PAHRUMP OFF HIGHWAY VEHICLE PARK ADVISORY COMMITTEE Veterans Memorial Building 751 East Street, Pahrump, NV 89048 June 5, 2025 5:30 p.m. 1. Pledge of Allegiance and Call to Order. The pledge was recited. 2. Roll Call. Loyce Seastrunk, Joe Toste, Jimmy Lewis, Brad Harris, Doug Martin. 3. Approval of the agenda for June 5, 2025. Brad Harris motioned to approve, Loyce Seastrunk second. 4. For Possible Action – Discussion and deliberation of minutes of the Pahrump Off Highway Vehicle Park Advisory Committee meeting of May 1, 2025. Loyce Seastrunk motioned to approve, Brad Harris second. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). Laurie McLaughlin mentioned that the previous ride day was a great success. 6. COMMITTEE COMMENTS (This item is limited to announcements, brief discussions of public comments, correction of factual inaccuracies, direction to staff, or topics proposed for future committee meetings. deliberation of topics not on the agenda is prohibited by the Nevada Open Meeting Law). Jimmy Lewis reported that the Nevada Off Highway Vehicle commission approved the grant request for $88,000.00 for Phase 3 construction to include the 8–12 acre UTV/ATV/Vet Motocross track. Jimmy Lewis summarized communication with GCW Engineering regarding Phase 2 engineering and grading plan, provisions for sound wall, and future electrical/water/drainage. Debra Strickland recommended a meeting between town personnel, Jimmy Lewis, and GCW Engineering. 7. For Possible Action – Discussion and deliberation to appoint the following advisory committee position: Secretary. Jimmy Lewis nominated Joe Toste, approved by all committee members in attendance. 8. For Possible Action – Discussion and deliberation regarding the budget, town/county staff to provide a status on how the budget has been spent and what we can expect moving forward. Stephanie Urga provided a Phase 1 update: shipping container has been procured. Approximately $3,000.00 left to be spent as soon as possible. Liaison/Nye County Staff/Town Staff Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Jimmy Martinez - Reported that the delivery of the shipping container has been delayed, but still in process. Debra Strickland advised she is waiting for Valley Electric to provide pricing for underground development that includes readiness of the water well to continue future track construction phases. 10. For Possible Action – Discussion and deliberation regarding how to accept donations to the project. NOTE: The committee does not have the authority to accept donations, only the commission can. Stephanie Urga will investigate further use of the Splash Pad project as an example. Debra Strickland suggested possibly creating a specific sponsorship fund for the Off Highway Vehicle Park, which is currently only set up for the Fairgrounds in general. 11. For Possible Action – Discussion and deliberation regarding the scheduling of the next youth track ride day. June 21, 2025, from 7:00 a.m. – 10:00 a.m. Jimmy Lewis motioned to approve, Brad Harris second. 12. For Possible Action – Discussion and deliberation regarding youth track maintenance/enhancements. June 20, 2025 proposed work session. Jimmy Lewis motioned to approve, Brad Harris second. 13. Announcements. There were no new announcements. 14. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Jimmy Lewis motioned to set the date and time of the next meeting to July 10, 2025, at 5:30 p.m. in the Veteran’s Memorial Building. Loyce Seastrunk second. 15. GENERAL PUBLIC COMMENT (Second). No public comment. 16. ADJOURNMENT. The meeting was adjourned.
