PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE DRAFT MINUTES September 14, 2021 Pursuant to NRS, a meeting of the Pahrump Public Lands Advisory Committee was held on September 14, 2021, at 5:00pm at the Board of County Commissioner’s Chambers. 1. Pledge of Allegiance and Call to Order The meeting was called to order at 5:00pm. 2. Roll Call Roll Call: Mike Zaman, Jim Hannah, Rick Tretter, Robert Adams, Ryan Gallagher, Nicolas Pay. 3. Approval of the agenda for September 14, 2021. No call for changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of August 10, 2021. Move to approve by Jim Hannah. 2nd by Mike Zaman. Yes, by all. 6. Announcements (first) None. 7. Committee Comments (This item limited to announcements or topics/issues proposed for future workshops/agendas) None. 8. For Possible Action – Discussion, deliberation, and possible decision of Southside TH (Trail Head) plan and improvements and trail map continued from the July 13, 2021, meeting of the Pahrump Public Lands Advisory Committee, regarding the sharing of trials using the gpx files or the freely available RIDE COMMAND mapping app. Jim Hannah has material and volunteers to build a round pen. Ryan Gallagher suggests post and cable fencing. Trail mapping moved to RMP item. Presentation – Report by BLM addressing graffiti abatement on public land. Ranger Ryan Gallagher will report as needed. 11. For Possible Action – Discussion, deliberation, and possible decision for Stewardship of the OST (Old Spanish Trail) Jim Hannah to give report regarding mapping existing trails that are believed to be the OST, continued from the July 13, 2021, meeting of the Pahrump Public Lands Advisory Committee, referencing website Continued. 12. Presentation – Report on the progress of shooting range in vicinity of Irene and Oyster, progress presented by Debra Strickland. Continued. 13. Presentation – Report on the progress on Pahrump Public Lands Advisory Committee social media by Kathy Ujifusa. Continued. 14. Presentation – Report of progress of Westside Silver State Trail mapping by Robert Adams. Continued. 15. Presentation – How NSSF may help mitigate BLM required mitigation of Bell Vista informal shooting range hazardous waste pickup, continued from the July 13, 2021, meeting of the Pahrump Public Lands Advisory Committee. No discussion on NSSF. Discussion led by BLM PFO Manager Nick Pay the BLM considering building and operating a range there. 16. Presentation – Discussion of BLM statewide RMP (Resource Mgmt. Plan) by Robert Adams, referencing website in-development/nevada. Discussion led by Nick Pay and Robert Adams.
