PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES October 27, 2021 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on October 27, 2021 at 6:30pm at the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order. The pledge was recited at 6:30 PM 2. Roll Call Members Present: Chair Helen W. Schneider, Vice-Chair Vanessa Simmons, Secretary Bonnie Darrell, Pamela Hiler and David Harris, Brian Harris, ABSENT, Commissioner Donna Cox, ABSENT, Town of Pahrump: Courtney Kenney, ABSENT. Advisor: Jimmy Martinez, ABSENT. Guests: None 3. Approval of the Agenda for October 27, 2021. Pamela Hiler motioned to approve the agenda as written, Vanessa Simmons 2nd the motion. Approved 5-0. 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Helen Schneider mentioned that there will be an ad in the paper for positions on the PPRAC Committee for 2022. Alternates must reapply each year, and two positions will be up, and the members must reapply. David Harris announced that the Culpepper & Merriweather Circus will be at Petrack Park on Monday May 3, 2022, possibly on field 3. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of August 18, 2021. Bonnie Darrell motioned to accept the minutes as written, Vanessa Simmons 2nd the motion. Approved 5-0. 7. Announcements (first) None. 8. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. No updates currently, still waiting on environmental study. 10. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. Parking lot complete, dog park complete, but not open at this time so the grass will take. Restroom is 90% complete, fixtures need to be installed. Committee looked at overhead photo of park. Walking trails still need landscaping installed. Discussion of donation of building from a friend of Donna Cox. Building is very large, size of Walmart. The person donating the building would like to be used for a community center and a satellite library. Could this be added to Kellogg Park? 11. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). After committee discussion – Public Discussion. Ian Deutch – PDOP was a successful event. All fall sports are halfway through the season. Still waiting for funds to be released to move forward with the skate park lights. An email was sent to request and update. Simpkins – Sports groups are using the field, and it is slowing down there for the winter. Blosser – There needs to be some work done with the fence. A report came in of small dogs going under the fence to get to the big dog side. Petrack – Two events this week, Dog show on Friday, Saturday, and Sunday. Trunk or treat. Tennis Courts should be resurfaced by the end of the week. All sports groups using the fields with no problems. 12. GENERAL PUBLIC COMMENT (second). None. 13. ANNOUNCEMENTS (second). No December Meeting. 14. ADJOURNMENT The meeting adjourned at 7:26. Vanessa Simmons made the motion, it was seconded by Pamela Hiler and approved 5-0.
