Pahrump Public Land Advisory Committee April 11, 2023 DRAFT MINUTES Pursuant to NRS, a meeƟng of the Pahrump Public Lands Advisory Committee was held on April 11, 2023, at 5:00pm at the Pahrump Nye County Commissioner’s Chambers 1. Pledge of Allegiance and Call to Order. 5pm 2. Roll Call. Robert Adams, Rick Tretter, Mike Zaman, Jim Hannah, Commissioner Strickland. Frank Slaghuis, BLM PFO temp Manager Joe Barr. 3. Approval of the agenda for April 11, 2023 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First) 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of March 14, 2023. Jim Hannah moved to approve. 2nd by Rick Tretter. Yes by all. 6. Announcements (First). April 22nd Earth Day events in Pahrump & Beatty. USFS Lovell Cyn. Cleanup. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas). Robert Adams stated BLM revival of VRM posted in the Federal Register and Tourism’s Rural Roundup in Mesquite this week. Reopened at request of Jim Hannah for offroad route designation workshop. 8. For Discussion. Report of the NACO Western Conference by Commissioner Strickland. Next month. Moved to the next meeting. 9. For Possible Action – Discussion, deliberation, and possible decision regarding mustang/burro fencing. Commissioner reported working with BLM, NCPW, NDOT, & NDOW. Moved next meeting. 10. For Possible Action – Discussion, deliberation, and possibly set date for guzzler repairs. Robert Adams moved we meet May 10th at 8 am at the Carpenter Cyn. Rd. BLM fire station. 2nd by Jim Hannah. Yes by all. 11. For Discussion - Shooting range progress report by Commission Strickland. For Possible Action – Discussion, deliberation, and possible decision to ask Nye County enter into MOU with the BLM to designate certain routes for the Pahrump-Beatty Offroad Adventure Trail. RA RT RA work with Megan to write draft including Joe Barr’s comments. Robert Adams moved he work with NCNR Megan to write a MOU with the BLM to mark certain OHV routes to bring back to PLAC. Motion amended by Jim Hannah to include BLM PFO temporary Manager comment we pursue ROW’s. Hold a MOU v. ROW workshop. Yes by all. 13. For Possible Action – Discussion, deliberation, and possible decision for PPLAC participation in Pahrump’s Earth Day participation April 22, 2023. Lack of motion 14. For Possible Action – Discussion, deliberation, and possible decision to comment on the Avi Kwa monument designation. Lack of motion. 15.
