I was involved in PermaCulture during the five years I lived up in Reno area before moving down to Pahrump in 2014. Living in California impressed me with the challenges posed by a growing population on declining resources that Pahrump is now facing. I served on an advisory committee similar to PEMAC while living in the Bay Area. I am also on the Advisory Board to the U.S. Nuclear Energy Foundation a 501 based in Sparks. USNEF has been lobbying for completion of studies to ascertain the safety of DOE's long-planned repository for spent nuclear fuels (SNF's) under Yucca Mountain, and then moving ahead with that project assuming that no flaws are revealed in the final assessment. USNEF strives to counter the NIMBY hysteria against Yucca by explaining how much infrastructure, particularly in the neglected areas of transportation and water, could be financed as a mitigation measure by the federal government with economic stimulus now so desperately needed by Nevada. The Nevada Open Meeting Law, NRS Chapter 241, declares legislative intent that all public bodies (including Boards) exist to aid in the conduct of the people's business and that it is the intent of the law that the member who takes action in violation Open Meeting law, with knowledge of the violation, is guilty of a misdemeanor and may be prosecuted. Wrongful exclusion of any person from a meeting of the public body is also a misdemeanor. Any time a majority of Board members gathers together in a place that has not been legally posted per Open Meeting law requirements, they cannot discuss or deliberate on an action. This does not preclude members from gathering together; it does require that they do not discuss and deliberate on County or area business.
