MARCH 12, 2019 Pursuant to NRS, a meeting of the Pahrump Public Land Advisory Committee was held at 6:00 PM, on March 12, 2019 at Bob Ruud Community Center, Room A, 150 N. Hwy 160, Pahrump, NV., 89060. 1. Pledge of Allegiance and Call to Order at 6:10 PM. 2. Roll call: Mike Zaman, Rick Tretter, Robert Adams, Jim Hannah (new member pending Town Board approval), Liaison Deb Strickland. Arnold (Nye Co. Public Information Officer). 3. Approval of the Agenda for March 12, 2019. Move to approve by Rick Tretter, 2nd by Mike Zaman, yes by all 4. GENERAL PUBLIC COMMENT: (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) None. 5. For Possible Action - Discussion and deliberation of Draft Minutes of the PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE, meeting of February 12, 2019. Move to approve by Rick Tretter, 2nd by Mike Zaman, yes by all. 10. For Discussion & Possible Decision - Ask BOCC acting as Pahrump Town Board to add a GET INVOLVED button to pahrumpnv.org frontpage listing Advisory Committees to make apparent how to get involved. This may increase citizen interest & participation. . Presentation made by Nye County Public Information Officer Arnold on new evolving Town and County webpages. Discussion followed how to make it easier for citizens to find how they can get involved in their government. No decisions made beyond work together. Arnold’s office is 1st door going in the Town/County office. 6. Announcements (First) Chili Cookoff, Earth Day. Wild West Extravaganza. Commissioner Strickland reported on last week’s official visit to DC. BLM may revive dropped RMP (Resource Mgmt. Plan) with RMF (Resource Mgmt. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/projects/agendas). Robert Adams stated law changes intended to make it easier to small county governments participate in federal Recreation and Public Purpose federal land acquisition, then suggested PLAC re-pursue Bell Vista Shooting Range. Jim Hannah reported progress gathering fence materials for South Side TH. 8. For Discussion & Possible Decision, Bylaws Change: II. PURPOSE A. To act in an advisory capacity to the Board of County Commissioners with regard to public land use within and adjacent to the Town of Pahrump. B. To make recommendations to the Board of County Commissioners with respect to issues relating to Federal, State, County and Township lands in and adjacent to the Town of Pahrump. ADJACENT in A and B replaced with SURROUNDING. Move to approve by Rick Tretter, 2nd by Mike Zaman, yes by all. 9. For Discussion & Possible Decision - Ask Nye BOCC permission and guidance for PLAC to work with Armagosa Town Board and Armagosa Valley public lands groups, and Clark County government and groups on management of public land and development of recreational opportunities in and surrounding the Pahrump Valley. Change NYE BOCC to PAHRUMP TOWN BOARD and delete GUIDANCE. Move to approve by Rick Tretter, 2nd by Mike Zaman, yes by all. 11. For Discussion Only - Las Vegas Loop Trail. Asked in discussion was why the trail designations. The reason is to designation routes now before expected ACEC (Areas of Limited Environmental Concern) designations the will limit travel to designated routes. 12. GENERAL PUBLIC COMMENT (Second) 13.
