PAHRUMP ARENA ADVISORY COMMITTEE MEETING MINUTES In accordance with Federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its Agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, religion, sex, gender identity (including gender expression), sexual orientation, disability, age, marital status, family/parental status, income derived from a public assistance program, political beliefs, or reprisal or retaliation for prior civil rights activity, in any program or activity conducted or funded by USDA (not all bases apply to all programs). Public Comment during the Committee Meeting on March 13, 2025, at 7:00 p.m. will be for all matters off the agenda and be limited to three minutes per person. Additionally, public comment of three minutes per person may be heard during individual action items. The Committee reserves the right to reduce the time or limit the total time allowed for public comment. The Committee may prohibit comment if the content of the comments is a topic that is not relevant to, or within the authority of, the Committee, or if the content of the comments is willfully disruptive of the meeting by being irrelevant, repetitious, slanderous, offensive, inflammatory, irrational, or amounting to personal attacks or interfering with the rights of other speakers. Pledge of Allegiance and Call to Order. Robert called the meeting to order at 7:00 p.m. 2. Roll Call. Robert Tibbits, Darius Mann, Michelle Chappel, Scot Tibbits, Kamal Mann, Tawny Wald, Annie LaHaye, Christy Cothery, Tina Mann, Aliyah Mann, Peugh, Shane Chapman, Trish Phelps, Quinten Shepard, Jimmy Martinez, Courtney Kenney. 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 4. Approval of the Agenda for March 13, 2025. Darius Mann motioned to approve. Scot Tibbits second. Passed 7-0. 5. For Possible Action – Discussion and deliberation of Minutes of the Pahrump Arena Advisory Committee, meeting on February 13, 2025. Darius Mann motioned to approve. Kamal Mann second. Passed 7-0. 6. Announcements (First). Ranch show April 5, 2025. Barrel race April 11-13, 2025. 7. Liaison/ Nye County Staff/ Town of Pahrump Staff Comments (This item limited to announcements/ topics/ issues proposed for future workshops or agendas). None. 8. For Possible Action – Discussion and deliberation of arena reservations and follow up on existing reservations. Pahrump Open School Show reservation October 4, 2025. Darius Mann motioned to accept the reservation with the new form upon approval. Tawny Wald second. Passed 7-0. American Rodeo Mafia reservation December 4-14, 2025. Michelle Chappel motioned to tentatively accept the dates with the reservation and permits being finalized. Scot Tibbits second. Passed 7-0. Reservations pending finalization: High School rodeo and Legends Roughstock Series. The circus is pending finalization with the town. 9. For Possible Action – Discussion and deliberation of arena reservation form. Scot Tibbits motioned to accept the form. Darius Mann second. Passed 7-0. 10. For Possible Action – Discussion and deliberation Fall Fest Rodeo Committee updates. We have received a few bids. Bids are still open until March 25, 2025. For Possible Action - Discussion and deliberation regarding arena upgrades, repairs, and equipment purchases. Memorial banner to be updated. Jimmy is updating windows for announcer stand. Main gate for small arena needs to be adjusted. 12. For Discussion Only – Review citizen input on the quality of, and potential contribution of arena fill dirt. None. This item will be discussed at a future meeting. 13. For Possible Action- Discussion and Deliberation of status of purchasing of leveling equipment. None. Jimmy will follow up and provide status at a future meeting. 14. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). Town equipment policy was discussed as well as who is allowed to utilize and when/where. 15. GENERAL PUBLIC COMMENT (Three-minute time limit per person).
