PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES April 20, 2022 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on April 20, 2022, at 6:30pm at the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order. The Pledge of Allegiance was recited at 6:40 PM 2. Roll Call Members Present: Chair Vanessa Simmons, Mark Broedling, Dave Harris. Town Representative: Jimmy Martinez. Guests: Paula Ayers (Desert Haven Animal Society), Kristina Keenan (Brian’s Passion), Julaine Carlson (Brian’s Passion), Carmen Murzyn (Sleep in Heavenly Peace), and Helen Schneider. Absent: Vice Chair Pamela Hiler, Secretary Bonnie Darrell, Member Brian Hayes, Commissioner Donna Cox Town of Pahrump representative. 3. Approval of the Agenda for April 20, 2022. Dave Harris made a motion to approve the agenda for April 20, 2022, as written. Mark Broedling seconded the motion. Approved 3-0 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) No comments made by committee members. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Helen Schneider discussed the future development of Kellogg Park in regard to location of the gazebo and playground equipment, etc. She said the Parks and Recreation Board should be involved in the decision process. Also, she mentioned the possibility of applying for grant money so playground equipment could be accessed by children with disabilities throughout our park system. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of March 16, 2022. Mark Broedling made a motion to accept the minutes of the Parks and Recreation Advisory Committee meeting of March 16, 2022 as written. Vanessa Simmons seconded the motion. Vote 3-0 7. For Possible Action – Discussion and deliberation of Major Event Park Reservation Requests. Major events taking place in Petrack Park during the month of May will be the Culpepper & Merriweather Circus on May 3rd, the Wild West Extravaganza on May 6th and 7th, Monster Truck Insanity event on May 6th and 7th in the rodeo grounds. Dave Harris asked if the town had a no competing clause due to the fact there could be two circuses in town back-to-back. The town has no type of clause to prevent this from occurring. 9. For Possible Action – Discussion and deliberation of the selection of three non-profit organizations to run the snack bar during Movies in the Park for 2022. Sleep in Heavenly Peace is a non-profit organization who provides beds for children sleeping on the floor in Nye County. Brian’s Passion is a non-profit organization who helps individuals in assisted living locations with basic necessities to survive. Desert Haven Animal Shelter is a non-profit that is a non-kill animal shelter. Brian’s Passion was chosen by random draw to be the non-profit organization to operate the concession stand during this summer’s Movies in the Park. Desert Haven Animal Society was drawn as a backup to Brian’s Passion. 10. For Possible Action – Discussion and deliberation to accept the resignation of Bonnie Darrell. This item was tabled to next month’s agenda since the board had not seen written confirmation of the resignation. Mark Broedling made a motion to table this agenda item to next month’s agenda. Vanessa Simmons seconded the motion. Vote 3-0 11. For Possible Action – Discussion and deliberation to accept the applications to the Pahrump Parks and Recreation Advisory Committee, due to two vacancies. The applicants are; Dave Clasen and Loyce Seastrunk. The board will inform Brian Hayes by letter of his removal from this board by the Chair. This item was tabled to next month’s agenda since the number of vacancies was incorrect. Mark Broedling made a motion to table this agenda item to next month’s agenda. Vanessa Simmons seconded the motion. Vote 3-0 12. For Possible Action – Discussion and deliberation to select the active voting members and alternate positions to the Pahrump Park and Recreation Advisory Committee. Vanessa Simmons made a motion to table this agenda item to next month’s agenda. Mark Broedling seconded the motion. Vote 3-0 13. For Possible Action – Discussion and deliberation to elect the Secretary position for the Pahrump Parks and Recreation Advisory Committee. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Jimmy Martinez reported the County has received to put a second well in at the fairgrounds and will go out to bid in the near future. The launch site at the fairgrounds will be open to the public to shoot off fireworks Memorial Day weekend. Permits to use the launch site that money goes to be used to help develop the fairgrounds. 15. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. The fund to support the development of Kellogg Park is out of money by the month of April with new amount of money to be spend will be available the 1st of July. Looking at the possibility of putting in the double gate entrance into the main dog Park. The gazebo is in the engineering phase of development. The playground is at beginning stage of development due to the fact it was not part of original plan and is being moved up due to not building horseshoe pits. Addition of vegetation is in the future plans. A ribbon cutting ceremony is being planned to officially open the park. 16. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). After committee discussion – Public Discussion. The skate park at Ian Deutch is waiting for final grant approval to hopefully begin project next month. Increased costs for concrete and light poles could affect skate park project. The town is repairing vandalism damage that recently occurred at the park. Repair of Playground equipment is taking longer than expected due to the age of equipment - replacement parts are hard to locate. Simkins Park and the front landscape is being by wind and soil erosion. Problem with wild horses on turf caused by a neighbor letting the horses on the grass areas. Town has contacted BLM to help with the horses. Blosser Park concerns where the new trees are not doing well, use of park by non-dog owners, and aggressive dogs using the park. Petrack Park will have the swimming pool open this summer. Repairs to the pump room are being completed. Improvements to main building including air conditioning will be completed before summer. The pool will have a full staff this summer including lifeguards. The horseshoe pit is being expanded from 6 to 14 with hosting tournaments in mind. The horseshoe pits will meet ADA standards. The Calvada Eye is considered county property. 17. For Possible Action – Discussion and deliberation of Movies in the Park for 2022. After committee discussion – Public Discussion. Contracts will the company have been signed. Dates for movies to be assigned by the time of the next meeting. Helen Schneider from the Pahrump Valley Obedience Club is putting a request to move obedience class to move from Simkins to Petrack Park next month. Also requesting to use Bob Ruud Community Center four times in June. 19. ANNOUNCEMENTS (second). Dave Harris missed the last meeting of the Lakeview Golf Course Advisory Committee but will try to attend the next meeting. Vanessa Simmons will be out of town for the next meeting but will be available by phone. The next meeting of the Town of Pahrump Parks and Recreation Advisory Committee will be on Wednesday/May 18, 2022 at 6:30 pm in the Bob Ruud Community Center. 20. ADJOURNMENT Adjournment at 7:40PM.
