PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES January 20, 2021 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on January 20, 2021 at 6:30pm at the Bob Rudd Community Center. Chairman David Harris, Secretary Helen W. Schneider, Vice-Chairman Vanessa Simmons, Brian Hayes, Eugene Frank. Commissioner Debra Strickland, Alternates Pamela Hiler and Bonnie Darrell 1. Pledge of Allegiance The Pledge was recited at 6:30pm. 2. Roll Call Members Present: Chairman David Harris, Secretary Helen W. Schneider, Vice-Chairman Vanessa Simmons, Brian Hayes, Alternates Pamela Hiler and Bonnie Darrell. Absent: Eugene Frank, Commissioner Debra Strickland. Town of Pahrump: Courtney Kenney. Advisor: Jimmy Martinez Guests: Bruce Downs, Diane Roberts, Jeanie Tucker, David Rivisto, Amy Carlson, Samuel Charles, Chris Fried, Richard Swingle, and Peter Nicastro. 3. Approval of the Agenda for January 20, 2021. Pamela Hiler made a motion to accept the agenda. Vanessa Simmons seconded, and the motion was approved 4-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation to accept applications and appoint positions to the Pahrump Parks and Recreation Advisory Committee, due to two expiring terms and three vacancy(s). The applicant(s) are; Bonnie Darrell, Bruce Downs, David Engel, Eugene Frank, Brian Hayes, Pamela Hiler, and Vanessa Simmons. David Harris requested to be an alternate in the future. Vanessa Simmons nominated Helen W. Schneider for Chairman. Brian Hayes 2nd the nomination. Approved 4-0. Helen W. Schneider nominated Vanessa Simmons for the Vice-Chairman. David Harris 2nd. Approved 4-0. Helen nominated Bonnie Darrell as Secretary. David Harris 2nd. Approved 4-0. Helen Nominated Brian Hayes and Pamela Hiler to fill the remaining Board positions. Vanessa 2nd. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee meeting of October 21, 2020. Pam Hiler made a motion to accept the minutes as written. Dave Harris seconded the motion and approved 5-0. 7. Announcements (first) None. 8. For Possible Action – Discussion and deliberation of field allocations for spring 2021. There were numerous requests for use of all available fields for spring of 2021. Discussion was held, results and field allocations were tabled until the February meeting. 9. For Possible Action – Discussion and deliberation of the Pahrump Park and Recreation Advisory Committee By-Laws. New members were added to the committee during the January meeting. It was suggested that they take the by-laws home to become familiar with them. Vote will take place in February. 10. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Jimmy Martinez made the announcement that Michelle had left her position. We will now have Courtney Kenney as our New Town Administrative Coordinator. 11. For Possible Action – Discussion and deliberation regarding July 4, 2021. After committee discussion – Public discussion. Pamela Hiler has joined Helen Schneider on the committee, they have not met yet. They will meet and create a form for us to fill out and return in March. Discussion of possible “Old Fashioned Fourth of July” at Petrack Park. 12. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public discussion. Jimmy Martinez reported that the grading is 60% complete as of this meeting. Middle of February for the completion of grading for the detention basin. 13. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. Plans for Phase 1a, and other park related subject matter. Jimmy Martinez reported that curbing bids have come in. Surveying has begun. The Restrooms and Septic System is out for bid, with a January 27 closing date. He currently has several bids. 14. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). After committee discussion – Public discussion. Ian Deutch – Wild Horses are leaving deposits, should there be gates installed at the fields. Simkins - Wild Horses are leaving deposits, should there be gates installed at the fields. Blosser – Has new Port-A-Potty. Public is grateful. 15. For Possible Action – Discussion and deliberation of Movies in the Park for 2021. Begin gathering materials, look at this more in depth in February. Use a variety of Genres. Non-Profits to man the snack bar. 10 weeks long over the summer. 16. General Public Comment (second). None. 17. Announcements (second). None. 18. ADJOURN Meeting adjourned at 7:30 pm. Vanessa Simmons made the motion. Motion seconded by Pam Hiler and approved 5-0. Our next regular meeting is February 17, 2021 at 6:30 PM location to be determined. APPROVED this 2017. Chair
