PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES November 30, 2021 Pursuant to NRS, a meeting of the Pahrump Public Lands Advisory Committee was held on November 30, 2021, at 5:30pm at the Board of County Commissioner’s Chambers. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 5:30pm. 2. Roll Call Members. Kathy Ujifusa excused absent. Present, Robert Adams, Jim Hannah, Mike Zaman, Rick Tretter. NC Commissioner Deb Strickland. BLM Nick Pay, Beth Ransel, Angelita Bulletts, Ryan Gallegher. Sign in sheet of 118 public participants. 3. Approval of the agenda for November 30, 2021. Jim Hannah asked we remove items 11 thru 14. 2nd by Rick Tretter. Yes, by all. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of November 09, 2021. Remove “excused absent” following Rick Tretter. Move to approve with noted change by Jim Hannah. 2nd by Rick Tretter. Yes, by all. 6. Announcements (first) Charter school meeting announced by Mike Zaman. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Robert Adams asked PPLAC consider remote attendance option. 8. Presentation – Report by BLM (Bureau of Land Management) on the status of proposed renewable energy projects located on lands managed by the BLM’s Pahrump and Las Vegas Field Offices. Presentation – by the proposed Rough Hat Solar project development team. Candela made team presentation following the backup material including program to see how the completed project will look available at rh2.truescape.com/#/viewpoint?name=superior-ln . Candela reps will be at the golf course tomorrow 10 to 3 for questions and comments. Public Comment all opposed the project. Most concerns voiced are the degradation of the quality of life by visual resource degradation, increased dust, loss of access to natural places on nearby public land, higher summer temperatures, and lower home values. 10. For Possible Action – Discussion, deliberation, and possible decision to make recommendations regarding solar project planning parameters and the proposed Rough Hat Nye Solar project in Pahrump. Rick Tretter moved not to support the Rough Hat project. 2nd by Jim Hannah. Commissioner Strickland asked we amend the motion to Staff writing a letter summing up PLAC actions. Amendment accepted. Yes, by all. 11. For Possible Action – Discussion, deliberation, and possible decision to design a Pahrump Public Lands Advisory Committee social media page by Kathy Ujifusa. Continued to next meeting. 12. Presentation – Report by Debra Strickland and possible discussion on the County public shooting range at Higley and Mesquite. Continued to next meeting. 13. Presentation – Discussion of achievement of 2021 Public Lands Advisory Committee goals/objectives. Continued to next meeting. 14. Presentation – Discussion of 2022 Public Lands Advisory Committee goals/objectives. Continued to next meeting. 15. For Possible Action – Discussion, deliberation, and possible decision to set time and place for next meeting. Jim Hannah moved PPLAC meet Dec. 14 at 5pm. 2nd by Rick Tretter. Yes, by all. 16.
