PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES Veterans Memorial Building 751 East Street, Pahrump, NV 89048 December 7, 2023 5:30 PM 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Jimmy Lewis, Ryan Williams, Charles Ballew, Brad Harris, Loyce Seastrunk. 3. Approval of the agenda for December 7, 2023. Loyce Seastrunk motioned to approve agenda. Brad Harris second. There was no opposition. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) There was no public comment. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of November 9, 2023. Ryan Williams motioned to approve the minutes, Brad Harris second. There was no opposition. 6. For Possible Action – Discussion and deliberation regarding either reviewing new committee member applications, promoting alternates to voting members of the OHV Advisory Committee, or retiring resigned members. Jimmy Lewis announced Skip Hadduck’s application. The committee discussed. Brad Harris motioned to approve his application and forward to the BOCC for review, Loyce Seastrunk second. There was no opposition. 7. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). ---PAGE BREAK--- PAHRUMP OHV PARK ADVISORY COMMITTEE MEETING MINUTES There was no comment – no staff present. 8. Announcements Jimmy Lewis announced that north and east fence poles are in place and work is actively being completed by the town / county. Additional dirt is being added to the sound barrier wall on the west side. On site erosion is minimal due to successful culvert installation. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. There was no comment – no staff present. 10. For Possible Action – Discussion and deliberation regarding Design and Operations Sub- Committees. Sub-Committees to provide a status on their respective areas. Jimmy Lewis and Ryan Williams shared notes from the Design sub-committee's meeting with Dal Shemp on 11/27 at the OHV Park site and the committee discussed those notes. The sub-committee proposed a 4 phase construction, with Phase 1 beginning as soon as possible, with additional phases to be completed subsequently. • Phase 1: Kids Track - 300x300 area in the NE corner with a temporary parking area. • Phase 2: Vet MX / UTV / ATV track in the SE corner • Phase 3: Motocross track in the SW corner • Phase 4: 4x4 skills area in NW corner The committee discussed that based on timeline of these phases and scope of work, additional NVOHV grant funding would not be requested for the January grant cycle. Brad Harris and Charles Ballew shared initial thoughts on operations, and the committee discussed equipment needed, general operational practices and a soft opening date. Jimmy motioned to approve the 4 Phase design plan, Loyce Seastrunk Second. There was no opposition. 11. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Ryan Williams motioned to set the next meeting for Thursday January 4th @ 5:30 in the Veterans Memorial Building. Brad Harris second.
