PAAC Minutes August 13, 2020 Pursuant to NRS, a meeting of the Pahrump Arena Advisory Committee was held on June 11, 2020, at 7:00 PM at the Chief Tecopa Cemetery, Multipurpose Building, located at 751 S East St Pahrump, NV 89048. 1. Pledge of Allegiance and Call to Order. 7:00 Pm called to order by Robert, Pledge spoken. 2. Roll Call Jimmy M, Mike H, Michelle C, Commissioner Debra Stickland, Bob Adams, Kamal M, Robert T, Scot T, Darius M, Cody C, Loyce S. 3. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) None 4. Approval of the Agenda for August 13, 2020. Scot made a motion that number 7 be remove “about Pahrump Fair Grounds” highlighted, Cody second, all in favor. 5. For Possible Action - Discussion and deliberation of Minutes of the Pahrump Arena Advisory Committee, meeting of June 11, 2020. No meeting July 9, 2020 Scot made a motion to approve minutes, Darius second. All in favor. 6. Announcements (First) PVRR this weekend, NWHF next weekend. 7. Presentation for Tim Bohannon from Harness racing commission about Pahrump Fair Grounds Tim was not available and sent a representative (Mike Hyde email [EMAIL REDACTED]), Tim, Mike and their organization would like to work with the Town and County to get together arena and other items needed for horse racing and TV network. Mike said their events have several hundred horses and events and would need possible hundreds of acres of land. Once Mike Hyde was done with presentation, Commissioner Strickland let him know that due to the land lease agreement with BLM it was unable to sublease/sell land and he would need to look for other land options. 8. For Possible Action – Discussion and deliberation of Arena Reservations. NWHF practice for August 22. Scot made a motion to approve dates, Darius second, all in favor Dates Approved. Robert asked for dates Feb 19-21, 2021 for High School Jr high rodeo dates on ---PAGE BREAK--- PAHRUMP ARENA ADVISORY COMMITTEE AGENDA MINUTES ITEM # SUBJECT August 13, 2020 ITEM NO 8 CONTINUED: the 2021 calendar penciled in and will need approved later once forms are sent into Michelle B with the Town. 9. For Possible Action – Discussion and deliberation regarding arena fixes. Robert asked about tripods. Jimmy said in office and will put in the Crows nest. Scot asked about gate by the alley way needs to be lowered, Michelle will be texting Jimmy to fix. Commissioner Strickland said that Manager Tim Sutton is looking into purchasing land west of arena. PAAC need to do a walk around to check out everything, it has not been awhile. 10. For Possible Action – Discussion and deliberation of purchase of a Black Widow arena groomer or different brand depending on PAAC decision. Cody talked to Curt with Black Widow for a new Black widow est $7,000.00. And can be adding on a California order to reduce freight. Loyce will get with Curt and get an official quote and get to Jimmy for purchase. Kyser will create a hard pan and is slow and complicated to use. Ground hog is ok for a backup but not as preferred as the Black Widow. Michelle would like to make a motion to order a new widow Scot second. All in favor 11. For Possible Action – Discussion and deliberation of purchase of fill dirt to build arena floor back up for proper drainage and usage. PAAC still looking for better options 12. For Possible Action – Discussion and deliberation of By-laws, fee schedule and arena policies. Scot would like to make a recommendation to adjust By laws III, E to read correctly. Commissioner Strickland will get with legal to correct issue. Cody second, all in favor. Due to power outage table the rest till next month. 13.
