Public Comment during the Committee Meeting on November 14, 2024, at 5:00 p.m. will be for all matters off the agenda and be limited to three minutes per person. Additionally, public comment of three minutes per person may be heard during individual action items. The Committee reserves the right to reduce the time or limit the total time allowed for public comment. The Committee may prohibit comment if the content of the comments is a topic that is not relevant to, or within the authority of, the Committee, or if the content of the comments is willfully disruptive of the meeting by being irrelevant, repetitious, slanderous, offensive, inflammatory, irrational, or amounting to personal attacks or interfering with the rights of other speakers. Pledge of Allegiance and Call to Order. 1700. 2. Roll Call. Mike Zaman, Robert Adams, Jim Hannah, Frank Staghuis, Commissioner Deb Strickland, Tim Davidheiser, guests Nicole Underwood and Phillip Alexander. 3. Approval of the agenda for November 14, 2024. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of October 8, 2024. Jim Hannah moved to approve. Second by Frank Slaghuis. Yes by all. 6. Announcements (First). Commissioner Strickland announced a tour of the proposed Copper Rays solar generating facility with the developer next Wednesday meeting the developer at Hafen School at 1000. 7. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). Commissioner Strickland proposed Pahrump Public Lands Advisory Committee representative(s) participate in future Nye County Three on Thursday meetings to get projects moving forward. 8. For Possible Action – Discussion, deliberation, and possible decision regarding Bureau of Land Management’s proposed Copper Rays solar voltaic generating facility to report to Board of County Commissioners and to write personal comments. Robert Adams moved we make personal comments by November 19, 2024. Second by Mike Zaman. Phillip Alexander spoke about unaddressed asbestos concerns. Yes by all. 9. For Possible Action – Discussion, deliberation, and possible decision of the final draft of the Nye County Renewable Energy Bill. Following considerable discussion Jim Hannah moved there should be no new construction of utility level solar generation facilities within the boundaries of the Pahrump Regional Planning District. Second by Robert Adams. Phillip Alexander raised concerns of solar project developers working around that prohibition. Call for vote. For Discussion – Discuss the Bureau of Land Management’s Rough Hat Clark solar voltaic generation facility EIS (Environmental Impact Statement) for individual comments. Comment period December 2, 2024. Members and guests discussed the not sufficiently addressed utility solar generating facility issues, i.e., size, proximity to other generating facilities, and communities. Comment deadlines and how to comment were also discussed. 11. For Discussion – Discussion of the Larrea, Mosey, and Rock Valley solar voltaic projects being proposed for public lands in Clark and Nye counties for individual comments. Members and guests discussed not sufficiently addressed utility solar generating facility issues, i.e., size, proximity to other generating facilities and communities. Comment deadlines and how to comment were also discussed. 12. For Possible Action – Discussion, deliberation, and possible decision to modify and approve modification of Pahrump Public Lands Advisory Committee’s Board of County Commissioners agenda item recommending certain parcels be zoned as Open Space per NCC 3.12.010.B.2. as step one in the designation of a southside recreation management area to preserve our rural western quality of life including Pahrump’s viewscape and outdoors recreation opportunities. This is a continued discussion of item #12 on the September 10, 2024 meeting Agenda, and #13 on the October 8, 2024 meeting Agenda. Robert Adams moved we reduced the project to two parcels (045-641-01 & 045-411-17). Second by Frank Slaghuis. Yes by all. 13. For Possible Action – Discussion and deliberation to consider the following applicants to fill two alternate seats, and provide appointment recommendations to the Board of County Commissioners: Philip Alexander, Mitchel L. Peterson, Nicole Underwood. Frank Slaghuis moved we recommend Phillip Alexander and Nicole Underwood. Second by Jim Hannah. Yes by all. 14. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting. Frank Slaghuis moved we meet December 12, 2024. Second by Jim Hannah. Yes by all. 15.
