PAHRUMP OHV PARK ADVISORY COMMITTEE DRAFT MINUTES March 10, 2022 Pursuant to NRS, a meeting of the Pahrump OHV Park Advisory Committee was held on March 10, 2022 at 5:00pm in the Board of County Commissioners Chambers. 1. Pledge of Allegiance and Call to Order The pledge was recited, and the meeting was called to order at 5:00pm. 2. Roll Call Jimmy Tyler, Doug Powell, Erica Muxlow, Jimmy Lewis, Dal Shemp, Brad Harris, Deb Strickland, Bob Adams, Jimmy Martinez, and Tom Bolling. 3. Approval of the agenda for March 10, 2022. Erica Muxlow motioned to approve the agenda, Dal Shemp second. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person.) Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (first). Arnold introduced himself as the liaison for social media. He will be responsible for posting news, official announcements, and board activities for the OHV Committee on the Town of Pahrump Facebook page, any social media, and the Town of Pahrump website. Email is the best way to contact him. 5. For Possible Action – Discussion and deliberation of minutes of the Pahrump OHV Park Advisory Committee meeting of February 03, 2022. Erica Muxlow motioned to approve the minutes for February 3, 2022. Dal Shemp second. There was no opposition. 6. Announcements (first) Erica Muxlow announced that Matt Mattoon from the public has joined the Operations Committee as a non-committee member. The Operations Committee now includes Brad Harris, and Erica Muxlow. Dal Shemp apologized for an error regarding the ambulance requirement in a previous meeting and made the correction that an ambulance is not required to be on site during practice sessions. 7. Committee Comments. For Possible Action – Discussion and deliberation regarding promoting OHV Advisory Committee Alternates to voting members of the OHV Advisory Committee. Erica Muxlow motioned to promote Jimmy Tyler and Brad Harris from alternates to voting members. Dal Shemp second. There was no opposition. Arnold commented that the website is out of date, and we should work with Courtney Kenney to update it. Jimmy Lewis directed staff to advertise for the open positions on the committee so that we can review applicants at the next meeting. 9. For Possible Action – Discussion and deliberation to appoint the Vice Chair position of the Pahrump OHV Park Advisory Committee. Dal Shemp nominated Brad Harris as Vice Chair, Erica Muxlow second. Passed unanimously, and Brad Harris is now the Vice Chair. 10. For Possible Action – Discussion and deliberation regarding Advisory Board updates on their respective areas. Deb Strickland announced that water rights for the existing water well on the property has been approved by the Division of Water Resources. It still needs a pump. We also have water rights for a secondary well. Right now, the OHV Park will be using a water tower and Great Basin Water company. Tom Bolling stated that the survey is done and there are delineation stakes for the outline of the 40-acre square. 11. For Possible Action – Discussion and deliberation to approve the submission of a Surface Area Disturbance (SAD) permit to Public Works to the State of Nevada Department of Environmental Protection in the amount of $2000.00 for the initial fee with a $2000.00 maintenance fee per year thereafter. We did the legwork and filled out the paperwork for the state. All we need is the approval and permission from the committee to use the OHV Park budget for this and fund it out of the grant. We will have to bring another budget item on the operations budget moving forward. Dal Shemp motion to approve the permit, Doug Powell second. There was no opposition. 12. For Possible Action – Discussion and deliberation to fund the Surface Area Disturbance (SAD) permit from the 10340 grants. Erica Muxlow motioned to fund the permit from the 10340 grant, Dal Shemp second. There was no opposition. 13. Presentation – Jimmy Martinez to present bids on the perimeter fence project to the Pahrump OHV Park Advisory Committee. ---PAGE BREAK--- PAHRUMP OHV PARK ADVISORY COMMITTEE DRAFT MINUTES March 10, 2022 Jimmy Martinez presented the quotes for the chain-link, which was provided as backup. The fence is only T-post and can be easily stolen from the unmonitored site. For these reasons, Jimmy Martinez recommended that we consider fencing only the portion of the park that we are currently developing (instead of the entire 40 acres) to protect against theft. 14. For Possible Action – Discussion and deliberation regarding whether to spend our budget on purchasing either the fully-installed perimeter fence or purchasing the materials only. Jorge Jestes asked if the objective is to secure the border, or simply mark the border. Chain link on T-posts is not a secure option, and it is quite expensive. Three strands of barbed wire would be a more cost-effective solution if the intention is to mark the border. Deb Strickland confirmed with Bob Adams that the grant does not specify which materials must be used. We would have flexibility to choose another fencing option. Jimmy Lewis directed Tom Bolling, staff to investigate fencing options and we will discuss next month. 15. For Possible Action – Discussion and deliberation to set the operations budget for the OHV Park. Brad Harris will be making phone calls to research costs for other tracks or OHV parks. There is a significant amount of ambiguity around our operations, which creates a challenge for setting a budget. Erica Muxlow suggested that we look at what it would cost to operate for one day and consider all aspects of operations to get the price for a single day. Then, figure out how many days we can afford to operate. And finally, decide which days would be ideal to be open. Dal Shemp stated that we should have the Land subcommittee meet on site. We confirmed that the group must be limited to a maximum of 3 committee members so that we do not have quorum. 16. For Possible Action – Discussion and deliberation to set the date and time for the next meeting. Erica Muxlow motioned to set the next meeting to April 7th at 5pm, Doug Powell second. 17. General Public Comment (second). None. 18. Announcements (second). Bob Adams announced the Arbor Day Celebration taking place on Saturday, April 16, 2022, at Ian Deutch Memorial Park.
