PAHRUMP PARK AND RECREATION ADVISORY COMMITTEE DRAFT MINUTES November 17, 2021 Pursuant to NRS, a meeting of the Pahrump Park and Recreation Advisory Committee was held on November 17, 2021 at 6:30pm at the Bob Ruud Community Center. 1. Pledge of Allegiance and Call to Order. The pledge was recited at 6:30 PM 2. Roll Call Members Present: Chair Helen W. Schneider, Vice-Chair Vanessa Simmons, Secretary Bonnie Darrell, and David Harris, Pamela Hiler, ABSENT, Brian Harris, ABSENT, Mark Broedling, ABSENT, Commissioner Donna Cox, ABSENT, Town of Pahrump: Courtney Kenney, ABSENT. Advisor: Jimmy Martinez, ABSENT. Guests: None 3. Approval of the Agenda for November 17, 2021. Vanessa Simmons motioned to approve the agenda as written, David Harris 2nd the motion. Approved 4-0. 4. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) Helen Schneider and David Harris turned in their application for the PPRAC Board. 5. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 6. For Possible Action – Discussion and deliberation of minutes of the Pahrump Park and Recreation Advisory Committee, meeting of October 27, 2021. Correction to the October 27, 2021, Minutes: Mark Broedling was absent. Bonnie Darrell made the motion to accept the minutes with this correction, David Harris 2nd the motion. Approved 4-0. 7. Announcements (first) Fast Cat Agility Test for Dogs will take place at Simpkins Park on November 27th at 8AM, sponsored by the Silver State Kennel Club. 8. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Lake View Golf Course. After committee discussion – Public Discussion. David Harris questioned if this is a Parks and Recreation property, or should they have their own board? Is there an oversight committee for the Management Company of the Golf Course? If Park & Rec is in charge, there should be a Management Company Rep at our meetings. Helen Schneider questioned if money cannot be made here should it be made into a park? If Management Company is failing, should we change companies? Vanessa Simmons questioned if there is a greens keeper? General Comments – Need a public course, short course, less expensive, good for community. 10. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of the Fairgrounds. After committee discussion – Public Discussion. Should the donated building go on this site? Should there be a separate Fairgrounds board? County Commissioners decide on new board – there will be sports fields and camping areas. A new board should have a member of the Arena Board, Off-Road Board, PPRAC, and Tourism Board. 11. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the development of Kellogg Park. After committee discussion – Public Discussion. Grass looks good at Dog Park. Helen Schneider is trying to call Donna Cox for dedication information. Still need fixtures in bathroom. When money becomes available, we need to make decisions about the next phase. Why isn’t VEA being held accountable for the money that they pledged? 12. For Possible Action – Discussion and deliberation regarding the progress and/or any updates on the other parks in Pahrump (Ian Deutch Memorial Park, Simkins Park and Blosser Park). After committee discussion – Public Discussion. Ian Deutch – Helen Schneider: Skate Park surface is very cracked, needs resurfacing. David Harris – Maintenance not high priority for parks, didn’t budget future money. Is there a depreciation schedule for Park Maintenance? Simpkins – Fast Cat Dog Agility Race next weekend. Blosser – Grass is too high. Why isn’t it being cut? Petrack – Pow Wow this weekend. 13. GENERAL PUBLIC COMMENT (second). None. 14. ANNOUNCEMENTS (second). Pahrump Valley Obedience Club had meeting to use field C at Petrack Park for March Dog Show. What is the fee for using fields per day? Pahrump Citizens amount? Vanessa Simmons made the motion, it was seconded by David Harris and approved 4-0. The next meeting is January 19, at 6:30 at the Bob Rudd Community Center. APPROVED this 2021. Chair
