NYE COUNTY AGENDA INFORMATION FORM Action Presentation Presentation & Action Department: Nye BOCC Agenda Date: 08/15/2023 Category: Regular Agenda Item Contact: Robert Adams Phone: [PHONE REDACTED] Continued from meeting of: Return to: Location: Pahrump Public Land AC Phone: Action requested: (Include what, with whom, when, where, why, how much and terms) The Pahrump Public Land Advisory Committee askes Nye County work with the unincorporated towns of Pahrump, Beatty, Tonopah, and Amargosa, BLM’s Pahrump Field Office, the Pahrump Tourism Advisory Committee, offroad groups and organizations, and other stakeholders to establish a backbone network of unmaintained ROWs and MCRs to connect Pahrump and Beatty as the southern leg of the Battleborn Offroad Trail connecting Pahrump to Tonopah and beyond. The cost of the ROW application process is less than $1,000. Trail markings grant funded. Work done by volunteers. . Complete description of requested action: (Include, if applicable, background, impact, long-term commitment, existing county policy, future goals, obtained by competitive bid, accountability measures) Travel by OHV between Pahrump and Beatty can now be done over existing trails. But community to community connectivity by offroad travel would be ended by the giant footprints of proposed solar projects. PPLAC (Pahrump Public Land Advisory Committee) meetings with Commissioner Strickland, NCPW Director Bolling, and BLM PFO Manager Pay determined that Non-maintained County ROWs is the best way to designate OHV routes. Designation of OHV routes as unmaintained ROWs has been BLM’s consistent recommendation going on 3 years. Phase 1 of the Pahrump-Beatty Offroad Adventure Trail connecting downtown Pahrump to public land north of Roadrunner Road was approved by BOCC August 18, 2020. Markings were funded in 2021 by a federal RTP (Recreational Trails Program) grant. Progress stalled when we learned 1.35-mile of the 17-mile approved route is on a private easement we don’t have permission to use. An optional route is a 5.2-mile detour over proven sustainable existing trails on public land. Designation of existing trails as unmaintained ROW is needed to mark the detour. Phase 1 is a priority because grant funding will expire at the end of this year. Phase 2 connects SR160 & Roadrunner Road through to Amargosa Junction over existing trails. Phase 3 goes on to Beatty, but the scope of this item stops at BLM’s Southern District boundary. Beatty is working with BLM’s Tonopah Field Office to complete the trail into Beatty, Gold Point, Goldfield, and Tonopah. Presentations were made to the Esmeralda BOCC, the Beatty Town Board, Pahrump’s Tourism Advisory Committee, and the Nevada Silver Trails Tourism Territory followed by discussion, deliberation, and decision to endorse the route designations.
