1 TOWN OF PAHRUMP RESOLUTION NO. 2020-10 2 A RESOLUTION CREATING THE TOWN OF PAHRUMP OFF HIGHWAY VEHICLE PARK ADVISORY COMMITTEE 3 4 WHEREAS, the Nye County Board of County Commissioners, sitting as the governing board for 5 the Town of Pahrump is responsible for protecting the health, welfare and safety of the citizens of the 6 unincorporated Town of Pahrurnp; and 7 WHEREAS, Town of Pahrurnp Proclamation P2020-01 Designating the Town of Pahrurnp as an 8 Off-Highway Vehicle (OHV) Friendly Community; and 9 WHEREAS, The Town of Pahrurnp was awarded grant funding to construct and operate an OHV 10 Park for community and guest use; and 11 WHEREAS, the OHV Park will require community participation of the construction and 12 operation of the OHV Park; and 13 WHEREAS, it is the desire of the Nye County Board of County Commissioners, sitting as the 14 governing board for the Town of Pahrurnp to create and oversee the establishment and conduct of such 15 an Advisory Committee. 16 NOW, THEREFORE, this board hereby resolves as follows: 17 1. That the Nye County Board of County Commissioners, sitting as the governing board for 18 the Town of Pahrump hereby specifically create an advisory committee to be known as 19 the Town of Pahrurnp Off Highway Vehicle (OHV) Park Advisory Committee; and 20 2. That the purpose of the OHV Park Advisory Committee is as follows: 21 a. To act in an advisory capacity to the Board of County Commissioners with regard 22 to the Pahrump OHV Park facilities within the Town of Pahrump. 23 b. To make recommendations to the Board of County Commissioners with respect to, 24 the operation of and improvement to the Pahrurnp Public OHV Park within the 25 Town of Pahrurnp. Operating the Pahrump OHV Park under supervision and in cooperation with Nye 2 County Facilities Department and Pahrurnp Buildings and Grounds Department 3 following all applicable laws, rules, and policies; and 4 3. That the duties, responsibilities and by-laws of this Advisory Committee shall be 5 determined by the Nyc County Board of County Commissioners, sitting as the governing 6 board for the Town of Pahrurnp upon its creation; and 7 4. The Nyc County Board of County Commissioners, sitting as the governing board for the 8 Town of Pahruinp take all necessary steps to make appointments to this Advisory 9 Committee which reflect the community-wide interest and scope of OHV sport and 10 recreation including but not limited to all ages of riders and parents of minors on all 11 terrain vehicles, all-terrain dune buggies, snowmobiles, and any motor 12 vehicle used on public lands for the purpose of recreation; and 13 5. The number of active committee members shall seven with two alternates; and 14 The Nyc County Board of County Commissioners, sitting as the governing board for the Town of 15 Pahrurnp must approve Advisory Committee bylaws and changes thereof.
