PPRAC Minutes August 19, 2020 Page 1 Pursuant to NRS, a meeting of the Pahrump Parks & Recreation Advisory Committee was held on August 19, 2020 at 6:30 PM at the Chief Tecopa Cemetery Multipurpose Building, located at 751 S East St Pahrump, NV 89048. Chairman Michael Hyde, Secretary Helen W. Schneider, Eugene Frank, Vanessa Simmons, David Harris, and Brian Thompson. 1. Pledge of Allegiance The pledge was recited at 6:30pm. 2. Roll Call Members present David Harris, Michael Hyde, Vanessa Simmons, Eugene Frank and. Helen Schneider. Present: Debra Strickland (BOCC Liaison) Jimmy Martinez, TOP Representative. Absent: Brian Thompson, 3. Approval of the Agenda for August 19, 2020. Eugene Frank made a motion to accept the agenda. David Harris seconded, and the motion was approved 5-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action- Discussion and deliberation of minutes of the Pahrump Park & Recreation Advisory Committee meeting of February 19, 2020, May 7, 2020, June 17, 2020, June 24, 2020, July 15, 2020 and July 29, 2020. February 19, 2020 and May 7, 2020, minutes were already approved. June 17, 2020 was approved as change 6:30pm and Frank.by Eugene Frank. Seconded by Helen Schneider and approved 5-0. June 24, 2020 was motioned by Vanessa Simmons as written. David Harris seconded the motion and approved 5-0. July 15, 2020 Debra was not a presenter but was present. Vanessa Simmons made a motion to approve the minutes as corrected. David Harris seconded the motion and was approved 5-0. 6. For Possible Action – Discussion and deliberation to elect new 2020 board position for the Pahrump Parks and Recreation Advisory Committee due to a resignation. Election will be held at the Special Meeting September 2, 2020 by a motion from David Harris. Vanessa Simmons seconded the motion and approved 5 to 0. David Harris is on the board as of tonight motion made by Mike Hyde. Seconded by Vanessa Simmons and approved 5-0. 8. Committee Comments. None. 9. Possible Action – Discussion and deliberation of any Park Reservation Requests. No new requests. 10. Possible Action- Discussion and deliberation of the Pahrump Park & Recreation Advisory Committee by-laws. David Harris made a motion to have a Special Meeting September 2, 2020 to review and formalize the committee by-laws. Vanessa Simmons seconded the motion and was approved 4 to1. 11. Possible Action- Discussion and deliberation of Movies in the Park for 2020. No movies were cancelled this year. Movie attendance was 150 to 300 people. The crowd is practicing social directing. Everyone seemed to like our choices in the movies. 12. Possible Action – Discussion and deliberation regarding July 4, 2021. Information packet will be with the next regular meeting agenda. 13. Possible Action – Discussion and deliberation regarding the Fairgrounds. Purpose-To obtains development updates and current status and discusses fairground development progress. Advisory Board is being set-up for OHV. Valley Electric has not agreed to the Community Center at the fairgrounds. Fairground grants for lighting and wastewater are in the works for a Community Block Grants. Environment study must be done before anything can be constructed on the fairgrounds. ---PAGE BREAK--- PPRAC Minutes August 19, 2020 Page 3 14. For Possible Action – Discussion and deliberation regarding the Kellogg Park Development Project. Purpose – To obtain development updates and current status and discuss park development progress. Plans for Phase 1, and other park related subject matter. Jimmy Martinez reported septic systems bids are out. The restrooms have two companies bidding on them, no final decision yet. Phase 1a includes dog park with three areas. Dog Park is just south of the restrooms after the parking lot on the south side . 15. Possible Action – Discussion and deliberation regarding Ian Deutch, Petrack, Simkins, and Blosser parks, etc. Ian Deutch Park and Simkins Park are ready for fall sports. There have been three fires in the restrooms at Petrack Park. No pool opening this year. Lifeguards not available. 16. Possible Action – Discussion on future development of more parks in the Pahrump area and expanding any current parks. Daivd Harris, Mike Hyde and Jimmy Martinez are working on a 2-year and 5-year plan. Simkins Park was upgraded. New school Superintendent may be willing to let Pahrump use football and baseball fields 17. General Public Comment (second). None. 18. Announcements (second). Mike Hyde and Brian Thompson resigned from the Pahrump Parks & Recreation Advisory Committee. Good luck –Mike, Brian and your families! 19. ADJOURMENT Meeting adjourned at 8:01 pm. Eugene Frank made the motion and seconded by Helen Schneider and approved 5-0. Our next regular meeting is September 16, 2020 at the Chief Tecopa Cemetery, Multipurpose Building at 6:30pm.
