PPRAC Minutes Page 1 September 16, 2020 Pursuant to NRS, a meeting of the Pahrump Park & Recreation Advisory Committee was held on September 16, 2020 at 6:30pm at the Chief Tecopa Cemetery Multipurpose Building, located at 751 S East St Pahrump, NV 89048. Chairman David Harris, Secretary Helen W. Schneider, Eugene Frank, and Vice-Chairman Vanessa Simmons. 1. Pledge of Allegiance The pledge was recited at 6:33pm. 2. Roll Call Members present David Harris, Vanessa Simmons – by phone, Eugene Frank (6:36) and. Helen Schneider. .Debra Strickland (Nye County Board Member) was in attendance. Guests: Jimmy Martinez, Bonnie Darrell, Bruce Downs, Brian Hayes, Pamela Hiller, Jaydee Webb, and Peter Nicostro. 3. Approval of the Agenda for September 16, 2020. Helen Schneider made a motion to accept the agenda. Vanessa Simmons seconded and the motion was approved 3-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Jaydee Webb thanked us for the card. He served 7 years on the board. Good luck Jaydee! 5. For Possible Action- Discussion and deliberation of minutes of the Pahrump Park & Recreation Advisory Committee meeting of August 19, 2020 and Special meeting September 2, 2020. September 19, 2020 minutes- added Jimmy Martinez in attendance as the only change in motion by Vanessa Simmons. Eugene Frank seconded the motion and approved 4-0. September 2, 2020 minutes the motion to approve as written by Vanessa Simmons. Helen Schneider seconded the motion and approved 4-0. 6. Announcements (first) Debra Strickland stated that on Tuesday the board of commissioners became aware the Executive Golf Course lost $130,000.00. $60,000.00 was sent in improvements this year. The golf course is thinking of added soccer ball golf. It may take two more years to see a profit. 7. Committee Comments. None. ---PAGE BREAK--- PPRAC Minutes Page 2 September 16, 2020 8. For Possible Action – Discussion and deliberation to accept the applications followed by the following: Brain Hayes, Bruce Downs, Pamela Harris, and Bonnie Darrell. All applicants introduced themselves. Current board members will notify the Nye County Commissioners of their feelings on the applicants. 9. Possible Action – Discussion and deliberation of any Park Reservation Requests. No new requests. Jimmy Martinez stated youth sports may start the end of October at the parks. 10. Possible Action- Discussion and deliberation of the Pahrump Park & Recreation Advisory Committee by-laws. David Harris made a motion to have the board look at a possible vote in the by-laws changes. Eugene Frank seconded the motion and was approved 4to 0. 11. Possible Action- Discussion and deliberation of Movies in the Park for 2020 No movies were cancelled this year. .Movie attendance was 150 to 300 people. The crowd is practicing social directing. Everyone seemed to like our choices in the movies. 12. Possible Action – Discussion and deliberation regarding July 4, 2021. Information packet will with be handed out at the next regular meeting. 13. Possible Action – Discussion and deliberation regarding the Fairgrounds. Purpose-To obtains development updates and current status and discusses fairground development progress. Tomorrow drainage bid will go out and take 60 days. Grant will pay for drainage and well at the fairgrounds. CBG grants include two county ones for lighting on the 8 multi-purpose fields and sewage treatment plant. OVA has 11 applications for 7 member board. Eugene Frank had some questions for Debra Strickland on the fairgrounds. Debra said the county was think about buying some of the fairground land from BLM Fireworks brings in $150,000.00 a year (more this year).‘ 14. For Possible Action – Discussion and deliberation regarding the Kellogg Park Development Project. Purpose – To obtain development updates and current status and discuss park development progress. Plans for Phase 1, and other park related subject matter. Jimmy Martinez reported septic systems and the restrooms paperwork is in the DA office. Eugene Frank made a motion for Jimmy Martinez to bring plans for Kellogg Park (trees, benches, etc.) to the next Pahrump Park & Recreation Meeting next month. David Harris seconded the motion and was approved 4 to 0. . 15. Possible Action – Discussion and deliberation regarding Ian Deutch, Petrack, Simikins, and Blosser parks, etc. Baseball and soccer are working it out so far. ---PAGE BREAK--- PPRAC Minutes Page 3 September 16, 2020 16. Possible Action – Discussion on future development of more parks in the Pahrump area and expanding any current parks. Any expansions are on hold. 17. General Public Comment (second). Question: have we thought about a splash pad with pop-up sprinklers at the park. Yes. Plus- Convid- 19 committee are trying to open the county up for sports. 18. Announcements (second). None. 19. ADJOURMENT Meeting adjourned at 7:35 pm. Eugene Frank made the motion. Motion seconded by Helen Schneider and approved 4-0. Our next regular meeting is October 21, 2020 at the Nye County Government Building at the Calvada Eye at 6:30pm. APPROVED this 2020. Chair
