PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES ITEM # SUBJECT January 14, 2025 Pursuant to NRS, January 14, 2025, a meeting of the Pahrump Public Lands Advisory Committee was held at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048 1. Pledge of Allegiance and Call to Order. 5 p.m. 2. Roll Call. Frank Slaghuis, Robert Adams, Jim Hannah, Philip Alexander, Nicole Underwood, and Commissioner Debra Strickland. Guests: Jessica McCutcheon. Excused absence: Mike Zaman, Tim Davidheiser. 3. Approval of the agenda for January 14, 2025. Approved. No changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). Jessica McCutcheon spoke on her new position at BEC Environmental and the Trails and Parks Initiative connecting trails and promoting tourism. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meetings of December 10, 2024. Frank Slaghuis moved to approve as written, Jim Hannah second. All voted yes. 6. Announcements (First). Deb Strickland announced that $200,000 received from Recreation Trails Program (RTP) for Northside Trailhead. 7. Committee Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). Robert Adams reported that Nye Counties’ Right of Way application for the Battleborn Trail was received by the Bureau of Land Management August 1, 2024. There has been no movement since then. Trail counter information for solar projects Environmental Impact Statement is likely faulty. 239,000 acres around Ash Meadows proposed to be set aside as a mineral extraction withdrawal. Tread and Nevada Off Road Association (NVORA) has a grant to refurbish Wheeler Kilns. Nevada Department of Wildlife (NDOW) sent a re-enrollment email. Debra Strickland announced a Tri-County public land meeting is Thursday, January 21, 2025, at 10 a.m. at the Board of County Commissioner’s chambers. NDOW expected to participate. 8. For Possible Action – Discussion, deliberation, and vote to select Pahrump Public Lands Advisory Committee’s 2025 Chair, Vice Chair, and Secretary. Frank Slaghuis moved Mike Zaman Chair, Jim Hannah Vice Chair, Robert Adams Secretary. Jim Hannah seconded. For Possible Action – Discussion, deliberation, and possible decision on content of our 2024 yearend report. Frank Slaghuis moved to accept the list in the backup as written. Second by Philip Alexander. Yes by all. 10. For Possible Action – Continued discussion, deliberation, and possible decision to approve or change Pahrump Public Lands Advisory Committee’s Board of County Commissioners (BOCC) agenda item recommending certain parcels be zoned as Open Space per Nye County Code (NCC) 3.12.010.B.2. as step one in the designation of a southside recreation management area to preserve our rural western quality of life including Pahrump’s view scape and outdoor recreation opportunities. Frank Slaghuis moved to set up a workshop. Second by Nicole Underwood. Yes by all. Commissioner Strickland will set up a workshop with staff. 11. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting. Frank Slaghuis moved the Committee meet February 11, 2025. Second by Nicole Underwood. Yes by all. 12. GENERAL PUBLIC COMMENT (Second). Concerns expressed on the Battleborn Trail marking, getting enough volunteers and what do we do at the last marker? 13. ANNOUNCEMENTS (Second). 14.
