by USDA (not all bases apply to all programs). Public Comment during the Committee Meeting on February 27, 2025, at 7:00 p.m. will be for all matters off the agenda and be limited to three minutes per person. Additionally, public comment of three minutes per person may be heard during individual action items. The Committee reserves the right to reduce the time or limit the total time allowed for public comment. The Committee may prohibit comment if the content of the comments is a topic that is not relevant to, or within the authority of, the Committee, or if the content of the comments is willfully disruptive of the meeting by being irrelevant, repetitious, slanderous, offensive, inflammatory, irrational, or amounting to personal attacks or interfering with the rights of other speakers. Pledge of Allegiance and Call to Order. Robert called the meeting to order at 7:00 p.m. 2. Roll Call. Robert Tibbits, Darius Mann, Michelle Chappel, Kamal Mann, Scot Tibbits, Tawny Wald, Annie LaHaye, Tina Mann, Aliyah Mann, Christy Cothery, Shane Chapman, Trish Phelps, Jimmy Martinez, and Courtney Kenney. 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 4. Approval of the Agenda for February 27, 2025. Darius motioned to approve. Kamal second. Passed 7-0. 5. Announcements (First). None. 6. Liaison/ Nye County Staff/ Town of Pahrump Staff Comments (This item limited to announcements/ topics/ issues proposed for future workshops or agendas). None. 7. For Possible Action - Discussion and deliberation of the production of Fall Fest Rodeo 2025. Darius motioned to accept the bid letter with the revision of rough stock to stock. The deadline for bids is March 25, 2025. Kamal second. Passed 7-0. Scot Motioned to accept the sponsorship letter with the addition of more detail as to what advertisements the sponsors will receive (I.E Facebook posts etc.) Darius second. Passed 7-0. Heads of departments for the rodeo are as follows: Arena Director – Robert Tibbits. Rodeo Secretary – Michelle Chappel. Security – Carrie Tibbits. Grand Entry – Annie LaHaye and Aliyah Mann. Hospitality – Tina Mann and possibly Shawna Krebs. Scot Tibbits asked that buckles be purchased well in advance as for them to be present at the rodeo. Tina Mann is going to get more information about T-shirts to be sold at the rodeo. There will be a playday for the Pahrump Arena Advisory Committee Saturday, September 20, 2025. 8.
