PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES June 10, 2025 Pursuant to NRS, June 10, 2025, a meeting of the Pahrump Public Lands Advisory Committee was held at the Veterans Memorial Building, 751 East Street, Pahrump, NV 89048 1. Pledge of Allegiance and Call to Order. 5:00 p.m. 2. Roll Call. Mike Zaman, Frank Slaghuis, Robert Adams, Commissioner Debra Strickland. 3. Approval of the agenda for June 10, 2025. No Changes. 4. GENERAL PUBLIC COMMENT (Three-minute time limit per person). Action will not be taken on the matters considered during this period until specifically included on an agenda as an action item (First). None. 5. For Possible Action - Discussion and deliberation of minutes of the Pahrump Public Lands Advisory Committee meeting of May 13, 2025. Move to approve by Frank Slaghuis, second by Mike Zaman, yes by all. 6. Announcements (First). None. 7. Committee and County Official Comments (This item is limited to announcements or topics/issues proposed for future workshops/agendas). Debra Strickland stated the Southside Trailhead Environmental Assessment was nearly completed. 8. For Possible Action – Discussion, deliberation, and possible decision to partner with Southern Nye County Conservation District and Nevada Department of Agriculture’s Early Detection Rapid Response (EDRR) program for the Pahrump Fall Festival on September 25-28, 2025. Robert Adams moved to participate in Pahrump’s Fall Festival in partnership with the Southern Nye County Conservation District and Nevada Department of Agriculture’s Early Detection Rapid Response program. Second by Frank Slaghuis. Yes by all. 9. For Discussion – Continued Discussion of the design of the Northside Trailhead continued. Debra Strickland said Nye County is finalizing an Environmental Assessment contract with BEC Environmental and $20,000.00 has been allotted for grading. ---PAGE BREAK--- PAHRUMP PUBLIC LANDS ADVISORY COMMITTEE MEETING MINUTES June 10, 2025 10. For Discussion - Continued Discussion of Nevada Department of Wildlife (NDOW) volunteer forms for inspection and repair of NDOW’s Spring Mountain wildlife guzzlers. Frank Slaghuis and Robert Adams stated they set up accounts and successfully logged into the provided link. 11. For Possible Action – Continued discussion, deliberation, and possible decision to set a time and date to inspect and possibly make minor repairs to Nevada Department of Wildlife (NDOW) Carpenter Canyon small game guzzlers. Frank Slaghuis moved to meet June 19, 2025, at 6:00 a.m. at the Bureau of Land Management fire station on Carpenter Canyon Road. Second by Robert Adams. Yes by all. 12. For Discussion – Continued Discussion of identifying Right of Way or easement of a portion of Phase 1 of the Battleborn Trail between Higley Road and North Crest Avenue, and discussion of how to expedite the progress. Robert Adams exchanged emails with Gridliance attorney Ben Sweetin regarding Assessor Parcel Numbers (APNs) as easement/right-of-way is needed for the Battle Born Trail. Robert also met with Antonio-Lopez Bormann and Scott Whittemore of Energy Project Solutions regarding a planned sub-station and solar generation facility in vicinity of the Battleborn Trail. 13. For Possible Action – Discussion, deliberation, and decision to set a time and date for the next meeting. Frank Slaghuis moved we meet July 8,2025. Second by Mike Zaman. Yes by all. 14.
