Page 1 January 6, 2021 Pursuant to NRS, a meeting of the Pahrump Park & Recreation Advisory Committee was held on October 21, 2020 at 6:30pm at the Nye County Commissioner Chambers, Pahrump, NV 89060. Chairman David Harris, Secretary Helen W. Schneider, Eugene Frank, and Vice-Chairman Vanessa Simmons. 1. Pledge of Allegiance The pledge was recited at 6:31pm. 2. Roll Call Members present David Harris, Vanessa Simmons, and. Helen Schneider. Guests: Jimmy Martinez, Bonnie Darrell, Brian Hayes, Pamela Hiller, and Peter Nicostro. Absent: Eugene Frank 3. Approval of the Agenda for October 21, 2020. Vanessa Simmons made a motion to accept the agenda. David Harris seconded and the motion was approved 3-0. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). None. 5. For Possible Action- Discussion and deliberation of minutes of the Pahrump Park & Recreation Advisory Committee meeting of September 16, 2020. Vanessa Simons made a motion to accept the minutes as written. Helen Schneider seconded the motion and approved 3-0. 6. Announcements (first) Letter from David Harris mentioned. 7. For Possible Action – Discussion and deliberation to accept the applications followed by the following: Brain Hayes, Bruce Downs, Pamela Harris, and Bonnie Darrell. Brain Hayes was nominated by Helen Schneider for the Pahrump Park & Recreation Advisory Committee. Motion was seconded by Vanessa Simmons and approved 3-0. Bonnie Darrell was nominated as alternate by Vanessa Simmons. Motion was seconded by Helen Schneider and approved 4-0. Pamela Hiler was nominated by Helen Schneider as an alternate. Seconded by Vanessa Simmons and approved 4-0. The Advisory Committee reviewed Vanessa Simmons and David Engel and recommend them to join the board in 2021. 8. Committee Comments. ---PAGE BREAK--- Page 2 January 6, 2021 Mike Hyde had called Larry Small and Randy Richy called back about the need for insurance to use the high school. Use possible track and tennis courts (pickle ball) at the high school. 9. Possible Action – Discussion and deliberation of meetings for November and December 2020. No meeting November and December! January 6, 2021 - Special Meeting on usage to the fields for Spring 2021 and regular meeting January 20, 2021 to finalize the Spring field usage. Vanessa Simmons Made the motion for the special meeting January 6, 2021. Motion was seconded by Bonnie Darrel and approved 5-0. Meeting places will be set as we know what buildings are available. 10. Possible Action – Discussion and deliberation of any Park Reservation Requests. No new requests. 11. Possible Action- Discussion and deliberation of the Pahrump Park & Recreation Advisory Committee by-laws. After discussing the changes, Vanessa will rewrite showing all the changes to the original by-laws. 12. Possible Action – Discussion and deliberation regarding July 4, 2021. Information packet will with be handed out at the meeting. Pamela Hiler has joined Helen Schneider on the committee. 13. Possible Action – Discussion and deliberation regarding the Fairgrounds. Purpose-To obtains development updates and current status and discusses fairground development progress. No report. ‘ 14. For Possible Action – Discussion and deliberation regarding the Kellogg Park Development Project. Purpose – To obtain development updates and current status and discuss park development progress. Plans for Phase 1, and other park related subject matter. Jimmy Martinez reported Las Vegas Patriot Company will do the restrooms, but must have water, which adds $300,000.00 to $350,000.00 to the Restroom total of $280,000.00. 80 areas at Kellogg Park, Phase la is only 30 areas. We looked at the blueprints for Phase la which includes horseshoe area, l ½ miles of walking trails, restrooms, parking lot, dog runs and landscaping. The is a grassy area for water pond for rainwater and sprinklers for dry months. . 15. Possible Action – Discussion and deliberation regarding Ian Deutch, Petrack, Simikins, and Blosser parks, etc. Ian Deutch – skate park held-up. Resufacing and lights should be done in April 2021. Simkins - Baseball and football are working it out so far. Petrack and Blosser have issues with homeless. Police will respond if called. 16. Possible Action – Discussion on future development of more parks in the Pahrump area and expanding any current parks. ---PAGE BREAK--- Page 3 January 6, 2021 Jimmy Martinez has plans for the parks. Example: Blosser needs restrooms, gravel driveway, playground equipment (northwest) pickle ball or tennis court (northeast), basketball court, and walking trail. Right now - Blosser is a dog park 17. General Public Comment (second). None. 18. Announcements (second). Pahrump Valley Dog Show the weekend at Petrack Park. November 1st weekend group is coming into town for their annual run. 19. ADJOURMENT Meeting adjourned at 7:53 pm. Vanessa Simmons made the motion. Motion seconded by Helen Schneider and approved 5-0. Special Meeting January 6, 2021 and our next regular meeting is January 20, 2021 location to be determine. APPROVED this 2020. Chair
